Introduction
The Globex Corporation has considered a strategic execution of a project to develop a
mobile support application that can be used by the farmers to collect and gather information
related to effective farming practises. The development of the application is crucial as Globex
anticipates that the developed application will be able to reduce the operational issues related to
farming business and the business of the Wholesalers. This report aims in development of a plan
for the entire MBFSA project execution by VIrtucon
Overview of MBFSA Program
The mobile support application that is planned to be developed will be capable of
fetching the weather details that has the capability of helping the farmers and the wholesalers to
plan the yield and the selling of the crops accordingly. The project has the support of the local
government who will help the completion of the MBFSA project by supporting the project with
the necessary data related to the weather. The plan that is prepared provides a detailed
description of the task to be conducted in execution of this particular project.
Part One: MOV
The value that a particular project or a product will bring to the organization can be
described as measurable organizational value (Tosti & Herbst, 2014).

2.1. Scope
The deliverables that the project can deliver to the client can be defined as the scope of
any project (Harrison & Lock, 2017). Therefore, it becomes quite essential to identify the Scope
of the MBFSA project.
In-scope
Time: The project is possible to be completed within 6 months Training: Training the users regarding the new application is needed and is considered as
a part of the project.
Out-Scope
Maintenance is not considered within the time limit of 6 months It is not possible to provide training to all the farmers of the region
2.2. Resources
The Resources considered for this particular project and their rate of payment is indicated
in the table below-

Part Four
4.1. Assumptions
In preparation of the schedule and development of the plan, a few assumptions are
considered, which are indicated as follows-
Since a smartphone application is being deployed, the main assumption in the
project is that the farmers will possess smartphone, equipped with a stable internet
connection
Virtucon will be able to deploy the project in a low cost and will charge only 50
percent of the entire management cost from Globex
4.2. Framework for identification of the Risks
This particular project can face risk from five categories and framework of identifying
those risks are indicated as follows-
Risk Category Framework of Identification
Technical Can be identified from technical failure of the
product (Harrison & Lock, 2017)
Financial Can be identified in terms of financial issues
Time Can be identified in terms of unexpected delays
Resource Issues in resources availability
Operational Can be identified from issues faced in project
execution

4.3. Risk Assessment and Ownership Strategy
Certain risks are identified in the project and their severity is assessed so that the risk can
be given a dedicated owner. The assessment of the risk is indicated in the table below-
Risk Probability of
Occurrence
Severity Owner
R1: Server and
connectivity issue
(Technical)
High High Virtucon
R2: Cost Overrun
(Financial)
Medium Low Globex
R3: Unexpected Delay
(Schedule)
High Medium Project Manager
R4: Resource
Unavailability
(Resource)
Medium Medium Resource Allocator
R5: Operational issues
(Operational)
Low Low Virtucon

Part Five
5.1. Team’s Philosophy
The Virtucon team will ensure that the risks and the issues in the project are managed and
eliminated within a scheduled time in order to ascertain that the project is delivered to the
Globex within six months. The team will maintain honesty of charging on 50% of management
cost to Globex.
5.2. Validation and Verification Activity
The validation and the verification activity for MBFSA will follow the V framework as
indicated in the figure below-

(Source: Beyer, 2017)
As per the V model, the verification activities that will be conducted include-

6.1. Project Closure Checklist
The checklist of the closure that will be followed for the MBFSA project is indicated as
follows-
The product will be validated
All the documentation needed to be completed
Payment to all the resources is needed to be completed
The evaluation of the project is to be complete
The Resource are to be release
6.2. Evaluation of Project MOV
Evaluation examines whether a particular project meets customer’s expectations along
with the expectations of the project (Larson & Gray, 2017). The evaluation activities to be
followed in MBFSA project include detailed validation and verification of the project (refer to
appendix 1).

Appendix 1: Annotated Bibliography
Chronéer, D., & Backlund, F. (2015). A holistic view on learning in project‐based
organizations. Project Management Journal, 46(3), 61-74.
Chronéer and Backlund (2015), provide an idea of the holistic view of learning in
organizations that implements any project. Project evaluation can further be described a part of
project learning that identifies the loopholes in the execution approach that is followed in
management and the execution of a particular project. In the field of project management, there
are high chances of facing errors while trying to execute the project in an effective manner. This
is one of the most significant reasons being the researchers highlighting the need of enforcing
effective learning practices within an organization. In every project based organization,
evaluation of the project is considered to be quite critical for successful completion of the project
closure phase. The closure is mainly concerned with the execution of the project as per the
specifications listed by the clients and therefore, this particular phase is considered to be one of
the most important phases for project execution and management. The evaluation phase is
interrelated with project learning since it helps in effective spotting of the errors that the project
team has given rise to, during the initiation and execution of the project. It is a part of the lesson
learnt that is followed in effective execution and completion of the project in an effective
manner. It is identified that proper evaluation of a project generally helps the project team in
reducing similar errors in future. Therefore the evaluation and learning is mainly documented in
the closure phase prior to the end of the project (Chronéer & Backlund, 2015). The evaluation of
the project is considered to be a significant learning process that helps the project team in
spotting the errors in the project and later rectifying it.

Xu, Y., & Yeh, C. H. (2014). A performance-based approach to project assignment and
performance evaluation. International Journal of Project Management, 32(2), 218-
228.
Xu and Yeh (2014), argues that the evaluation phase of the project may not only be the
evaluation of the implementation of the project, but also the evaluation of the performance of
each of the project team members. A project is successful only if the project team is able to
deliver the works as per the expectations and the set target. A project might fail, if the human
resources that are assigned for the project do not work as per the expectations. Therefore, it can
be said that the success of the project may not only linked with the approach chosen for the
project but also include the individual performance of the team members. Therefore, the
valuation phase of the project should be linked with the evaluation of the performance of the
human resources as well to prepare for a better lesson learnt.
Marcelino-Sádaba, S., Pérez-Ezcurdia, A., Lazcano, A. M. E., & Villanueva, P. (2014).
Project risk management methodology for small firms. International journal of
project management, 32(2), 327-340.
Marcelino-Sádaba et al (2014), identifies the relation between risk management and
evaluation. The project evaluation is significantly associated with the identification of the major
risks that are faced in the project. The evaluation of the project identifies the approach that is
chosen to execute a project and the judges the implementation of the project based on the
approaches. A project will be closed in a successful manner only if the evaluation results of the
project is positive (Marcelino-Sádaba et al., 2014). Therefore, it can be said that evaluation has
significantly high importance in evaluation and the closure of a particular project. Furthermore, a
planned approach of project evaluation and closure can contribute to successful project end and
delivery of the finished product to the client.
