Scenario - Imogen
Imogen (6 weeks) has severe colic and as a result will not settle into a sleep routine. She often cries for
long periods of time. Her mother is a teenage single parent with no family support. She is also about to
be evicted from her home.

Identify two risk factors related to the parent and/or the child that may contribute to the risk of abuse or
neglect. Use the risk factor list above.
Ans
There are two main factors that are present in this case that may leads to child abuse as per the current
situation. These are,
 Social isolation: As the mother of Imogen is a single parent teenager and also get evicted
from her house. This make it very much difficult to cover all the basic need of her child
by her own after being a single child. As she do not have any family support and her
child is suffering from the Colic so due to lack of other support the health and other
related care that child require may get neglected.
 Inadequate housing/transience/homelessness: The another major factor that may leads
to child abuse or neglect can be due to inadequate hosing or homelessness. This is so
because the she is a single parent and already being evicted from home which can
directly affect the development of her child as baby is already suffering from colic and
due to homelessness may her mother won’t be able to arrange food, shelter and other
things which that child actually need to get into better condition. This will create a case
of neglect for child toward further growth.

Scenario - Faidh
Faidh (12 weeks) was diagnosed with cerebral palsy. He has also been difficult to feed and his mother,
Wafa, is struggling with competing ‘advice’ from female family elders. She is showing signs of postnatal
depression and is having difficulty bonding with Faidh.

As Faidh’s mother is also suffering from a postnatal depression due to her struggle of competing with
the advice from female family elder. This may directly affect to the care and attention which is required
to given to Faidh. Following are two main risk factor that may to child abuse or neglect,
 Inadequate supervision of child or emotional enmeshment: As the Faidh is suffering from
cerebral palsy, he require more attention and care to get developed. But due to family
issue her mother is facing, Faidh may face neglect from his parent where he require more
supervision or emotional enmeshment to get developed and get into a better health
condition.
 Disorganised or insecure attachment relationship: A child after crossing twelve week
duration from birth started seeking from interaction and love from care giver. But in case

of Faidh her mother is already into a depression which in turn diverting her care and
attention from Faidh. As he is suffering from Cerebral Palsy such kind of neglect

Scenario - Maddison
Maddison (13 months) is an only child. Her father is 18 years old, was physically abused as a child, and
has limited parenting skills. He slaps Maddison when she splashes water onto the floor during bath time.

a. Family violence, current or past: This is one of the major risk factor that may encourage
the situation of child abuse for Maddison. This is so because his father also experienced
a physical abuse while he was a child and by growing up in such environment he also get
comfortable in physical abuse or harm children when he get mentally or emotionally out
of control. This is a major risk factor of child abuse for Maddison.
b. Parent/carer under 20 years or under 20 years at birth of first child: As the father of
Maddison is 18 year old who is actually a teenager and not prepare as well as don’t have
appropriate understanding about the roles and responsibility that parents have toward
their children. This can be a factor of neglect of child in term care and need of a child for
growing up effectively.

Eze (6 months) was born 7 weeks premature. He has been slow to reach his milestones. His parents
have five other children under 10 years and struggle financially. His mother is very shy, speaks limited
English and spends most her time at home caregiving.

a) Lack of willingness or ability to prioritise child’s needs above own: This is one of the
biggest factor that may leads to risk of child neglect for Eze as she is already having 5
other siblings and her parents also having financial issues in their life. In between all
these tension and attention, Eze may get neglect by her parents and may not be able to
get appropriate care that a premature baby actually need to get developed and grown up
healthier. So, this may create a child neglect issue for Eze as her parents may find it
difficult to prioritise her need over their own.
b) Poverty, financial hardship, unemployment: This is the another risk factor due to which
Eze may face neglect as well as child abuse. This is so because, her parents are suffering
from financial difficulties which in turn may leads to their inability in arranging fund and
other care need which Eze actually from them. Other than this her mother is more busy in
home care giving due to which she may found less time to take care of Eze and spend
time with her. This in turn result into child neglect for Eze in term of her care and need.

