INFORMATION TECHNOLOGY PROJECT MANAGEMENT
1. Introduction
Information technology or IT project management could be stated as the basic process
for better planning, organizing as well as delineating responsibilities to complete each and
every objective related to information technology within any specific organization (Schwalbe
2015). This type of IT project management is mainly responsible for overseeing projects to
have effective data management, software development, deploying the services of
information technology, installations of hardware, virtualization roll out, cloud computing
and business analytics (Burke 2013). Apart from IT projects, construction projects are also
required for producing unique design, which delivers proper outputs for clients (Porwal and
Hewage 2013). This report will be outlining a detailed discussion on one of the popular
construction projects in Telengana, India called Hyderabad Metro Rail Project. A brief
background of the project with detailed description of the correct criteria to make the project
successful after proper identification and discussion. Moreover, suitable suggestions will also
be provided for this project.

2.1 Background of the Case Study and Brief Discussion on Hyderabad Metro Rail
Project
Hyderabad Metro Rail project is one of the popular projects that is being executed by
L & T. The traffic flow in Hyderabad is quite chaotic and driving through this type of traffic
could eventually cause extreme stress and strain (L&T Metro Rail Hyderabad. 2019). The
traffic is extremely unsystematic and hence the need of this project is quite high. It will be

Shilparamam. It started operating in November 2017 and is considered as one of the most
significant and successful projects in Hyderabad, India.
The bidding process was completed within July 2008 and then it was awarded to
Maytas that eventually failed in achieving proper financial closure for this project according
to their schedule and hence bidding was cancelled (L&T Metro Rail Hyderabad. 2019). Re
bidding process was again emerged by Larsen & Toubro as the lowest bidder in July 2010 for
1.7 billion US dollars. Phase 1 of this metro project comprises of 64 stations and they have
escalators and elevators for reaching out to stations. In May 2018, Larsen & Toubro signed a
contract with Powergrid Corporation of India for installing specific electric vehicle charging
facilities at every metro station.
2.2 Identifying, Discussion and Justification of Proper Success Criteria to Measure the
Selected IT Project
The proper success can be determined by efficient identification and recognition of
success criteria. This type of success criteria eventually refers to the measurable terms of
what should be the result of the project, which would be acceptable to the stakeholders,
customers and end users (Atkinson 1999). The several project success factors comprise of
relevant activities and components, which help to complete the project work. For delivering
project value, this success criterion should be well defined and vague or infeasible project
plans should be eradicated. The project of Hyderabad Metro Rail came into operation in
November 2017 and is considered as one of the busiest metro rail networks in entire India
(Duncan 2004). The entire construction of the 72 km project was split into six stages and the
first stage was scheduled to be completed by March 2015.
The initial estimated cost of this particular project was 2.0 billion US dollars, however
by the end of the project, this cost raised to 2.6 billion US dollars. Since, it was elevated

metro line, the key aspects of this particular project included accommodation of two
directional tracks, building on a single pier and finally made up of single box girders (Larson
and Gray 2017). Although, initial estimated time and cost was exceeded, the project became
extremely successful. The main reason for this type of success was proper execution of
success criteria. The main project criteria that ensured success in this particular project are
given below:
i) Quality: The first and the foremost important and significant criteria that ensured
success in this particular project of Hyderabad Metro Rail was quality of work (Cleland and
Ireland 2004). Project quality management involves each and every process and activity that
is required for determining as well as achieving project quality under any circumstance. This
responsibility ensures quality expectations after checking that the budget and time is
exceeding the estimation at any cost. Hyderabad Metro Rail project has exceeded the budget,
however they maintained quality of work majorly (Thomsett 2002). This project quality
management comprises of three main processes of planning of quality management,
performing quality assurance and finally controlling of quality.
Due to planning of quality management, the project team of Hyderabad Metro Rail
project was able to identify the respective quality requirements as well as standards for the
products and project (Smith, Merna and Jobling 2014). For performing quality assurance in
the work, they eventually audited the quality requirements and quality control results for
ensuring that correct quality standards are being utilized (Heagney 2016). Finally, for
controlling their quality of work, better monitoring and recording of the results of quality
activities for assessing performance and then recommending required changes within the
project.

ii) Safety: Since Hyderabad Metro Rail project was made for several passengers of
metro in Telengana, Hyderabad, Larsen & Toubro paid extra attention to safety of the work.
The end product of this project was to be completed properly for ensuring that any passenger
does not face any issue for safety while travelling in the metro (Kerzner 2018). This was
extremely important for this project work for maintaining safety and security to a high level.
This type of project criteria was responsible to bring more success in the work and thus safety
and security was maintained. Moreover, the employees also worked in a safe and secured
environment.
iii) Satisfaction of Client: This is yet another criteria that was responsible for making
the project successful. As the project was executed for regular passengers of Telengana,
Hyderabad, client satisfaction was extremely important and a sense of empowerment for the
workers was provided here (Mir and Pinnington 2014). Furthermore, the productivity was
increased and work quality was improved to ensure a key measure of this particular
construction project. For this purpose, planning and evaluation of customer requirements was
first kept on top priority. The objectives, policies and responsibilities of the project wok were
being executed for satisfying the clients to a high level (Davis 2013). Hyderabad Metro Rail
project became successful after determining and evaluating customer satisfaction.
iv) Cash Flow Management: This is the procedure to track the amount of resources
that are incurred in the project work. The future cash flow was being managed and change
orders were handled quickly. Moreover, they undertook a smarter approach to the payroll and
invoicing was automated successfully (Too and Weaver 2014). For making the project
effective, the project manager developed the budget for utilization control and hence cost
accounts were identified with better efficiency. They even make a forecast estimation of 2
billion US dollars and thus the current market conditions were considered under every
circumstance.

v) Profitability: The next important criteria for success is profitability. The project
became successful as the profit earning capability was much higher from the project and
product. After this project came into operation, it is being analysed that the daily ridership is
more than 221000 in the metro (Marchewka 2014). Although, half of the project is
operational and the rest is still under construction, the overall profit obtained from that half
portion was quite high and the Larsen & Toubro was termed as one of the most successful
construction companies.
2.3 Proper Analysis of Case Study based on the Identified Criteria
The success of these projects and systems management responsibilities is being
ensured after identifying the success criteria. This type of criterion eventually refers to the
measurable terms regarding the various outcomes of the project for checking that whether it
is acceptable to the end user or not (Mir and Pinnington 2013). The project of Hyderabad
Metro Rail became successful for the above mentioned success criteria. This project involved
changes in the infrastructure after impacting security and data management and advancement
in technology and these were majorly responsible to bring out proper success in the project.
The nature and complexity of this project work was over the estimated budget and even it
was delayed. The five major criteria that ensured high success in the project were high quality
of work, better safety, client satisfaction, cash flow management and profitability (Coronado
and Antony 2002). As per proper analysis and research, the distinctive approach towards the
success criteria of this project was much efficient in comparison to others.
After analysis of the success factors of Hyderabad Metro Rail project with software
development life cycle approach, it was concluded that in planning phase, the respective
estimation was much close to the actual budget and time (Larson and Gray 2017). They have
confirmed the feasibility aspects of this project such as resource, schedule, economic,
organizational and technical to make the project much successful. The technologies and
