Substance abuse begin in childhood and teenagers use drugs, cigarettes, alcohol
frequently. Lack of nurturing, genetic risk, chaotic home environment etc. are main causes of
such type of abuse. In order to minimize such type of uses among teenagers H0034 medication
training program is being used in the study. Description of the program with its mission and
objectives is being described in this report. Furthermore, risk management principle is being
discussed to minimize risk associated with health program. Benefit to others, act fairly, do no
harm, respect others, respect others are main ethical consideration in the health and social care
sector. All these ethical aspects is being explained in this study so that patient can feel happy,
comfortable and secure in this non hospitalized substance abuse medication training program.
INTRODUCTION
Substance abuse can be defined as drug abuse in which person consumes certain amount
of drug which is harmful for their body and increases substance related disorders (Power and
et.al, 2013). When person consumes drug since long time then individual may suffer from long
term personality changes. Drugs not only impacts on physical condition of person but also it
socially and psychologically harmful for the drug user. Present study is based on Substance
abuse program H0034 which is medication training program for drug users. Study will give
description about this non-hospital based specialised health program. Ethical consideration of
this substance abuse program will be discussed in the study. Risk management tactics of the
event will be explained, furthermore report will pay attention of quality and safety measures for
drug users.

around 13% Australians those who are under 14 age are continuously taking drugs and alcohol
(Kristjansson, Mann and Smith, 2017).
In order to minimize these rations and making people aware with the substance abuse and
its draw back, government has implemented substance abuse program H0034. Most of the drug
users take these drugs just to feel relax but they are not aware with its harmful effects
(Herrenkohl and et.al, 2013).
Mission:
Mission of initiatives this program was to minimize the number of cases of drug users in
Australia and make them aware with causes and after effects of taking these harmful things.
Objectives:
To increase awareness among children those who are in the age of 14 year with the draw
backs of drug uses. To make them understand with the importance of medication in their routine
life. To make effective control over death rates of substance abuse patients (Seredenina and et.al,
2017).
During this medication training program authorities have involved some popular
counsellors those who were working in this field since long time. Apart from this some
medication experts were also involved in it. This program is having high capacity to meet with
its objectives (Chang and et.al, 2014). During this event, they have communicated the news of
medication camp in all schools and near institutes. Each teenage person was here to know about
substance abuse. Teachers and principles have taken initiatives and they have encouraged their
children to take participation in this social event. Counsellors has taken interview of these people
those who have started taken drugs or alcohol recently. They have asked about what they know
about these harmful elements and who have initiated you to take this (Boyd, Young and
McCabe, 2014).
In this program medication training is being given to the patients those who are suffering
from substance abuse or are addicted for it. Medical experts have make them aware with the
relationship between human brain and drugs. Medication is the process through which person
can make effective control over their mind and can feel relax (Pingault and et.al, 2013).
This H0034 medication training and support program has made drastic change in the
society and in teenagers life. After that government has made compulsory to involve chapter of

can keep away from this illness. It has drastically changes scenario of Australia and has
improved life expectancy rates of Australian citizens (Moore and et.al, 2014).
There are many young persons those who are getting attracted towards these bad habits
such as alcohol and drugs. This not only harm their body but also make them handicap from
brain. This program has identified that parents and teachers do not properly care for their kids.

and people can live initially without using drugs. After some time period they will decrease
taking amount of drugs and after 1 year they can easily live their life. Medication can improve
their blood circulation and can improve their brain capacity as well. In order to implement this
medication training program for young people authorities have taken support of skilled
employees, advanced technologies, financial resources and other related assets (Hourani and
et.al, 2014). By using effective equipment's medication experts and counsellors have analysed
that level of drugs person is using in a day. It helps them in knowing what kind of treatment they

program is do not harm any individual who is part of this event. All activities need to be
organized in ethical manner so that no person get physical or psychological injury. Furthermore,
another principle of health program is to act fairly and respect others (Substance Abuse, 2017). It
is the duty of program initiators that to give respect to each drug user and there should not be any
discrimination on the bases of age, gender, race etc.
Non-hospitalized health care program for substance abuse H0034 medication training,