Scenario - Jock
Jock (3.3 years) attends child care five days per week. Jock is the oldest of four children. He has a 2
year old brother, Tom and twin sisters aged 3 months. Jock has no contact with his father however his
brother, Tom, sees their father intermittently. Jock’s mother, Ella, lives with her current partner, Pete,
who is the father of the twins. The family live in a 3 bedroom rental property, although there is a large
yard, it is unfenced on one side and is overgrown making it unsuitable for the children to play outside.
Ella and Pete use illicit drugs and Pete has regular episodes of binge drinking. Ella and Pete have a
history of domestic violence. Pete is unemployed but occasionally works as a labourer. Often there is
little or no food in the house. Pete spends his time at home drinking beer, smoking and watching sport or
adult movies. The family are known to the police because of domestic violence. The children have been
in temporary care on various occasions and are well known to government welfare officers. The family
are also known to a number of community support agencies who regularly assist with food and clothing
for the children.
Ella’s parents and sister (Sue) regularly have the children stay overnight on the weekends. The family
have all but given up on Ella because of her drug abuse but try to maintain contact because of the
children.
Jock and Pete don’t get along. Jock is frightened of Pete because he taunts him and calls him names
such as stupid, idiot, brat, and sooky. Pete also threatens Jock and handles him roughly. Pete has very
little patience with the children and the episodes of domestic violence are often triggered by Pete’s
intolerance of the twins crying, or Jock and Tom making noise while playing.
Jock tends to assume a protective role with Tom and the twins. He also tries to protect Ella when she
and Pete are arguing. Jock tells his mother he is going to kill Pete. Jock is very self-sufficient and often
takes whatever food he can find in the house for himself and Tom.
At child care Jock tends to be a loner. He finds it difficult to share and likes to spend his time doing
puzzles, drawing, playing with construction sets and looking at books. Tom also attends the centre and
Jock insists on checking on him several times a day.
Jock and Tom often arrive at the centre in the same clothes as the previous day and without breakfast.
The Educator caring for Jock suspects that the boys sleep in their clothes and rarely have a bath or
brush their teeth. The staff are also very concerned about the care and wellbeing of the twins whom they
suspect spend most of their time unattended in their cot.

this the basic need of child will not be met in family when domestic violence occurs. Parents are
being involved in this act which seriously influencing emotional health of children. In case of
Jock, he frightened with his father as he taunts him as well as calls him names like idiot, brat,
stupid etc. Apart from this, he threatens Jock and treat him properly. Jock feels the episodes of
domestic violence which directly influence on his emotional health.
Psychological abuse: in this, the child is being treated in ways which damage their self-esteem,
model and personal development, intelligence etc. It can be caused due to behavior which occur
over time like threatening, causing child to feel worthless. In case of Jock, his father threatened
him and make him feel worthless. This impacts on emotional health of Jock and he feels highly
anxious and behaves aggressively.

Scenario - Jock II
It is 9:45am and Jock and Tom arrive at the centre with Pete. The children are wearing the same clothes
they have worn for the previous two days. Tom’s nappy is soaking and his pants are wet. Pete signs the
children in and then calls out to Tom’s Educator, Kim, who is in the hallway, “Here’s a couple more little
brats for you.”
Kim takes Jock and Tom to her room and then calls the Director and the Supervisor in Jock’s room.
Another Educator goes to the kitchen to organise some breakfast for the children. Tom is bathed and
changed and the Educator notes that he has quite severe nappy rash. It is a warm day and Jock is
wearing a long-sleeved top and jeans. Jock is persuaded to remove his top and put on a T-shirt.
As they are eating breakfast Kim asks Jock what he had for dinner last night. Jock tells Kim that he had
some biscuits. Kim notices that Jock has bruises of different colours on both of his upper arms. He also
has a purple-reddish bruise on his forehead.
Question 2
Suggest the information that the staff should document in relation to the children.
Answer:
In relation to the children, the information which must be documented by the staff includes:
1. Jock and Tom have worn the similar clothes for 2 days.
2. The inappropriate language which Pete utilize for children.
3. Poor feeding of children in last night.

