Introduction:
Community service provides people the opportunity to be more active and involved in
society and impress a long lasting positive impact. There a numerous community service
organizations around the world which seek to serve different communities and interests. These
organisations must adhere to ethical regulations, alongside other laws and ideologies while
performing their activities (Florida National University, 2013). Ethics serve as a vital constituent
when it comes to social service, especially as it is a value-based profession. In several nations,
ethical regulations are protected by law. The Disability Services Act 1986 (2017) of Australia is
an example of one such legislation that provides legal ethical guidelines for assisting people with
disabilities. The Disability Service Standards, included within this Act, provides a framework of
laws, funds and guiding standards for providing quality services. This report is an attempt to
analyse this Act and understand how its impacts various community service organisations
working for the disabled community.
Discussion:
Objectives
The Act was passed with the intent of providing a coordinated approach for helping
people with disability. Its objectives include:
Assisting persons with disability to get all facilities and opportunities necessary for their
participation in the community
Assisting them to achieve positive results in terms of independence and employment
opportunities
Encouraging innovative ways of providing service to the disabled and

Providing complete rehabilitation services for disabled people who are of working age.
The Disability Services Act 1986 replaced the provisions of the old Handicapped Persons
Assistance Act of 1974, with more flexible provisions, which pay closer attention to the
requirements and aspirations of the disabled. Chapter 2 of the Criminal Code of Australia entails
criminalization and penalization for any offence against the provisions stated under this Act.
Presently, Australia has a number of other legislations and policies to safeguard the right and
opportunities of people of the disabled community. These include The National Disability
Strategy, The National Disability Insurance Scheme Act (2013), The Disability Discrimination
Act (1992). The Disability Services Act 1986 stands out as the only legislation that states
provisions regarding the nature and quality of services that should be provided to this
community.
Values
The provisions laid down in this act aims to grant comprehensive guidelines for assisting
people with disabilities (PWD) in as many ways as possible. The Act attempts to alleviate the
moral position of the disabled by trying to include them in all spheres of normal life, without
letting them feel the disadvantage of their physical and mental drawbacks. It tries to provide the
necessary means, including financial assistance, which will allow them to function as any other
normal citizen in spheres such as being a part of a greater community, getting a job suitable to
their own natural aspirations (Lantz & Marston, 2012) and abilities, rise to their full potential and
chase their dreams. The organizational values that are governed by this Act are:
Respect: Treating everyone with dignity, courtesy and sensitivity, irrespective of the nature of
their disabilities or abilities and respecting their privacy and confidentiality of information.
