The current project is based in the topic of Critical success factors for PPP Housing Delivery
which is vital and rationale as many challenges and issues are faced while undertaking a PPP

complexities. Thus, selection of current topic is appropriate and significant as it supports
improved understanding about the basis concept of CSF along with its significant and appraisal
in context of a PPP housing project. Further, the main aim and purpose of the current study
comprises of the identify and appraise CSFs that contribute to implementation of PPP housing
projects in the UK along with the access the issues that are associated with PPP housing projects
in UK and investigate the ways for mitigating the challenges linked with PPP housing projects
within United Kingdom. To meet and achieve these aim and objective implication and use of the
mixed method of research has been made that comprises of the use of the both qualitative as well
as quantitative nature of the study.
Use of qualitative nature of the study within current study has supported collection of in-
depth and theoretical information to have better glimpse and analysis of the behaviour and nature
of participants. On the other hand, application of the quantitative nature of study is also vital and
significant as it supported better presentation and analysis of facts to reach a more measurable
and specific set of research result. Finally, the main summarisation and conclusion of current
study comprises of the fact that identification and apprise of CSF is vital within a PPP project as
it supports improved direction and planning for better success and higher productivity along with
the fact that effective risk allocation and use of string technique are vital CSF that supports
improved performance and higher productivity of a PPP housing project.

1.0. Introduction
1.1. Background
The concept of PPP (public–private partnership) is mainly related and associated with the
arrangement between two or more public and the private sectors firms and organisation mainly
of a long-term nature. Along with this, the PPP mainly tends to involve the big government
projects or services that are tend to be financed by some private capital or private venture. PPPs
tend to offer and ensure the public sector potential cost, quality and scale advantages that aim in
achieving the improved infrastructure service targets (Yingying, Tian and Shouqing, 2021). But
still the PPPs are different to the one related with the traditional public sector route as the PPP
are varied and these differences require adaptation of vital approach as well as some improved
capabilities in the public sector. Further, it has been also analysed that many critical success
factors are there on which the efficiency level of PPP housing tend to depends on a great extent.
Some of these critical success factors for effective PPP housing delivery includes favourable
amount of investment and positive working environment, (2) proper economic viability, (3)
reliable concessionaire consortium along with having a strong technical strength, (4)
management and procurement of sound financial package, (5) appropriate risk allocation and

the public private partnership is tend to be effectively implemented in the United Kingdom’s
public facilities as well as in the services provision along with having the private finance
initiative. The reason behind selection of PPP project within the UK as it was the primary
country within the globe who take initiatives to develop and come up with the concept of PPP
with the main aim of the effectively delivery of the public service projects through more efficient
and convenient delivery and building of housing project. But still, the PPP project are vital and
needs to be effectively get implemented in order to make and set out a better balance over public
resources with the requirement to invest in the infrastructure, PPPs are an efficient wat of
leveraging the effectiveness and the assessment of risk management ability of the private sector

delivery of UK which comprises of five basic sets of key success factors like efficient

infrastructure in the available amount of financial market (Feng and Guo, 2021). Thus, an
implication can be made out that these CSF forms out a vital and important part within the
growth and better construction of the PPP housing delivery within the UK that needs to be
effectively manage and sponsors by government consideration in the case of forming and sharing

financial make changes and staff challenges. Thus, these risk and complexities faced within the

statement for current project. Thus, current study is focused and emphasised on analysing the
nature and characteristics of critical success factors (CSFs) that influence and leads to higher
success on public private partnership (PPP) arrangements.

and rationale as PPP construction project tend to contributed efficiently to national capacity
development along with risk transfer, bundling project delivery components and expanded

capital access in the areas of building technical skills, developing guidelines, implementing
evidence-based health programming, and continuous quality improvement in laboratories, all of
which are the goals shared by these PPP project within UK. Further, the selection of current
research topic is also rationale and vital as it tend to supports analysis of critical success factors
that supports higher efficiency and improved success of PPP project which are vital for effective
national development and also allows better access to private sector finance (Nguyen and Sun,
2021). Along with this, current project also supports the aspect of the better investigation of the
CSFs for the effective implementation and execution of the PPP housing projects in the United
Kingdom, that tend to be in from the turn of 1990 to 2010. The current project is significant to
underline the important development and vital adoption made within the PPP model around the
globe that was first created and developed by the UK. Thus, an important referred and
empirically for current project is that it count and tend to ensure the success in PPP project
delivery through its more effective implementation that must be preceded and based on the sound
benchmarks and key critical success factors for growth and development of enabling success

to the selected topic. The current study would ensures an improved initiates individual to develop
idea and effective perspective about the aspect of PPP housing projects in UK which helps in
creating improved value along with efficient development at personal as well as professional
level of skills of individual. Thus, selection of the current project is rational and vital from both
professional and personal aspect of researcher which supports improved knowledge and higher

confusion to ensure effective performance of an investigation. Use of below stated Gantt chart
has been made for current project to bring higher level of clarity and transparency in current
work.
