Title of the Research
The title of the following research is “Integration of advanced technology with the
project management system in the UAE: An evaluation of the smart services of government
organization in Abu Dhabi”.
Introduction
Overview
According to, Al-Jenaibi, (2016) Digital Transformation has taken a critical role in
shaping the way the governments across the world are adapting to new opportunities and
different types of challenges. The market is filled with competition, cost and budget pressures
due to the changes in the demand of the citizens and the changes leads to sparking governments
all around the world to implement innovative ICT capabilities in order to drive the capabilities of
the governments to digital. The digital transformation of the government offices can lead to
better productivity and improved economical performance of the government as well as the
country. There have been extra efforts from the Middle East countries to transform different
cities into smart cities where different types of Governmental facilities are available in a
digitalized manner (Almuraqab & Jasimuddin, 2017). The national transformation of the Middle
East countries like Qatar, Kuwait, UAE and KSA identifies digital themes to be incorporated in
government activities in order to ensure high level of effectiveness in these activities.
The activities includes the likes of the Smart Government Activities, Smart classroom for
the future in Government schools, Smart official conferences, Smart sharing of information and
many more digital advances. According to, Alzaabi, Rizk & Mezher (2019) these technological
advances will surely help the Government offices in Abu Dhabi to produce mobility and positive
results that can transform the activities to proper researches. The following research will be
conducted to determine the ways of integration of project management in the governmental
systems of UAE (Efthymiopoulos, 2016). The research will be successful only when the
elements which will be selected in the research can be driven by means of rapid adoption and
well planned execution of the different kinds of digital programs that are to be integrated into the
project.

Significance of the Proposed Study
The proposed study is of great value as because the artificial intelligence, robotics, cloud
technology, internet of things are slowly gaining significant importance in the government
sectors of Abu Dhabi. The conduction of the research according to the proper guidelines can
provide the technologies and the ways by which they are applied in the offices of the country.
Aims and Objectives
The aim of the research is the evaluation of the smart services in the Government offices
of Abu Dhabi.
The objectives of the research will be as follows;
a. To determine the ways the smart services are integrated in the government offices of Abu
Dhabi
b. To determine the impact of the integration of the smart services in the government offices
of Abu Dhabi
c. To determine the challenges faced by the government on the integration of the smart
service technologies
Research Questions
The research Questions for the following research are as follows;
 How can the ways of the integration of the smart services in the government offices of
Abu Dhabi be determined?
 What can be the impact of the integration of the smart services in the government offices
of Abu Dhabi?
d. What are the challenges that are faced by the government on the integration of the smart
service technologies?

Literature Review
Smart Government initiative must contribute to enhance the transparency along with the
efficiency of the E-Government policies and functions. The functions of the elements are to
thereby enable different kinds of associated services that need to be delivered in a proper and
effective manner to the population of Abu Dhabi (Efthymiopoulos, 2016). These functions which
are controlled by digital technology can be a boon for the citizens of the country who takes the
help of the Government services. According to the study of, Khan et al. (2017) the changing
workplace, the new and different kind of challenges and the rising demands of the customers are
slowly making the UAE government lean towards digital transformation which is believed to be
the ideal solution for the different kinds of the Government services. The following would be
efficient for the Government organizations to ensure that the requests of the organization are
heard and resolved accordingly (Obedait, Youssef & Ljepava, 2019). The following Smart
services can also help the people avail the services of the Government in Abu Dhabi in one
single click.
It is stipulated that a number of e-government scaling studies are quite biased an
unreliable while estimating the progress made within the e-government services (Rahman,
Albaloshi & Sarker, 2016). As the findings of the benchmark studies sometimes favors the
government there are benchmarks that favors the growth of the e-government services in Abu
Dhabi accordingly. Shamsi et al. (2018) has suggested that the studies that access internal clients
must incorporate different types of technical along with organizational infrastructure clients. E-
Government services are being taken seriously in UAE and a number of smart initiatives and
programs have been already launched by the Government (Efthymiopoulos, 2016). The
government has set up a target for the year 2021 to change the vision of the city and make the
city a world class centre in order to ensure that the people of the cities in Abu Dhabi get the best
smart services and stay happy.

Research Design and Methodology
Methodology
Research methodology generally comprises of different kinds of methodological tools
that are used by the researchers at the time of conduction of the research. The methodology part
of the research provides a significant and systematic approach to the exploration and the
understanding of the research topic in a detailed but easy manner (Kumar, 2019). The following
chapter will provide the different kinds of research tools including the likes of the philosophy,
approach and design of the research. A short justification regarding the choice of the different
tools will be provided in order to provide a solid base to the future research that will be
conducted on the given subject.
Research Philosophy
The most widely used research philosophies are positivism, interpretivism and
pragmatism. Each of these philosophies has its own features and is used accordingly in
conducting different kind of researches. The positivism philosophy generally depends on the
quantifiable observations which are used to verify the different statistics in a research.
According to the study of, Mackey & Gass, (2015) positivism philosophy is based on a scientific
manner and is a reliable source of philosophy. The interpretivism philosophy is carried out by
considering the various perspectives of the different kinds of the researches while the
pragmatism philosophy is the combination of both the positivism and interpretivism philosophy
which leads to a scientific analysis of the different kinds of research perspectives.
Justification of the selection of the Research Philosophy
The following research based on “the use of smart technology in Government services in
Abu Dhabi” will be done by means of using the positivism philosophy. The reason for the
selection of the positivism philosophy is mainly because it helps to test the factual knowledge
and also helps to formulate the research questions and hypothesis.
Research Design
Explanatory, Exploratory and descriptive research designs are the three different designs
generally used in conduction of the research (Taylor, Bogdan & DeVault, 2015). The
explanatory research design helps in the explanation of the different kinds of reasons for the

