2ENVIRONMENTAL POLICYQuestion1a.The preconditions necessary for the proper implementation of the Emissions Trading canbe done properly by following some of the preconditions, likeThe policy implemented must be such so that it should attract the attention of theimportant decision makers (Choi 2013). This is because of the fact that the decisionmakers play a very important role in designing the plan and the implementation of thepolicy. The policy must be instrumental in allowing the companies to utilize the newopportunities, the challenges and also all the available resources in order to make thepolicy much more systematic, operational and strategic in nature.b.CoverageAchieving of the environmental objectiveThe policy is so designed that it would be able to control properly the harmfulemissions of the carbon dioxide in a very cost effective manner (Yang et al 2016)..emission trading incentivesIn order to reduce the emission of the harmful gases, the emission trading systemuses several methods of reducing the emission on site. One such method ismaking considerable amount of investment in energy efficiency. It is thisapproach that can make the business much more sustainable in the recent future. This is also because of the fact that investment in cost saving technologies willlead to a reduction in the overheads as well (Yang et al 2016).

3ENVIRONMENTAL POLICYC limitationsCompanies that try to implement this particular policy often can undertake thepurchasing of carbon offsets. However, after the purchase of these carbon offsets, thecompanies do not properly implement the carbon dioxide reduction methods. As aresult of which, the companies are just interested in purchasing the carbon offsetsrather than reducing the harmful emissions by the application of new technologies(Wang et al 2016).There is also a lack of standard methods of measuring the harmful emissions from theoil sands, which comprises of polluted water and can cause harmful emissions andpollution (Yang et al 2016).d. It is a regulatory policy asThe government has to play a major role in the implementation of the policy.e. The government must make sure thatWhile designing the emissions trading policy, there must be the selling or the auctioningof the permits by the regulator. This is helpful because while selling or auctioning theregulator can generate the revenues which are usually redistributed or recyclable innature. This can be used to reduce other taxes. The government also must make sure thatthe way in which the policy is being designed is suitable enough with the jurisdiction’soverall climate. There is proper identification of the sources that emit the harmful carbon dioxide gases.
