INTRODUCTION
In UK, health and social care system is responsible to provide the best quality of health care
treatment and medical services to the patients to cure their diseases and improved their life standard.
In British economy, after the end of Second World War, National Health Service (NHS) came into
existence. It is a public health service provider founded in the year 5th July 1948 in England and
aims at delivering best medical treatment and facilities to the patients without any charges. It is
funded through central government and works under the concept of universalities, free of cost
services and principle of equity (Delany and Perold, 2017). Despite various political & internal
business challenges, NHS still running their operations successfully and universally cares the
people as per their requirement. It is also the largest healthcare provider who employs greater than
1.5 million employees in the business who are rendering top facilities to the public. Employability
refers to the skills, abilities, competencies and capabilities of the workforce which assist an
individual to become successful in their respective employment.
In the recent period, NHS is facing a constant issue of staff shortage that is affecting its
operational processes adversely. Royal College of Nurses & Midwives opined that in the current
times, to make health and social care system highly effective, England needs 2000 nursing staff &
3500 midwives (Overview of UK healthcare sector, 2017). UK Government took several efforts in
this area by expanding more medical schools and colleges in the nation, still, it will take time to
overcome such issues. Further, recently, EU-refendum also negatively affects the NHS as it cannot
recruit the staff from the countries outside UK.
Statement of the Problem

Theoretical and Conceptual Framework
In healthcare sector, it is the responsibility or also an essential requirement on every

that is based on East London & delivers health care services to the youngest and fastest growing
population of the Britain. It offers wide range of services like 24 hours Emergency, Urgent medical
care centre, maternity and others for which it requires youth employees (Newham General Hospital,
2015). Safety, superior quality treatment and patient satisfaction are the key priorities of it to
provide better consumer experiences. Planet Health/Engagement (PLHE) is an open sourcing tool
which offer incentive programme in order to facilitate employee engagement under healthcare
sector to recruit youth employees and maximize their skills. It also utilizes the skills of elderly staff,
people with physical or mental disability, terminal conditions and others. Therefore, the main target
or key focus of the research is to examine the impact of youth employability on NHS service
quality, more importantly, Newham Hospital.
Statement of the Purpose
Aim: The purpose of the present research will be to analyse the impact of youth employability on
service quality in NHS.
Objective:
1. To understand the theoretical framework of youth employability in British Healthcare sector
2. To examine the impact of youth healthcare staff on the service quality of National Health
Service, Newham Hospital
3. To determine ways to deliver best care services and treatment to the patients for the better
life experience
Research questions
Q.1. What is the theoretical framework of youth employability in British Healthcare sector?
Q.2. How youth healthcare staff can assist National Health Service, Newham Hospital in rendering
the best quality healthcare services to the patients?
Q.3. What are the ways available to NHS, Newham to give superior quality medical facilities to the
patients for the better life experience?
Significance of the study
There is no research has been conducted earlier by any scholar to examine the impact of
youth employability in the success of British Healthcare system. At the same time, problems of
skills shortage in NHS encourages researcher to conduct a study in such area to find out the
importance of recruiting skilled youth staff in the hospitals. By doing this, NHS as well as other
healthcare providers of UK can identify the critical importance of having youth staff to deliver
qualitative treatment to the patients for providing them better life style. Moreover, they can also
determine ways how they can develop required skills in the staff and use various empowerment and

engagement practices for attaining defined set of goals.
LITERATURE REVIEW
In this section of the proposal, previous historical peer studies will be reviewed, inspected
and critical evaluated to develop conceptual and theoretical understanding regarding the selected
variable.
1. Concept and theoretical framework of youth employability
According to the view point of Rickwood (2015), in the current period, youth
unemployability is a key area of concern evident through the estimates of International Labour
Organization which state that currently, 3 billion people which is approximately 23% to 30% are
underemployed whilst 140 million are fully unemployed. However, under the youth
unemployability, organization estimated that 60 million youth under 15-24 years are searching for
employment opportunities still unable to find it. From the above statement, it becomes clear that
youth employability is linked with the recruitment of youth staff under the age of 15-24 years. In
contrast, Howe and et.al., (2014), critically evaluated that it is difficult to segregate or separate total
employment from the youth employment, therefore, the study defined youth employment as a
subset of overall employment opportunities that is linked with a specific group of population who
are above the age of 15 but below 24.
Despite this, Lifshitz (2017), stated that health care sector is one of the important
fundamental sector of the British economy that aims at providing equal access to the patients for
getting quality healthcare treatment. However, unequal distribution of talented and qualified
healthcare professional is a major challenge in rendering equal access to the society. Thus, wider-
spread healthcare reforms continuously bring out the changes in employment environment for the
workers in healthcare sector. However, decent and capable healthcare professionals and staff
members are the primary requirement to provide quality health care treatment, henceforth,
healthcare providers have to pay attention on hiring talented and fresh youth staff in the
organization to improve patient lifestyle.
2. Importance /significance of youth employability in the success of healthcare sector
As per the views of Jayaram and Musau (2017), Healthcare sectors must provide
employment opportunities to the youth generation as they can derive substantial benefits from the
same. Delivery of superior quality healthcare services is the most important benefits that can be
gained by recruiting youth candidates in the workforce of health care providers. It is because;
young, fresh and new candidates will have excellent knowledge of newer medical treatment using
latest and innovative technologies, as a result, consumers can be served with the best quality of