occurrence of a particular phenomenon. It also helps in the prediction of future occurrences. The
exploratory research design on the other hand is used to test the hypothesis and verify the
reliability of the research questions. Ledford & Gast (2018) has explained that the descriptive
research design is a combination of the other two mentioned designs and describes the
characteristics of the population through the collection of the research data.
Justification of the selection of the Research Design
The research will be conducted through the selection of the descriptive design. The
descriptive design of the research is selected to clarify the formulated hypothesis and the topic of
the research. The selection of the descriptive design will be helpful in two different ways. Firstly
it will help the research to develop a deep and clear understanding of the related subject whereas
it will also help to predict the future of the use of the different technologies in the Government
Services of Abu Dhabi.
Research Approach
The two major research approaches are Inductive Approaches and Deductive
Approaches. Deductive Approach enables the research to easily formulate a hypothesis based on
the previously existing concepts and theories (Quinlan et al. 2019). These kinds of theories and
concepts are taken from the secondary sources of data. Such a selection provides an opportunity
to gather the most needed and relevant literature and information from reliable sources. The
deductive approach on the other hand helps in the observations of the researcher. The
observations are totally based on the existing literatures. This helps the research to meet the
necessary goals and objectives of the research.
Justification of the selection of the Research Approach
The research will be using the deductive research approach as it goes hand in hand with
the positivism philosophy approach that will be chosen to conduct the following research. The
use of deductive approach also helps the research to deduce the research hypothesis and will
make the research capable of answering and verifying the research questions accordingly.

Research Tools
There are two different kinds of research tools which are used to conduct and complete
any given kind of researches. These include the Data Collection Methods and the Research
Strategy.
Research Strategy
The research strategy generally consists of four different types. These are Action
Research, Survey Research, Interview Research and Survey Research. The concept of case study
research strategy highlights the study of real life factors by evaluating individual behaviors
regarding a particular topic. In the case of case study research study, the researcher generally
refers to different previously existing secondary resources related to the research topic. As a
result, the researcher is able to consider and analyze the behaviors of different individuals related
to the topic of the research (Fletcher, 2017). On the other hand, action research is mainly deals
with finding the issues. In the case of action research, based on the identified issues of the
research, solutions are provided and implemented thereby, solving it. Both interview and survey
helps in collection raw data in terms of the research topic. According to, Rana, Dwivedi &
Williams (2015) the interview is defined as the collection of data in terms of the research topic
from the perspective of the organization. In the case of survey, it deals with what, when, who and
how of the research topic thereby, providing an effective and proper statistical data regarding a
particular phenomenon.
Justification of the selection of the Research Strategy
The following research will use the interview research strategy to determine the results of
the research. The interview research strategy is deemed as the best option in this particular case
as because the research will need internal data and information from the government records.
The internal records will be obtained from the likes of the different upper level administrators
who are involved in Government. The research will be completed by the conduction of interview
of six different administrators of the Government offices in Abu Dhabi.
Research Samples
The conduction of the interview research will involve six different administrators from
different offices run by the Government in Abu Dhabi. These people will be treated as the

samples of the following research as because these people will be providing the necessary details
and the information regarding the different kinds of use of technology.
Sample Data Collection
The data will be collected by means of interview which is termed as secondary qualitative
source of information collection. The data is secondary as because it is collected from other
sources and as because it does not involve any kind of numerical calculations and assumptions, it
can be said to be a research based on secondary qualitative terms.
Justification of the selection of the Data Collection Methods
The selection of the interview sample can be adjudged the best for the particular research
as because it involves the selection of the administrators from the Government offices of Abu
Dhabi. These persons are the best ones to provide the necessary information regarding the use of
technology in the Government offices of Abu Dhabi.
Limitations or Issues
The absence of systematic sampling in the research can be termed as a limitation as
because a survey could have revealed the results in a proper and effective manner. However, the
lack of financial resources along with the lack of time can also be one of the most important
limitations of the following research on the “use of technology in Government offices of Abu
Dhabi”.
Ethical Issues
Ethics will form an important part in this research as it will involve the participation of a
number of important administrators and top level post holders from different Government offices
of Abu Dhabi. The researcher must ensure to maintain strict secrecy about the identity of the
respondents along with the secrecy of the responses. Apart from this the research must be
transparent from the academic part and must avoid any form of plagiarism and copying. Lastly it
is important for the permission of the respondents to collect their responses in a disciplined
manner.

Risk Considerations
The research must be completed within time as overshooting the time may lead to
financial problems. Apart from this it is important for the researcher to maintain strict secrecy of
the research to maintain its uniqueness.
Assumed Outcomes
The completion of the research will lead to the idea about the use of the technology in the
Government offices of Abu Dhabi.
Implications
The research will implicate the different ways and processes that will be used to develop
the technology of the government organizations in Abu Dhabi.