Scenario - Jock III
It is 4:45pm and the Director receives a telephone call from Jock’s mother, Ella. She tells the Director
she is trying to contact her mother or sister to come and collect the children. Ella is difficult to
understand, she is slurring her words and repeats herself. The Director asks if Ella is okay, to which Ella
responds, “Yeah, yeah, okay, not okay whatever.” The Director asks for the location of the twins. Ella
laughs and says “In their cot, so they keep quiet.” Ella then says, “Can you ring Mum and get her to get
the kids. She’ll do it if you ask. She thinks I’m no good.” Ella then hangs up.
The Director immediately telephones the child protection hotline and provides them with details of her
conversation with Ella. The Director is extremely concerned for the welfare of the twins. The Director
then telephones Ella’s mother who agrees to collect the boys and keep them with her for a few days.
Ella’s mother tells the Director that she and her husband are going to seek custody of the boys and her
daughter, Sue, is going to seek custody of the twins.
As the Director is heading down to speak to Jock and Tom’s teachers Pete arrives at the centre.
He bangs on the door and yells out, “Open up. I’m here for my kids.” Pete is obviously drunk or high on
drugs. The Director speaks to him through the intercom and tells Pete that Ella’s mother is collecting the
children. “No way is that interfering bitch getting them. I’ll kill them first!” Pete bangs and kicks on the
door.
Several more parents have arrived to collect their children. The Director rings one of the parents and
asks if he will direct the other parents to wait in the car park. She reassures the parents that all of the
children are safe and Pete cannot get into the building.
The police are called and arrive 5 minutes later. After a brief altercation Pete is taken to the police
station.
By now there are around a dozen parents who have witnessed the whole scene. As the parents file in to
collect their children they are all talking about the incident. Some parents ask the Director about Jock
and Tom. Other parents comment that Ella is a bad mother and doesn’t deserve to have children.
The Director thanks the parents for waiting until the situation had been resolved and tells them that she
can’t discuss the matter. She reassures the parents that all of the children are safe and seem to be
unaware of the incident.
Several of the staff later comment to the Director that the children ‘would be better off without Ella and
Pete’.
The Director acknowledges that the situation is very stressful and reminds the team that they must act in
an ethical manner. It is not up to the team to judge the family, but only to advocate for the best interests
of the children. The Director reminds staff not to discuss the incident with other parents.

Developing relationship with parents of children: it one of the challenge may be associated with seeking
and developing professional relationship with the parents of Jock. It is very difficult to interact with
parents of the child as it is difficult to understand Ella and his father Pete was also addicted to drugs.
Advocacy: it is the another challenge as advocate in context of issues that influence on my profession
and children along with their families is difficult. As the parents of children are not supportive and not
responded appropriately.
This creates a challenge for me in performing my roles and responsibilities effectively.

CASE SCENARIOS
003 Examining Risks and Acting Ethically

Scenario - Jock IV
It is three weeks since the incident with Pete. The boys are currently in the temporary care of their
grandparents and the twins are in the care of their aunt. Ella and Pete have been given supervised
visitation rights but neither of them have made any effort to see the children. The long-term placement of
the children is dependent upon Ella and Pete undertaking drug and alcohol counseling and completion
of a parenting program. To date Ella and Pete have not complied.
Jock and Tom continue to attend child care. They now present in clean clothing each day and are well
fed. Jock has told the Educator that he wants to stay with Nanny and Poppy forever and ever. Jock’s
Nan reports that when she asks Jock if he would like to talk to Mummy on the telephone he says, “No
not today Nanny. I’m busy.” Jock’s Nan also reports that Jock asks anxiously every day if he has to go
home. Once reassured he appears happy. Jock never mentions Ella or Pete.
At morning tea several staff members are talking about the family. Mitch, a younger Educator,
comments that the children are so much better now that they are away from their druggie parents. He
also says that the supervised visits are cruel and not fair to the children.
Kim, a Supervisor, tells Mitch that his comments are unprofessional. Mitch responds, “Well what I said