treatment to improve their life expectancy. Young staff providers more effective, better and
personalized care to their patients, which in turn, leads to exceed client satisfaction to a large extent.
Similarly, Rickwood (2015), stated that in the present times of widespread technologies, it becomes
a key of success for the healthcare delivery organization to invest in research and development
(R&D) activities to get benefits from the new and advanced technologies. However, elderly staff
members might be reluctant to work with the newer techniques, in opposed, young generation staff
are willing to learn new ways of working and have also excellent knowledge, as a result, they can
easily work with the latest tools and render best quality of healthcare treatment to their patients.
Despite this, in the study of Blondell and et.al., (2017), it has been discovered that young
staff members work friendly and informally with the patients which provides high level of comfort
to the patients, so that, they can freely share all the information with the doctors and staff to cure
their diseases. In contrast to this, Ortega, Rodriguez and Vargas Bustamante, (2015), opined that no-
doubt, fresh and new candidates have good knowledge of the healthcare delivery system, still, due
to lack of practical working experience, they does not gains enough importance in the service
delivery process. Elderly healthcare professionals have great practice-based knowledge, so they can
easily identify patient feeling and diseases for the delivery of highly-effective treatment. Thus,
experience really matters in the healthcare system and service providers must be enough
experienced for delivering the best quality of medical treatment to the patients.
Weisz and et.al. (2015), founded that now-a-days, shortage of skilled and efficient labour
brought out the requirement for the healthcare providers to recruit new and fresh staff members in
the workforce and thereby render better medical treatment to their patients for enhancing their life
expectancy. It directly have a positive impact on the service quality of the health care organization
which maximize the client satisfaction, firm’s performance and strategic capabilities as well.
3. Ways to deliver best quality medical treatment and services to patients
The main aim of every healthcare provider is to give the superior quality treatment and
facilities to their patients for getting cure their patient disease at an improved life expectancy level.
There are various ways through which HSCs can maximize the effectiveness of service quality
system. In accordance with the views of Purnell (2014), British healthcare system is suffering from
the lack of skilled, talented and competent workforce, therefore, having the best candidate at the
organization become the key importance of the healthcare system. To attain such, healthcare
providers must put attention on their employment policies and decisions and must welcome the
newly graduates in the organization by offering them employment opportunities.

Likewise, Pecora (2012), stated that youth generation staff skills, competencies and
knowledge can also be expanded by conducting technology enabled training sessions. It is
necessary because they have positive attitude and willing to work with the latest machinery,
equipments and techniques which are helpful for implementing necessary changes. In contrast,
elderly healthcare professional often deny using new technologies and they refuse to implement any
changes. Training sessions is of utmost significance to build required knowledge in the healthcare
staff i.e. doctors and nurses so that service-seekers can be served with the better quality treatment
for the development of more equitable system.
As per the study of Howe and et.al., (2014), in UK, NHS workers support decentralisation in
the decision-making process in order to offer greater level of autonomy to the hospitals and care
providers over the healthcare services which they offer. Under this, NHS has foundation trust that
offer autonomy to the local management regarding fund management, negotiation of payment,
employment terms and conditions as well. With this, employees are encouraged to take participation
in strategic formulation and decision-making process, which in turn, they put great efforts and
deliver genuine services to the service-seekers.
However, on the critical note, Betz and et.al., (2014), stated that healthcare organization can
take assistance of the recruitment and consultancy firms for recruiting professional staff in the
business and thereby exceed user experiences. In such respect, it not only provides assistance to hire
young generation staff but also considered as an effective way for the skills development initiatives.

As they provide better guidance and organize specialist training sessions also to maximize staff
skills and knowledge. It will help to build an effective service delivery system to provide excellent
experience to the services users at high satisfaction level.
MATERIALS & METHODS
Research questions
Q.1. What is the theoretical framework of youth employability in British Healthcare sector?

