5 Alignment with Relevant Legislation

The FRSP grant opportunity is governed by the Commonwealth Grants Rules and Guidelines
2017 (CGRGs), Financial Framework (Supplementary Powers) Act and Regulations 1997 (FFSP
Act and Regulations), and the Public Governance, Performance and Accountability Act
2013(PGPA).
Under the CGRGs, a grant is defined as an arrangement for the provision of financial
assistance by the Commonwealth, under which public money is paid to a grantee, to assist the
grantee to achieve their own objectives while addressing one or more of the Government’s
policy outcomes.
The FFSP Act and Regulations authorise the provision of grant funding from the FRSP to
enhance the family law system’s capacity to respond to the needs of separating and separated
families.
The PGPA provides that grant funding must only be approved where the approver is satisfied
the expenditure would be an efficient, effective, economical and ethical use of public money.
Demonstrate how the proposed activity aligns with these legislative requirements, in
particular, outline how the activity falls within the definition of a grant as it appears in the
CGRGs. This response is limited to 250 words.

6 Selection Criteria

Criterion 1:Programobjective
Demonstrate the alignment of the proposal totheFRSPobjective -toimprovethewellbeing
ofAustralian families, particularlyfamilies withchildren, whoare at risk ofseparating, or
whohaveseparated. Your response must also outline which of the four measures, below and
outlined in the FRSP guidelines, your proposal addresses:
 research, evaluation, policy development
 resources for family law system professionals
 improving access by families to family dispute resolution or other related support
services,and/or
 one-off funding to family law services to address location-specific need.
Criterion 2:Valueformoney
Describehowyour proposal demonstrates valueformoney.
Inproviding aresponseto this criterion, thegrant proposalmust identifyanddiscuss
theuniqueaspects of theproposalthat willrepresent value for moneyfortheCommonwealth. For
example,this could bedone bydescribingthespecificbenefits that would be achievedbythe
proposal, thecosteffectivenature oftheproposal or bydemonstrating the effectiveness ofthe
approachesthat will beused.

unmet need
