a) I work as an assistant HSE advisor in Lendlease, Australia that is a construction and
Infrastructure Company operating worldwide and the organization has 11,000 employees
until 2016. The company manages large projects of buildings, developing infrastructure, etc.
As an HSE advisor, it is my responsibility to ensure that the regulatory requirements are
fulfilled effectively; monitor contract safety procedures, improve HSE performance,
conducting internal and external audits, etc.
b) The workforce must be kept aware of the legislation and regulation of WHS prevailing in
the organization. This information must be communicated effectively by the managers to
their workgroup. Training and induction methods could be used to make the employees

provide adequate training to the staff to develop their skills and potential. The formal
operating procedure for training the workers includes general awareness training and
operational training.
The operational training is provided to all the workers that are working on-site and handling
heavy machinery and equipment. The standards operation process include the review of
machine and equipment guarding procedure followed in the department, appropriate use of
personal protective procedures, training with the help of videotape and final training on the
field by considering appropriate safety measures to increase the effectiveness of the
workers (Horberry et al. 2016).
b) For the safe operation of machinery the workers should:
Wear protective jackets when they are engaged in mining operations.
The workers must always use the proper piece of machine and equipment on the
field.
The electrician must take care of keeping the electric codes and cables clean and free
from kinks.
The workers must wear a metallic guard while operating on any machine or
equipment in the field.
The supervisors must focus on regular repair and maintenance of the machine and
equipment to eliminate risks.
The workers must report to their supervisor immediately in case of any problem
faced with the machine or equipment (Horberry et al. 2016).

• For full assessment and repair, the site will be closed in every alternative period of two

Policies for maintaining personal protective equipment
It is important to use the following PPE by the workers during work:
1. Shields or visors for eye protection
2. Earmuffs for ear protection from noises of blasts and mining
3. Hand gloves to protect hands from cuts and hazards.
4. Helmets to safeguard head from rocks and other accidents
• The worker must not misuse or damage the clothing or equipment.
The PPE must be used in a manner in which he/she has been instructed (Tanko and
Anigbogu, 2012).
Ensure the compliance of all PPE with current WHS standards and should be
stamped and labelled with an AS compliance marking.
A regular reassessment of PPE should be performed to ensure its compliance with

d) While handling hazardous substances, the employees must be provided with the required

eye protection, wearing steel-toed boots for safety, etc. The workers must be provided with
proper training before they go on the mining field to avoid accidents and use the materials
and equipment properly (Simpson and Horberry, 2018).

e) The first-aid procedure in the workplace includes:
Identifying the type and location of the first-aid kit.
Assigning the responsibility of the first-aid kit to an individual and checking and
maintaining it frequently.
Ensuring effective training is provided to all the first-aiders.
Ensuring that all the employees are provided with appropriate training and
instructions regarding first-aid facilities offered at the workplace.
Explaining the workforce about how the injury is to be reported in the workplace.
Providing counselling services to the first-aiders and employees in case of a serious

I. Identifying and reporting hazards:
The hazards can be identified by carrying out an assessment of risk, determining the factors
that are prone to risk for the workers, evaluating the risk and also recording and hazard on

supervisor verbally, completing the report form in written and raising the incident in the
team meeting or discussion (Modarres, 2016).

The first measure that I would take to address the declining WHS performance is to analyse
and monitor the level of Hazards and accidents through formal reporting. This would help
me identify the key areas and factors that are responsible for hazards and accidents at the
site (Vault IQ, 2017). Through this, I can effectively identify the key reasons behind the
accidents and make necessary improvements.
Action 2 providing proper training to the workers for using machines and equipment
I would focus on providing proper training to the workers so that they handle and use the
equipment and machines securely and avoid any risks and injuries at the workplace. Proper
training to the employees is the key to reducing the health and safety risk at the site.
Action 3 ensuring the use of quality machinery in proper working conditions
I would also ensure that the machinery and equipment used at the workplace are in proper
working conditions and accordance with the quality standards of the Health and safety
regulations (Vault IQ, 2017).

The key area where the assistance of WHS specialist is required in the site is for consulting
and review of WHS management solutions at the site. The review and assistance of WHS
specialist in the WHS management solutions would support in identifying the shortcomings
in the WHS system at the workplace and formulating an effective solution to develop an
effective WHS system and reduce hazards and injuries at the site (NSCA, 2019).
