WSQ framework is the Workforce Skill Qualification proposed by the Singapore
Workforce Development Agency (WDA) for the development of the skills and qualification of
the individuals in terms of making them competent and potential employees (Skills Future
Singapore, 2017). This WSQ framework is a national credential system which is based on the
national standard system. This system is practical and accessible in terms of design which is used
for providing potential employees to the companies and the employers are provided with a wide
range of individuals to choose from (Ee & Chang, 2012).
The key attributes of the WSQ framework are the competency map, qualification
framework, competency standards, curriculum, training and assessment guides. This attributes
can be stated as the basic components of the WSQ framework. The first attribute are presents the
map of the different sectors in terms of the competencies of the individuals. The competency
map includes competency units and categories, occupational structures and key occupational
titles, sectors and the presentation of the WSQ qualifications. The next attributes refers to the
qualification needed for the each competency level. In addition, this attributes refers to the
features and the distinguishable characteristics of the qualification.
The third attributes of the WSQ framework refers to the different components that
signifies the competency level and standards. Along with this, the competency standards entails
the different documentations needed as the evidence of the qualification and competencies that
the individual possess for certain job post. The fourth and the last attribute of the WSQ
framework denotes the guidelines that is needed for the development of the training procedures
and the assessment instruments.

VUCA is the short form of the volatility, uncertainty, complexity and ambiguity
(Bennett & Lemoine, 2014). VUCA environment refers to the environment that possesses the
challenges in terms of the key words of VUCA. The workplace environment can encounter
various challenges that can be resolved by the effective leadership. In the professional world, the
VUCA environment signifies the workplace that is full of challenge. The challenge refers to the
volatility of the business operation of the organization in terms of the sustainability, uncertainty
of the organization’s business operation, complexity in the workflow and the ambiguity in the
business operations both in the internal and the external context. Therefore, the VUCA
environment within the organizational workplace requires effective and intelligent leaderships
for resolving the challenges. Along with this, the VUCA environment of the organization
demands skilled and qualified employees in order to make the organizational workplace
environment a positive one.
The Implementation of the WSQ framework is one of the best and useful strategies for
resolving the challenges in the VUCA environment within the organization. The WSQ
framework will help the organization to fight with the obstacles and challenges present in the
organizational environment (George, 2017). The WSQ framework enriches the firm with the
qualified and skilled human resources. The implementation of the WSQ framework within an
organization is therefore important for resolving the challenges encountered by the VUCA
environment within the firm. The WSQ framework not only trains the individuals for being
competent, but also develops their skills and capabilities for the certain job position. In addition,
this particular framework, qualifies the student in certain area of the job that makes them
competent for the same. Therefore, the VUCA environment of the organization and the issues
due to the same can easily be resolved with the skilled and qualified human resource as provided

competent in leadership which helps them to provide effective leadership in for renovating the
VUCA environment within the organization.
