Abstract
The necessity of public budget has been changed as the time is passing which is being found
in recent observations. Before the 20th century, it as being observed that the main reason
behind the adoption of a budget was to categorize the taxation and spending process. A
worldwide economic and social change was being observed in the middle of the 20th century
during the budgeting process. The Keynesian's thought process has made the economist
accept that budgeting is considered to be a legislative tool and used as an instrument to make
decisions regarding accounting, political, administrative and economic aspects of the political
sector. Thus, the budget is being used as a tool for examining the managerial tasks which are
being carried out by an organization. The main focus of the paper is to highlight the uses of
budgeting with reference to PPBS, TBS and its application in the public sector.
