1Justice and Change in Global World The public health has become a growing concern for the healthcare industry. The public health has to face certain challenges, as pointed out by the researchers. The changes in the economy, the ongoing globalization, climate change and the rapidly growing fast food market, have made the public health a point of concern in the healthcare industry. The Catholic Social Theory first incorporated health as a common good, into the system of understanding. According to the theory, neither the healthcare institutions nor the healthcare system can be regarded as the common good, however, the system of healthcare is a part of the proper functioning of the community life and also a part of the total health care system (Brownson et al, 2018). Therefore, the health is regarded as the public good. The researchers have therefore, been posed with certain challenges regarding the appropriation or realization of the public health as a common good.As viewed by the researchers, there are two aspects of issues related to the health being a common good, one is, health- related human rights, and the other on is, health- related common goods. The issues related to health and human rights, argues that the individuation of the health rights, is fixed by the reference to the subject matter is interested in its corresponding obligations and not in the personal interests that it obliges to (Vayena et al., 2015). Another challenging position, as found by the human rights policy makers, is the human rights fail to constitute the whole of the global health justice and the promotion of the same. There is seen to be a lack in the policies that are available. A third challenging position, as according to the researchers, is that the orientation towards the conception of the relationship between human rights and common goods. The policy makers are of the opinion the human rights and the common goods are not as mutually exclusive, as they are perceived to be, by the individuals (Santorum, 2014). There are certain individual rights that can be practiced as regarded by the researchers, but it is often seen that the individuals not aware of the fact and even of they are aware, they do not act upon the same in the rightful manner.
2Justice and Change in Global World The challenges related to health being a common good, has a local reference at it. The local issues related to the health being a common good, essentially are, the health hazards that are presented and can be viewed among the people. It is essentially observed that the people fail to understand or lack the understanding of the health hazards that they are posed with. Therefore, these are certain challenging situations that the policy makers and the health advisors are often face with (Douglas, 2013). Also the increasing levels of poverty, is another issue that are evidently present in the society. Therefore, these are the certain areas, which can be addressed by incorporating certain proper human rights policies and other forms of policies, which can govern the situation. Locally, the appropriation of the health as a common good, can be addressed by increasing the awareness among the people, related to the health hazards, that they are faced with, or that they can face in the future. Globally, the challenges can be addressed by, the acknowledging the three kinds of or levels of justice. The communicative justice upholds the issue of fundamental fairness in the exchange relationships and in the agreements between the individuals and the private social groups. This essentially require the equal dignity among the individuals and the economic or financial transactions and the social transactions that are made by them. The distributive justice entails that the allocation of wealth and power within the social system, must be evaluated on the basis of the needs or requirements of the same on the people, and govern the unmet needs of the persons. The last one is the social justice that holds the idea that, each and every individual of the society, should be participative in the social processes and must be productive in their ways (Smith, 2014). Moreover, the society should enable its individuals to be productive in their own ways. This form of justice can also be called the contributive

Another global and local approach to redresses and address then challenges, is the way to mitigate the poverty, which is observed within all kinds of societies. According to the Catholic Social Theory, this is the called the option for the poor, or the preferential option for the poor. It is seen that all the societies, irrespective of its status being, developed, developing or underdeveloped, are presented with a scenario of poverty in some of the parts of each of the society. The basic idea of the church is that, in order to promote the human dignity, the church plays a pivotal role in the showing the preferences for the poor and the voiceless ones, and are of the opinion, that they must be given love and voice. The concept or understanding of the option for the poor, is essentially seen to be part of the health as a common good. The health of the poor section of thee societies or the poverty stricken area of the societies, are essentially treated as the common good by the societies, as they are essentially a part of the economic situation of a country. The poverty stricken area of a country and thee number of poor of a country, determines the economic position and the economic growth of the same, in the global perspective (Vest et al., 2013). Moreover, the amount of poor of a society, is also seen to be determining the GDP of the country, therefore, thus area should be properly addressed and redressed with the incorporation of proper rules and regulations. Therefore, as according to the Catholic Social Theory (CST), these are the areas of challenge that are presented within the society, which must be met with proper policies.
