Challenges in Implementation of HR Policies and Training Programs in East and Hire

This research project focuses on the challenges faced by East and Hire, a small-scale organization operating in the transportation industry, in implementing HR policies and training programs due to high employee turnover. The research aims to identify the challenges and potential solutions to help the company expand its services and scale of operations.

Slide 1- Industry Partner
The industry partner for this research project is East and Hire which is a small-scale
organization operating in the transportation industry. The market of operations for East and
Hire is Melbourne market which is considered one of the top markets with intermediate fresh
goods all over Australia. The main goods traded in the market are fruits and vegetables. In
transportation sector, the company provides services like scooters and forklifts for the
purpose of loading and unloading goods from the market. It is an organization with small size
employing 80 personnel at the moment. It aims to expand its services and scale of operations
in near future with developmental strategies.
Slide 2- Research Problem
East and Hire company have observed that they have ample expansion opportunities in the
market because the market has some major players in the trading of goods in the country as
well as across the boundaries. Hence, it plans to expand its operations in near future. But the
company faces high employee turnover due to certain reasons and competition in the market.
The employee turnover ratio considering all the employees of the company stands at 16%
which is manageable but the turnover ratio amongst new hires is 23% which is posing a
challenge to the company.

The expansion plans of the company would require skilled and experienced employees who
would be able to fulfill the expectations of the clients and provide quality services. The
employees would need to be trained in their specific departments, technical knowledge of the
industry, marketing skills and soft skills to get that competitive advantage in the market. But
the implementation of HR policies such as training, recruitment, retention etc. have become
difficult because of higher turnover amongst employees
Slide 4- Research Aim
The research aims to identify and determine the challenges and issues in implementation of
HR policies in the organization such as training and development, recruitment and selection,
employee retention, employee motivation and career growth. All these challenges relate to
the higher employee turnover amongst employees in the firm. These policies could not be
implemented because there is no consistency and reliability in the workforce which is the
backbone of any company. Research proceeds to identify the potential solutions to these
identified problems to solve them so that company can proceed its expansion plans and get a
competitive advantage in the market.
Slide 5- Literature Review
There has been a continuous debate on the implementation of HR policies and employee
turnover and retention in the organization. Murray states that employee turnover would be
reduced if the employees are provided proper work environment, employee conduct and
working conditions. Hence Murray and Bell support the statement that effective
implementation of HR policies support employee retention in the organization. Contrarily,
some believe that If the employees are retained, the policies can be effectively conducted. All
this has a direct correlation with the operational efficiently of an organization.

Slide 6- Literature Review
Many authors have discussed the importance of training and development programs for an
organization. Here, we have considered literature stating the problems associated with
implementation of training program for the sake of our study and their solutions available.
One such study conducted by Bell states that the problems of training and development
implementation include different work schedules, different culture and language barriers,
perception and willingness to learn. Further one solution found by jehanzeb for effective
implementation of the same is to work together in a team to achieve the ultimate objective.
Hence, there are many views on problems associated with the problem. And it is of utmost
importance in any size of organization to succeed and gain a competitive advantage

Literature review points out towards the importance of training and development for an
organization. If a company wants to succeed and survive in long run, it has to possess skillful
and talented employees. This is only possible through proper training needs analysis and
programs. This would fill the gap of required workforce and actual employees working in the
organization.

Falola states that integrated incorporation of all the hr policies such as recruitment,
compensation, employee engagement, evaluations, training and development etc. would lead
to the operational efficiency of the organization. The literature review can be summarized
with the above concept chart which states various hr policies such as training and
development, employee retention, recruitment, and employee engagement all of which
effectively implemented can result in organizational effectiveness, increased productivity,
motivated staff, skillful workforce and reduced employee turnover.

The research questions are closely associated with the research problem and the research aim.
We can break down the major research questions for the project such as 1) to identify the hr
policies for growth of the company such as employee retention, training and development and
motivation. 2) to examine the challenges in implementation of hr policies in the organization
such as employee turnover, resistance to change, opposition from the employees, employee
dissatisfaction etc. 3) to determine the challenges in implementation of training and
development strategies which can include differences in time schedules of workers,
willingness for training programs, different culture and languages, needs and expectations
etc.

