Introduction
This project is focused on Lean project management process identification and its
elaboration that would help the project managers to eliminate all the unwanted elements or
factors in other words wastes. The project which is nominated for this report is “the FIFA 2022
World Cup football tournament to be held in Qatar”. After details analysis of the case scenario it
is determined that, as the year of 2022 is approaching the football committee of Qatar has also
started putting their focus on completing the football stadium construction projects.
Qatar Football committee has promised the world sport lovers that they are going to
arrange an unforgettable football tournament for the viewers. They have also announced that
they will organize an environment friendly event for the viewers. In order to arrange and
implement this project the stakeholder management processes are identified including the list of
critical stakeholders assigned for the Qatar football 2022 tournament project. Apart from this, the
different ways to implement lean project management are also illustrated in this report. In
addition to this, the processes of lean project management are also elaborated in this report.
1. Identification and elaboration of processes for FIFA WorldCup 2022 event
a. Stakeholder management process
Different processes are there in both Prince2 and PMBOK through which the
stakeholders assigned for the projects can be efficiently managed by the board of committee and
higher authorities. In context with the event from Prince2 and PMBOK the PMBOK is used for
managing the stakeholders are the details of those processes are illustrated below:
Stakeholder identification: The stakeholder identification is the process where the event
related either people or an entire organization is nominated which is expected to be directly or
indirectly impacted through the football event tournament. The stakeholder identification process
also identifies the responsibilities of the stakeholders for individual activities and their interest in
that domain. It also elaborates how success of that particular project can potentially lift the
stakeholder’s expectations (Nicholas & Steyn, 2017). This is the initial phase for stakeholder
management along with suitable strategies because their influence plays active roles in project

success. The expected outcome from the stakeholder identification phase is the stakeholder
register. However, in order to obtain the stakeholder register the tools that are used by the project
manager and the project team members are expert’s judgment, face to face meeting and

Thee certain tools are applied on the inputs in terms of project charter, project
procurement documents and enterprise environmental factors. The project charter is the very first
input for the stakeholder management as it consists of the project outline including cost, time,
resources, scope and aim, objectives and project plan outline also (Brioso, 2015). The
procurement document is comprises of outsourcing information, third parties involvement and
contract details. On the other hand, the content of the enterprise environmental factors are
organizational processes and details assets associated to the project.
Stakeholder management plan: This is the next phase of stakeholder management
process. In this phase how the identified stakeholders can be managed for that different strategies
are evolved. Though, the aims of each strategy are to keep the stakeholders engaged to their roles
and responsibilities. In this phase the expectation of the stakeholders from the project are
analyzed effectively so that those can be accordingly managed. The processes of communication
that are to be followed by the stakeholders are also highlighted in this phase. The strategies must
create a link between the project team members and stakeholders. Even, after reviewing the
process responsibilities of the stakeholders can be managed or adjusted as per the FIFA
tournament project needs (Sunder, 2016). The outputs expected from the project activities are
final stakeholder management plan and an updated project document. In order to obtain these the
project manager should place proper input to the stakeholder management plan phase. In order to
get the fruitful result the tools which are used by the project associates include meeting, expert
judgment, analytical techniques and involvement of the stakeholders. For implementing final
strategies enterprise environmental factors, stakeholders register, project management plan and
organizational process are important inputs. The project management plan consists of project
cost, resources, schedule and other information (de Carvalho et al., 2015). On the other hand, the
stakeholder register is comprises of name of the stakeholders, their interest, responsibilities and
activities throughout the project implementation phase. The environmental factors deal with
process assets, intellectual properties of the project etc.

Stakeholder engagement plan: After developing needful stakeholder management
strategies in this phase those ways are highlighted through which a stakeholder can be kept
engaged to his or her assigned responsibility. A successful project always requires to be
customer focused similarly this project also requires to be focused to be stakeholders focused. It
means that the board committee should take some of the steps through which the stakeholders
can be satisfied. In order to keep them highly engaged throughout the project development
period these aspect must be considered (Ansah, Sorooshian & Mustafa, 2016). Positive influence
from the stakeholders always motivates the project team members also therefore, project
development committee should also consider the strategies through which they can feel engaged
to the project.
The expected outputs from the stakeholder engagement plan include issue logs, change
requests, updated project management plan and final project documents. In order to obtain these
outputs the project manager and the project team members requires considering the feedback and
projecting records including tools like communication tools, interpersonal skills and managing
skills. Among various types of organizational communication the project manager requires to use
open communication while interacting with the stakeholders. Open communication provides an
independent discussion forum where the creativity and ideas of all can be equally shared and
considered as well (Fosse & Ballard, 2016). The inputs for engaging the stakeholders include
communication management planning and stakeholder management plan. Two of these inputs
should be successfully managed by the identified tools to get the desired outcomes.
Stakeholder engagement control plan: Engagement of the stakeholders is important for
project success but over empowerment or turnover should be controlled in this phase of FIFA
tournament project development. In this phase, the responsibilities of the stakeholders are
adjusted or rearranged as per the project needs. The expected outcomes from this phase are list of
change requests, updated project plan, updated stakeholder responsibilities and performance
information. In order to achieve these outputs the management tools that are widely used by the
project associates include information system for managing records, expert’s suggestion and face
to face meeting (Kerzner, 2017). These tools are used to transfer the inputs into positive and
desired outcomes.

