Introduction
Project management is a process by which a collection of activities are executed as per
some predetermined parameters in order to reach a particular end goal or milestone. Generally,
projects are conducted by business and commercial organisations in order to achieve their
specific targets or undertake any change within their existing structure (Kerzner 2017). Project
management includes various tools and techniques that are utilised in order to ensure the project
is managed and driven in the right direction.
In this report, a project regarding installation of wind turbine has been discussed with
focus on the implementation of various tools and techniques (that are most common in project
management) in the project.
Project Context
This project is basically installation of wind turbine that has been approved by the
government in order to get a head start on the proposed new community energy scheme. As per
this scheme, the local community will not have to depend on the electric supply from outside as
optimum amount of energy for the community will be generated by the wind turbine proposed to
be installed in the locality and also, it will be a cheap as well as environment friendly process. As
per initial estimations, the total budget to be provided for the project is £600,000 and the
construction must be conducted and completed within the months of April to September next
year.

Rationale for Proposed Plan and Choice of Methods
As per the scheme of the project proposed, the project will be conducted over a period of
12-15 months with the construction phase to be conducted within the months of April and
September. This time period is sufficient for planning and executing the project i.e. design,
construction and commissioning of the wind turbine for generating electricity for the community
locally. In accordance with the initial planning for the project, a number of project management
methods have been chosen in order to define various aspects of the project (Meredith, Mantel Jr.
and Shafer 2017). These methods are – work breakdown structure, project scheduling, PESTEL
analysis, bottom up budget estimation, RACI matrix and risk matrix. These are all discussed in
detail as follows.
Method 1: Work Breakdown Structure
A work breakdown structure is a very effective tool used in project management that is
used to breakdown a project into interconnected activities that need to be conducted in an
appropriate sequence in order to reach the final milestone of the project (Schwalbe 2015). In
other words, work breakdown structure is a method of simplifying and breaking down a project
such that various work requirements can be assigned to various teams and team members in a
project.

Method 2: PESTEL Analysis
PESTEL analysis is a project management technique that is used to determine the
impacts of the external factors on a particular project (Fleming and Koppelman 2016). The
PESTEL analysis for this project is conducted as follows.
Political – Political factors may affect the project if there is a change in government and
the new government does not approve the community energy scheme to proceed.
Economic – Since this is a government funded project, the economic factor is beneficial
for the project.
Social – The project is specifically conducted for supplying electricity to the community
at minimal costs. Thus, this project is expected to receive social support.
Technological – Technological factors may increase the budget of the project as new
technical devices and setups are available that can enhance the quality of the project.
Legal – Legal factors are not expected to cause problems in the project as this project is
approved by the government itself.
Environmental – During the entire construction and installation phase, significant amount
of air, noise and water pollution is expected and hence, the project will have significant negative
impact on the environment.
Method 3: Schedule with Gantt Chart
The overall time period required to conduct the project can be determined by several

works in the project do not have specific deadlines and thus taking more than enough time for
these activities may result in delay in the project (Heagney 2016). Hence, the most effective
method is to utilise the work breakdown structure of the project and assign estimated duration to
each of the individual activities. These durations can be added up to determine the total estimated
duration of the project.

within the next year. Although there are no strict deadlines set, it has been confirmed that the

Method 4: Bottom Up Budget Estimation
In addition to work breakdown and schedule, budget is also another important aspect of
the project, especially for a large scale project like the one under discussion in this report. In
project management, there are different techniques to estimate the total budget of the project
among which, the most commonly used are top down and bottom up. Top down budget
estimation mainly involves determination of total budget of the project first and then breaking it
down to various requirements (Walker 2015). On the other hand, bottom up estimation involves
analysis of all the monetary resource requirements in each activity of the project and these values
are added up to determine the final budget of the project. This method is much more accurate
than top down approach in large scale projects and is widely used.