4) To analyze the importance of training and development for employees of East and hire and
the organization as a whole. This could relate to development of employees, career growth
opportunities, organizational efficiency, profit making etc. 5) to find solutions for effective
implementation of training and development programs as well as hr policies that are
mentioned above. And 6) to determine the roles played by the employees and the

management of the organization in implementation and success of training and development
programs.
Slide 11- Research Design
Based on the application of the research, it can be either pure or applied research. Pure
research is an exploratory research without any end purpose. While this study will be an
applied research which is being conducted with an end purpose already identified in the
research objectives and questions i.e. identifying the problems associated with the
implementation of hr policies and training and development programs in East and Hire.
Further, a research may be descriptive, explanatory or exploratory. This study tends to be a
descriptive study which would proceed to describe the challenges and solutions associated
with the training and development function of the company. Now, any study can be either
quantitative or qualitative study or a person can adopt mixed approach for the study. We will
be conducting a mixed approach research in this project. That means it will combine both
quantitative approach and qualitative approach for the study. Some variables would be
measured in terms of numbers and some in descriptive format.
Slide 12- Research Design
The research design adopted for this study includes mixed approach i.e combination of
quantitative and qualitative research to get consistent and reliable information for the purpose
of the study. The sample size of 50 would appropriately provide reliable data and represent
the opinion of all the employees of the organization. Probability sampling will provide equal
chance to each sample unit of getting selected for the study which is fair enough and will help
in getting unbiased information. All these factors contribute towards a successful and
structured research methodology which will follow all the ethical guidelines throughout the
study.
Slide 13- Data Collection and Sampling
There are two sources of data collection for any study i.e. primary source which is not
utilized by any other researcher till date and secondary sources such as books, publications
and journals related to the same topic. Here the researcher would be using a combination of
both the sources for data collection. Secondary sources will be used to identify the
importance of the HR policies and training and development for the company and
constructing the based for the research. These sources are reliable and authentic. Further,
primary source of data would be the employees and managers of the company east and hire
from whom the data will be collected through survey method. There are various methods
which could be used for the study like interviews, observation, focus group etc. but according
to the research objective and requirements of the information for the research, survey would
cover a large number of respondents and would get responses to large number of questions in
the form of a questionnaire. The sample size would be 50 to represent all the employees and
managers of the organization and provide consistency and reliability to the study. There are
two methods of selecting samples from the population i.e. probability sampling and non-
probability sampling. The samples will be selected through simple random sampling method
for the purpose of this study which is a probability sampling method.
Slide 14- Research Tool: Questionnaire

The tool used for the data collection is a well-structured questionnaire. A questionnaire
consists of several types of questions such as open ended, closed ended, rating scale, check
list, descriptive etc. Here the questions included would be rating scale and open-ended
questions to know consistent opinions from the employees and managers of the organization
about the implementation of training and development programs. The questions in the
questionnaire would be related to the design of training and development programs, their
actual requirement by the employees, expectations of employees, support from top
management, willingness to learn amongst employees, solutions to these problems and finally
employee opinions and recommendations for the subject.
Slide 15- Data Analysis
The data collected through survey questionnaire would be analyzed through quantitative
formats. The data will be first organized in statistical tabular format so that the researcher
could make interpretations at a glance to the data. These tables will be then converted into pie
charts and bar charts to be interpreted systematically comparing the data. This would be the
process of frequency analysis to know the number of occurrences of a particular event and
making out the results quickly. Along with this qualitative information collected through
secondary sources would also be analyzed and presented in a form of discussion and findings
for the study.
Slide 16- Ethical Considerations
The researcher will take care of all the ethical considerations for the research starting with
research design till data analysis and making of the final report of the study. The content
taken for the research will not be plagiarized or copied from other persons work. The
respondents and their privacy would not be disturbed. They will be informed about the
purpose of the study well in advance and permissions for the survey would be taken from the
management of the organization and the participating employees and managers as well. The
names of the respondents will be kept confidential through out the study. And authenticity for
all the research operations would be maintained to its best by the researcher.