The tools will be applied on issue log, project management planning, project documents
etc. With the occurrence of new issues the issue logs also updated and with the new strategies the
project plan document also updates. In order to improve the entire project the proje t manager
should take expert’s suggestions to improve the process (Conforto et al., 2016). Proper control
over the stakeholder management plan will tend the project towards the expected project
outcome. In this case accurate stakeholder management will help the FIFA 2022 football
tournament project to a sustainable and unforgettable eco-friendly project.
b. List of critical stakeholders for the FIFA 2022 Football event
The list of stakeholders associated to this specific FIFA 2022 football tournament project
or the project stakeholder committee is comprises of the following members:
Board of directors
Football event manager
FIFS chairperson
1st Deputy chairperson
2nd deputy chairperson
Assigned project team members
The stakeholder committee is comprises of above mentioned names who are responsible to
accomplish their assigned roles and responsibilities throughout the project lifecycle. Apart from
that, the other stakeholders for the project are project governance committee, management
committee and medical board associate. The project management team will update the current
status of the projects with the changing time and new updates. The stakeholder matrix shows the
impact and interest of the stakeholders for their assigned roles and responsibilities. In order to
achieve the desired project outcomes the project stakeholders have to keep themselves engaged
to the roles and accomplish the role efficiently. Though, with changing time the responsibilities
of the stakeholders can also be updated (Bellantuono, Pontrandolfo & Scozzi, 2016). For this
project also the responsibilities sometimes adjusted, changed and rearranged by the FIFA 2022
Football tournament project manager. These assigned stakeholders needs to accomplish their
assigned roles and responsibilities based on their interest rates.

2. Lean project implementation ways for the FIFA event
There are different ways through which the lean project management can be implemented
successfully throughout the project life cycle. The issues associated to this specific project can be
completely resolved with success stakeholder management and lean project management
approaches. The most effective ways through which lean management can be implemented
throughout the project lifecycle are as follows:
Way 1- Starting with an action in technical system
Followed with frequently changing cultural environment the project manager should
consider technical systems. Start with a measurable action. The process an operator requires to
work along with the process related team instead of the recent functional areas to make or
implement a strategic lean approach successful. The individuals from the project team needs to
act self directive. The project team should make sure that they are highlighting the issues and
resolving them before the management team highlights it. It defines that though, lean
management approach starts with usage of tool but soon changes in thinking and management
are also required. Most of the lean implementation fails due to wrong change management and
not for wrong use of tools and techniques.
Way 2- Through makes sure that all the members are well trained
Well trained project team members help to avoid intra project conflicts and helps to
deliver management group which can successfully facilitate the needful changes within the team.

Way 4- Organization of value stream

which the objectives can be obtained. An advanced matrix organization and recommendations
are also elaborated to meet the project objectives and goals (Kerzner, 2017). In order to
implement an error free and successful project outcome the sponsors of FIFA 2022 tournament
project must assign a talented, skilled and experienced leader.
Way 5- Development of feedback channels and communication
In order to keep all the members within a common communication channel the project

responsibility of the project manager to follow each of these phase accurately as output of
previous phase act as input to the next phase (Sunder, 2016). This process deals with all the
project knowledge areas such as cost, time, resources etc.
OPM: The Organizational Project management is a combination of talent, process and
knowledge. It describes the project processes and delivers a successful project outcome. The two

main activities of OPM are development of project management strategies and implementation
of OPM. It helps to develop, deploy and deliver the needful project outcomes. Mostly the
strategies that are developed include vision and organizational strategies. On the other hand,
portfolio management and program and project management operations are the two other
approaches develop in this process.
Agile method: The Agile method is an iterative lean project management approach and
comprises of planning, designing, development, testing, release and feedback. The design
structure of agile process keeps on changing with time and feedback. The feedback needs to be
considered each time for implementing successful lean project management.
Lean six sigma: DMAIC (Define, measure, analyze, improve and control) are the
different five processes used to define, measure, analyze, improve and control the identified
problems of the FIFA 2022, football project. It can eliminate all the wastes that may interrupt the
expected project outcomes (Fosse & Ballard, 2016).
Prince2: The 7 different processes of Prince2 method that must be used to implement the
lean project management include:
Formation of the project board
Project executive appointing
Designing and appointing project team Preparing project brief
Defining project outline for the business case
Ensuring investment
Creating initiation stage planning

From the above entire discussion it can be concluded that, Qatar football tournament
arrangement committee is proceeding towards the correct direction with all other preparation that
are needed to host the first eco friendly unforgettable football tournament in North Africa. This
World Cup event will become a sustainable successful one if the stakeholders assigned to this
project contribute their assigned job roles properly. The comprehensive processes of construction
are underway transforming the Qatar in a huge workshop. The lists of critical stakeholders for

this project are also elaborated in this report. It is defined that, till date total 67 percent of the
total project is already completed but the rest is not yet completed. The different lean project
management process implementation details are also elaborated in this report. In order to
improve the existing process some additional stages whose implementation and consideration
may provide positive results include stage 1- Legally followed tendering and contract setting,
stage 2- site preparation, stage 3- construction planning implementation, stage 4- Running the
newly constructed stadiums. The 12 numbers of stadiums where the football tournament will be
performed are all under construction. In fact they have also assured us that, with lesser numbers
of equipments and eco friendly materials the stadiums are constructing. Even at the end of the
football tournament the stadium can be disassembled and those parts will be donated to the other
weak sports loving countries.