alcohol or drugs. It is found that many persons have lost their mental presence and now they are
unable to live without taking drugs daily. Amount of drugs is being taken by them are too high
which has caused damage to their brain and nervous system as well.
All involved persons have talked to them with patience and they have suggested them the
ways of overcome from this habit as per their condition (Hourani and et.al, 2014). Medication
training have been given to all in the single open hall where they can feel fresh air and can make
control over their mind. It can help them in minimizing effects of drugs and improving health
conditions. Medical professionals and other health care experts have acted fairly with them.
Whether person belong to high income or low income class family they have got equal treatment.
Data confidentiality is the main ethical aspect in the health care sector (Boyd, Young and
McCabe, 2014).
It is essential for medical professionals that to keep confidential persona information of
patients and do not discuss it with other society members or with other patients. This ethical
aspect have been followed during this non-hospitalized substance abuse program effectively.
During the event counsellors have collected necessary information about the person and have ask
about their personal and professional life (Pingault and et.al, 2013). But all these details have
been keep confidential. Counsellor have given common medication training to all drug users and
have suggested them ways individually. Details which have been gathered for this camp was
recorded in the password protected system and these details have not been used for commercial
purpose.
H0034 medication training program for teenagers those who are suffering from substance
abuse have addressed ethical aspects effectively (Watkins and et.al, 2016). All involved person

suggested them that drug and alcohol is bad habits and due to which their brain can get damaged
and they can loss their mental capacity. Drugs can make them depended and you will not be able
to make your career. They have suggested significance of medication training and medication in
their life. Health care experts have motivated them and whole program was arranged in manner
so that people do not get hurt emotionally, physically (Herrenkohl and et.al, 2013). Apart from
this during this health program experts have make them aware with their rights so that they can
protect them self and if they have any issue then they can directly contact to them.

Risk identification and management
Risk is the activity which can spoil the main program and person can fail to meet the
objectives. AS/NZS ISO 31000:2009 have suggested principles for risk management. Issues or
challenges in this medication training program are such as: patient safety issues, no following of
standards, poor existing policy and process (Power and et.al, 2013). Risk management is the
systematic process which supports authorities to mitigate the risk and minimize its effects.
Principle of risk management are such as process needs to create some values, it needs to able to
address to identify uncertain events, it should be transparent, continuous monitoring and
effective controlling.
Patients safety is the major risk associated with the health program for substance abuse.
People those who are taking drugs in high amount they can get physically or psychologically
hurt with the conversation with counsellors (Kristjansson, Mann and Smith, 2017). But during
the voice communication it is essential for medial professional that to take care of words and pay
attention of safety aspect on patients. Changing regulation in health and social care sector is
another issue in the health program. If suddenly government makes changes in state regulations
then it may affect objective because initiators have to modify whole plan as per the guidelines of
government. Furthermore, it may be possible that during medication training medical errors may
occur. This can cause huge issue because by this way health of person can get negatively
affected. In addition, legislation can impact on heath care sector (Moore and et.al, 2014).
Current health program for substance abuse H0034 medication training program has
capacity to manage all involved risk in the event. Effective monitoring and controlling principle
is one model fits for all type of involved risk in the training program. Teenagers may avoid doing
medication properly which can cause difficult in their body. It may affect their safety as well,
drug users loss their physical capabilities and they can not concentrate on one point. By
monitoring their activities time to time medical experts can make effective control over risk
related to safety (Watkins and et.al, 2016). This may improve their health condition. Close
monitoring is the great risk management strategy which can help health care experts in getting
updated knowledge about legislation and they can plan activities as per the guidelines of this
legislation.

National safety and quality health services standards were introduced by government in
Australia in the year 2011. These standards were having aim to ensure quality services and safety
for patients in the health and social care sector (Treatment Approaches for Drug Addiction,
2016). These standards have focused on protection of public and improve their quality of life
services. These standards include; governance for safety and quality in health services,
partnership with consumers, prevention and controlling, medication strategy, patient
identification, clinical handover, preventing and management of pressure injuries, recognising
and preventing falls. As non hospitalized health program for substance abuse is H0034
medication training program has being introduced to protect drug users and make them aware
with the drawbacks of drugs and alcohol uses (Substance Abuse, 2017). Involved persons have
ensured clinical safety for drug users. Persons those who are at high level for these person
counsellors have taken one to one session. Individual has gathered in depth information with
them about the time period of taking drugs and how much amount they take daily. They have
suggested them how they can overcome from this problem and what issues can occur in future
due to continuous use of drugs in high amount (Kristjansson, Mann and Smith, 2017).
Safety was the first priority of health care experts. All involved persons have take care of
safety measures of patients so that they do not get mental of physical injury during this
medication training program. In order to ensure quality they were monitoring performance of
each task closely and for each activity there was contingency plan so that if sudden changes
occur so that they can run this program successfully without any complication (Watkins and
et.al, 2016). Counsellors have taken initiative and have asked about personal life of the
individual and find out the root cause which has forced them to take drugs. They have \trained
them well so that through medication people can improve their brain and can avoid drugs. This
has increase life expectancy rates in Australia.
CONCLUSION
From the above study it can be concluded that substance abuse is the serious problem in
Australia which is affecting health of Australian citizens to great extent. Use of drugs is harmful
for the teenagers but due to loneliness they are getting attracted towards alcohol and drugs.
Government has prepared H0034 medication training program for substance abuse patients. In
