INTRODUCTION
A planning tool kit is structural method of understanding and carrying out planning for any given
field. Aviation is the industry that constitutes airlines, airports, and flight all around the world. It
is the aviation industry that is responsible for the complete processes of air travels which include
management and planning at multiple levels. Aviation planning toolkit as the name suggest is the
toolkit, i.e. a structured way of carrying out and planning the changes along with the progress of
aviation related bodies (Goodfellow and Natarajan 2021). In this report the London Heathrow
Airport is taken as a subject to carry out the planning toolkit. The LHR is one of the busiest
airport of the world with around 80 million passengers passing through its door yearly. The
planning tool kit allows the complete research and analysis of the changes and progress taking
place so that a better approach can be chosen and ultimately reaching the better conclusion and
result. In this report the planning of LHR for the improving the runway and terminal is reviewed
followed by an analysis of the most significant challenges that are impacting the LHR. Further in
the report is the stakeholder analysis of the LHR’s primary four stakeholder groups and their
arguments regarding ht expansion plan of the considered airport. Finally, included in the report is
a justified and balanced decision regarding the expansion of the airport.

Task A
Review the current planning considerations taken by LHR for improving the runways and
terminals.
Aviation industry has always been on a rise ever since its inception. With more and more
passengers travelling every year in the world of globalisation the demand of aviation services
and total air traffic is expected to increase with time. Looking at this increment in the air traffic
the traffic department of the nation began to think about the expansion of the airport in order to
meet the demand and continue the operations with ease at the airport. The planning for
improving the runways and terminal at London Heathrow Airport began with the proposal in
2006 by the department of transport of England. In this report the origin vision if the expansion
and improvement in the terminal was planned. The next year government started thinking and
considering the proposal and suggested that there should be a third runway which will be shorter
in length than the original two runways at the airport (Heyvaert 2020). In addition to this
