Introduction:
The purpose of this report is to provide a brief elaboration of the application of
intelligence system into the government services of United Nation. Furthermore, this report
will consists of the benefits of the application of Enterprise Design and Enterprise
Information Architecture Reference Architecture (EIA RA) in order to develop a national E-
government system. As well as this paper will then focus on two critical area in which the
application of Enterprise Information Architecture will surely make difference while
compared to the historical implementation to the current deployment. Later on, this paper will
effectively discuss the benefits of e-government system considering three important aspect
which will provide a direction towards making an effective as well as efficient government
service of United Nation. Lastly, this report will consist of a section in which it will introduce
few new aspects which is recommended which will invoke the developer to develop an
efficient E-government system.
Intelligence Enterprise Design:
In order to establish the aspect of organizational intelligence into the government
system for the sake of developing an e-government. It is necessary to elaborate the concept of
Intelligence Enterprise Design. According to several studies Intelligent Enterprise is stands to
represent the management the organizational operation by the application of advance
technologies, in order to improve the performance of the target organization. Based on the
analysis of the performance of Intelligence Enterprise Architecture it has been observed the
deployment of EIA into any business or organization will surely help to enhance their work
effectiveness, productivity as well as it will enhance the work environment of that targeted
organization.

According to the case study the government of United Nation has decide to adopt the
facility of intelligence in order to incorporate few advance functionalities with the vision to
improve their services. As mentioned in the case study that based on the survey of 2010, the
government of united Nation has observed that there is a significant crisis present which is
effecting the services of the government. Thus, they have decided to incorporate few
characteristics as well as capabilities which includes the facility of a citizen centric system,
Common interoperability and infrastructure, Collaborative services and business operation
and also concentrated on the social inclusion. The incorporation of the aspect Citizen Centric
stands to represent the facility of such government system which will help the government
authorities to understand the field of crisis from the point of view of the requirement and
expectations of the citizens. Incorporation of this concept will help to adopt the facility of
decision making by the point of view of the citizens to facilitate the citizens. Along with that
the reason behind incorporating the concept of Common infrastructure and Interoperability
into the approached e-government system is to provide the facility to the organization to
share the information within the organization. This will provide the facility of interoperability
which will help the e-government system to build a standardized common infrastructure. As
well as the purpose behind the suggestion to incorporating the aspect of collaborative services
and business operation is, as the connected government demands to collaborate several
ministries and agencies. Along with that the implementation of the interoperability demands
the collaboration of the authorities, thus the system needs services collaboration in order to
reduce the service overlapping as well as the will limit the control power of the authorities.
Followed by the above capabilities the government of United Nation has also expressed an
interest towards the incorporation of social inclusion into the approached e-government
system. The concept of social inclusion stands for the ability to involve the government as
well as the citizens for the betterment of the government services. Along with all the aspects

there are several other aspects also present which will invoke the application of advance
technology into the government service in order to develop an e-government system for
United Nation.
In order to elaborate the advantages of utilizing the intelligent information
architecture, two major focus areas has been considered which will help to understand how
the implementation of advance technology to help the e-government system of United Nation
compared to the conventional working service of the government system. Those focus area
includes the Information Resource and unstructured data.
Information resource –
According to the case study the idea to incorporate the advance technologies into the
government services model has several benefits compared to the conventional government
services. The traditional information resources were only the internal resources which are
present inside the government sector. Due to this the conventional government service is not
capable enough to take decision by considering the problems from the point of view of
citizens. However, the incorporation of Enterprise Information Architecture has offered that
facility to gather the information from the government authorities as well as from the citizens.
Since, a responsible government must act according to the benefits of the citizens it is
essential to look in to matters of the individual people which will help to take wise decision
to the Government of United Nation. Thus, from the comparison between the conventional
government system and approach of the e-government, it has been observed that the approach
system has the benefits to involve the citizens in order to make effective decisions.
Unstructured Data –

Unstructured Data –
Along with the above aspect of involving the citizens into the decision making system
of the government of United Nation, another significant benefit also is present related to the

data processing of unstructured data. While considering the conventional working process the
unstructured data were utilized primarily with less priority. However, in the approach system
the unstructured data will be considered as same as the structured data in case of decision
making. Thus, from the comparison of the conventional and new government system it can be
stated that the effectiveness of the decisions will be high, which will surely led government to
its desired success.
From the analysis of the effectiveness of the approach system in order to make an e-
government system for United Nation there is a significant application of Enterprise
Information Architecture.
Enterprise Information Architecture Reference Architecture (EIA RA):
According to the case study it has been observed that the government of United
Nation has targeted to prepare an e-government system, which must have the above
mentioned capabilities in order to improve the work effectiveness and efficiency of the
United Nations government. In this section the paper is consist of the benefits of the
deployment of the e-government based on the concept of Enterprise Information Architecture
Reference Architecture (EIA RA). From the analysis of the benefits, three major benefits are
discussed below which includes the facility of effective decision making, efficient
information transaction process as well as the facility to eliminate fault occurred by less
interaction with the citizens. Considering the aspect of effective decision making system
since the implementation of EIA RA in the government system offers to gather the
information from different resources which includes the resources like government
authorities as well as the citizens, it will help to take effective decision as this system does
not follow the concept of gathering only the internal Information Resources like the
conventional government system. Along with that the facility to have an interoperability is
data processing of unstructured data. While considering the conventional working process the
unstructured data were utilized primarily with less priority. However, in the approach system

Conclusion & Recommendation:
According to the case study it has been considered that the government of United
Nation has decided to incorporate the enterprise information architecture into the government
services in order to build an e-government system. However, there are several benefits of the
e-government few drawbacks are there which is intended to restrict the working process of
the approached system which includes the system information security and the structure of
the e-government system. As this system is an internet based application there is a huge
chance of getting affected by the hacker which can cause the loss of information and the
information can be used in any illegal activities. Thus, it is to recommend that the developer
must be aware of the security factor of the e-government system. Along with that the
developers are recommended to design such e-government structure which is less complex by
the structure and effective by the services.
Thus, from the analysis of the above paper it has be concluded that the decision to
structure a e-government system by the government authorities of United Nation has several
benefits which will surely effect the work efficiency of the e-government system. However,
based on the analysis there are several draw backs present in the case scenario while
developing the e-government system which needs to be taken care of with highest priority.
Along with that the developer must develop a system which can be modified easily as there is
a rapid growth of technology and industries now a days.
