Introduction
The non-profit and non-governmental organization of ATA or The Alternative
Technology Association has been providing the continental country of Australia with advices on
the use of solar energy services. Being financed by Google, it provides free advices to the people
of Australia on their enquiries about the usage of solar energy (Bryson, 2018). Thus, as an
assistant for the ET or East Timor Solar Project as put forward by the head of ATA, Kate
Greenwood, the entire project is to be set up for execution with a report on the planning for the
project. This would include a brief description of the project, the planning for the effective
project management, and all the relevant sub-plans that would be necessary to make people
understand the way by which the project should be executed. Thus, this would help in making
the Project Execution Plan further.
Project Description
The non-profit and non-governmental organization of The Alternative Technology
Association or ATA has always looked forward in enhancing the lives of people with the
implementation of low-cost, simple and sustainable plans. The sole priority of the organizations
is to make the underprivileged communities live a sustainable life not going anywhere beyond
their comfort zone with respect to finances and lifestyle (Stephan et al., 2016). Google also funds
The Alternative Technology Association for this reason only.
This is why, when it was found that almost 20 per cent of the entire population of the
villages in East Timor lived without any electricity, the organization wanted to help the people of
East Timor making them realize the utilization of Solar Panels and how it could bring electricity

to them. It was found that the main reason behind it was the location of the villages, since it was
locates in mountainous regions. However, the most important part of the entire project is to make
the residents of East Timor understand what Solar Panels are and how they can be made to bring
electricity to their life to make it better (Golini, Kalchschmidt & Landoni, 2015). Since, Google
finances the expenses behind any project that The Alternative Technology Association or ATA
makes; they had also given some set targets for the company to achieve in terms of this particular
project of installing the Solar Panels in East Timor. They project not only required that the area
received electricity but also they wanted to teach about 30 to 40 local resident technicians about
the management of the entire project, so they could handle any Incident Management that would
be required after the entire project is completed.
Project Management Plan
The step by step planning by which the execution of the Project for Solar Panels in East
Timor could succeed can be listed as below:
Project Initiation: This part of the project for the organization of The Alternative
Technology Association or ATA would begin with the acquired confidence of the
residents of East Timor. As Kate Greenwood has mentioned earlier, the project
could not succeed if the residents had no confidence in the organization. For this,
the project could begin with small training sessions organized for making the
residents and the community aware of the Solar Panel and appliances. It could
then make them understand the daily usage techniques (Finkler et al., 2016). A
proper estimation of the total budget needs to be done with making the local

technicians estimate the number of equipment needed for the entire area for
installation of the solar panels and other equipments.
Project Planning: Planning of the project should always come with and
estimation of budget and timeframe. This means, that in this phase, the
organization should make the estimation of the entire budget ready with the total
time required to make the project work (North & Kumta, 2018). In addition to
this, the project planning in this phase is advised to make a plan ready keeping the
worst case scenario in mind. A contingency plan should be at the ready for this.
Project Monitoring and Control: Since, this organization of The Alternative
Technology Association is a non-profit organization working in benefit of the
humankind, it would make the residents itself handle the entire project making
them understand the identifications any risks in the installation project (Chang,
2016). In addition, the organization would also make the community aware of the
monitoring and reporting plan after the installation of the Solar Panels has been
completed. It has to be made sure that the estimations do not go overboard with
respect to time and money in this phase.
Relevant Sub-plans
Gaining confidence of the village community: It is necessary that the
organization of The Alternative Technology Association or ATA should keep in
mind that since the project is going to be progressed in a village, they have to
make sure that the organization they are representing within the village
community has their confidence. This is because, the village community decides

This is why; regular visits, trainings and understanding of the modules need to be
expressed clearly to the village community to gain their confidence.
Training the local technicians: This is a Disaster Management Plan at the ready
for the project. After the organization of The Alternative Technology Association
or ATA has finished the project, they should train the technicians amongst the
village community to maintain, report incidences, prepare to repair the damages
and handle the Solar Panel installations (Van Aken & Berends, 2018).
Conclusion
In conclusion, it can be said that the project of The Alternative Technology Association
or ATA about setting up of Solar Panels in East Timor is an effective plan which needs to follow
the advices and the Project Execution Plan as described in the report above. It will only be
possible then to implement the plan successfully. The financer of the organization is Google,
who also want the organization to make sure that the Solar Panels would be installed in East
Timor and also 30 to 40 local technicians of the area be trained into handling, repairing and
maintaining these systems as well. Thus, the Project Execution Plan has been put forward by the
organization that enables a brief description about the project, the effective plan for managing
the project and also makes relevant sub-plans for the project. Thus, the entire SOnal Panel
project for ET is well realized.