Study Design
Philosophy is also termed as paradigm which is a set of belief relating to the nature and
development of knowledge that guide scholar’s action. Positivism tries to uncover the truth focusing
on the targeted variable by following a structured format via combining logical deduction &
observation (Mackey and Gass, 2015). It put objectivity & precision at the top priority. Unlike this,
Interpretivism is a subjective method that focuses upon detecting the situation in detailed manner
and measuring its reality. For analysing and evaluating the impact of youth employability in the
NHS, Newham success, in the current research, interpretivism paradigm will be applied. With the
application of this, scholar will be able to determine the importance of having skilled and efficiency
youth healthcare staff to satisfy their clients by delivering quality medical treatment.
Study Context and Intervention
The hypothesis relevance to study and discover the truth about the target variable is the main
distinction between two research approaches, inductive & deductive. In case, when researcher
formulated hypothesis for the study that is required to be confirmed or rejected then they need to
apply deductive approach (Billig and Waterman, 2014). In contrast, inductive do not create any
hypothesis and based on research questions, as current study, research questions has been designed
targeting the objectives therefore, inductive approach is suitable.
Research strategy/design
Case study research design has been selected because the entire investigation put their focus
on the assessing the impact of youth employability on service quality of NHS, Newham Hospital.
Data collection & Sources
Data gathering is the process whereby scholar collects and measures required information

about target phenomenon to resolve the issue. There are two methods of collecting and acquiring
data set, primary and secondary. As name implies, primary data source comprises different ways
and techniques like surveys, interviews, observation, focus group, case studies and evaluating new
facts and information of the target variable. It takes too much time and requires higher funding need
for the data gathering (Glesne, 2015 ). As opposed to this, information that is already available in
usable manner but collected by someone other than the data user like internet source, blogs, article
studies and so on.
For the selected topic, it has been decided to gather information about the concept of youth
employability and its importance in the NHS health care delivery system using secondary sources.
In this, web source, other historical studies conducted by someone else will be utilized for
information generation.
Data analysis
Researchers not only gathers data set, but they are also require evaluating the same by
selecting the best data analysis methods and tools. This process is used to examine, inspect,
modelling and transforming the data to discover and fruitful information which support making
right decisions and suggesting recommendation as well. The current research topic is about to
analyze the impact of youth employability in the success of the healthcare organization, named
NHS, Newham. Thus, being a qualitative study, thematic analysis is founded as the best way
emphasize on pinpointing and inspecting the pattern (Flick, 2015). Every theme is developed
focusing the target phenomenon and aims & objective of the study, so that, right decisions can be
taken to combat the issue.
Ethical Considerations
It is qualitative research study which finds out and evaluates the factual information that are
of qualitative nature. It is because youth employability is a qualitative topic which effect will be
analysed on the service quality of NHS (Silverman, 2016). Thus, qualitative research will be
executed for the current study.
RESULTS & ANALYSIS
Theme 1: Increase in youth unemployment rate give NHS as negative impact on service quality
AS per the national employment service it has been recognised that there are most of the
youngster is unemployed. In the year 2011- 2013 that show that only 49.7% are employed In health
and social care as they are not much highly qualified due increase in unemployment rate. It is also
estimated that due to less growth opportunities for youngster only 11% would like to choose heath
11
Document Page
and social care sectors. Thus, if the NEWWHAM higher youth worker in its job it highly impact
negatively on their service quality as there is lack of practical knowledge and poor working
condition. It has been determined that there is 140 million number are unemployed the age group
15-24 years as there is less opportunities in the healthcare sector. In the chart, it shows that the
women are not get an opportunity of workforce who are above age 65 and over is 5.67 million
( Silverman, 2016). Whereas, the men workers are age 14 to 64 age not in labour force is 4.44
million and the men are working full time job is 14.52 million. The data regard to unemployment
of men is 924000 and women are 766,000 along with that women working full time 8.46 million.
The data which are discuss above it has been clearly analysed that there is high rate of
unemployment rate in the youth employability in health and social sector. Most of the young people
not choose option in their eduction regard to healthcare as they does not get an equal opportunities
regard to jobs. Most of the hospital hire only high qualified and experienced labour fore as they
doesn't want to take any kind of risk regard to their patient that is most important for doctors so,
they ignore youth workers. The main problem arise due to unequal distribution of knowledge as
well as professional healthcare. On the other hand there is a reforms develop by British government
as they they encourage to make change in the youth employment rate by continuous improvement
in healthcare sector workers. The youngster are new blood and they are more passionate to work
harder if they get opportunities to improve their education in healthcare sector. There is a need to
hire the youngster and pay attention by provide them training to improve the service quality of
healthcare in NHS
