INTRODUCTION
Youth policy refers a special field of policy that is mainly being designed for improving
young people’s living condition or improving health (Li, 2020). This study is going to discussed
effective Victorian youth policy that are being developed for improving health of youth and
young people by providing education, free access to indigenous people. Further, it will discuss
role of all stakeholder of this policy in improving and making such policies successful.

Influences of youth policy, research and professional stakeholder across the youth sector for
developing youth policy
In regard to Victorian youth policy it can be said that the government is striving hard in
making this state the best place for young people with the help of this developed policy. The
main aim of developing youth policy is to make this state a place where all younger people can
live healthy and safety by decreasing all issues that are affecting them. The main issue that
young people of this state are facing is: lack of education, young people with disability because
of lack of access to healthcare and nutritional values of food. There is a large portion of Young
indigenous that cannot rate their health as excellent to very good. So, for solving this problem
and providing them a healthy living, this policy is being developed (Davies, 2018).
Some professional stakeholders that are making this policy successful and contributing in
better living for young people include:
Australian institute of health and welfare: This institute also plays a vital role in
developing youth Victorian policy successful as it mainly focuses on disable and ageing
population. It makes sure that people with disability are getting equal and fair treatment or no
one is discriminating them because of disability and age. It is stated that disability among
indigenous people are main problem of unhealthy population. So, by focusing on all these areas,
the main aim of youth policy can be accomplished.
Department of health and human service: It focuses on information management,
operational performance, quality branch, community based health policy and program, diversity
and community participation branch (Armytage and Ogloff, 2017). This department mainly
focuses on health and human services and make sure that all people are getting appropriate
services and have easy access to all health care and others services.

Home care providers: People and health care professionals that provide home care are
main key stakeholder of this policy. They provide qualitative and effective healthcare services to
indigenous young people with disability or unhealthy people. People do not have to go to
hospitals as by taking healthcare services from healthcare providers they can improve their
health and make a healthy place.
Formulation of specific youth policy and program with its purpose and services
There are several youth policies of Victoria have been developed whose main common aim
is to improve health of young. There is one of the best and effective youth policy named with
youth policy and youth charter. According to this policy, government has tried to engage all
youth and young people in programs of improving health. It is believed that for making any type
of program and policy successful, there is requirement of having an active participation and
engagement of all society members (Moylan and et.al., 2020). Government can only develop
programs and policies but people are the one who can abide all ruled and by complying with all
rules of policies, they can improve their health and health of others as well.
It is also believed that when young people are visible and active in policy making, service
reform and program development then all goals can be accomplished in an effective and easier
manner. This youth policy introduced range of new mechanisms through which young people
can make themselves able to engage with the Victorian government and shape policy
development. Other main reason of developing this policy and program as well as engaging
youth in policy development was to support vulnerable young people via empower youth
initiative or by raising new funding for them.
By developing this policy and increasing youth engagement, all people of society were
empowered to raise their ideas and concerns in order to help the government in better improving
health. They all are being listened and recognized for their valuable contribution to Victoria and
making this state a healthy and safe for all people. This policy places young people themselves at
the centre of policy development. By doing so, it can create several new opportunities for young
Victorians and they can work directly with the government and can help them out in identifying
issues along with solutions of all problems. This policy makes all young and youth make feel
valued that they are heard and they are government’s main priority and all activities and policies
are being developed only for their well-being and improving their health because health is wealth
(Hallam and et.al., 2018).

Policy frameworks that constrain youth work practice and program
There is a national policy framework that mainly is being developed for children and young
people. Under this policy, several areas have been focused in order t improve overall health of
children and young people such as:
Reforming child protection as well as welfare services in order to provide educational
opportunities to all children of this stated by learning from past reports via establishment
of child agency.
Investment in early year education and child care. As per this government is providing
free-preschool year and after this it focuses on continuous improvement by establishing
appropriate measures. It helps in improving overall quality of early years and child care
services.
Under this policy, all children of age with 5 years were given free general professional
care.
Launching of healthy Ireland as well as implementation of follow-up measures in order to
improve well-being and health. It is also found that under this framework; several
programs have been developed in which all people were made aware about consequences
of obesity and reasons of obesity. They were also told appropriate ways by which they
can protect themselves against obesity as well as youth mental health.
Ongoing implementation of literacy and numeracy strategy in order to provide education
to all because education is the main key of success of country and development of all
policies (Garritsen and et.al., 2020).
Expansion of area based approaches in order to tackle poor outcomes for children and
young people and improving their health and making them able to develop their career
and support in improving economy.
Along with these, there are some other areas that are also being focused by the government and
all stakeholders of this national policy such as:
Better support to parents and families: This framework seeks to make sure that all
parents in Ireland are well supported by which they can raise their family. It makes able to
parents in playing a key role in children’s primary care and promoting the best outcomes. Parents
play a vital role in improving overall health of their children and young people in their society.

So, this framework provides several strategies and ways to parents by which they can improve
quality of lives of their children and their own.
Young people who are at risk: Some young people in Victoria are facing some
significant challenges related to health and others (Gissibl, 2019). So, this framework seeks to
make sure that all young people who are at risks have easy access to an integrated range of
services of help. Child and family agency play a key role in improving this area and protecting
all young people who are at risk.
Political, social, cultural, environmental and economic considerations that inform youth policy
development and implementation
In regard to Victorian youth policy development, it can be said that there are some external
environmental factors that can influence implementation and development of policies. In regard
to political, it can be said that government of Australia is supporting in providing fund and
providing free access and education for children. This support is the main key in successful
implementation and development.
In regard to social and cultural factors, it can be said that there are some non-indigenous
people who still discriminate indigenous and it is the main barrier in successful development of
such policies. It also becomes barrier in engagement of people in policy development
(Vinichenko and et.al., 2017).
Technological and environmental factors also have critical impacts in implementation as
well as formulation of policy. It is believed that advanced technology is supporting government
in successful implementation of policy as it has made able for them to provide qualitative
services to all people in an efficient manner. Some environmental factors like climate changes
and sustainability is creating some barriers as sometimes due to climate changes, stakeholders
find difficulties in launching new programs such as educational, and people awareness.
CONCLUSION
It has been summarized from the above study that youth Victorian policy plays a vital role
as it helps youth and young people in improving their health. It has discussed all activities and
areas on which government of Victoria is focusing on improving health of people and providing
