Hypothesis
The White Paper on Local Government of South Africa is considered as a
breakthrough policy. It is fundamental aim is to produce a novel vision for local government
in that way modify its apartheid injustices. By considering its broad developmental
apparition, local government aims for a developmental agenda of serving communities and
develop better life standards for all its citizens (Chikulo 2016). Entrenched in this vision in
support of local government is the idea of inclusiveness that reflects through the strategy of
local government. This strategy involves governmental support; the political support as well
as ward committees. They function as established participatory tool to simplify inclusivity of
communal groups as well as community organizations in local governance. Additionally, the
intention as well as determination with ward committees remained for administration to
connect dimensions and ground-breaking ideas from populaces in local governance as well as
to confirm service delivery and ultimate focus on needs and desires of citizens (Adonis and
Van der Walt 2017). Research has revealed that ward committees have been unsuccessful in
aiding complete citizen participation. Nevertheless, it could be the case that they are showing
good performance in the other ranges of duty and further supporting the far-reaching
developmental goalmouths of local government.
Methodology
The paper has conducted a secondary research which has involved analysis of already
obtainable data. Obtainable data was summarized as well as organized in order to increase the
complete effectiveness of the study (Cooper 2015). This method has helped to improve the
understanding of the chosen problem. It has also provided a foundation for evaluation for the
data that has been collected.

Local Government administers the process of the local government system, on

consist of providing water and sanitation services. Local governments, chiefly local
metropolises in South Africa comprises of a constitutional responsibility to serve crucial role
in supporting social as well as financial development in terms of section 152 of the
Constitution of the Republic of South Africa of 1996 as well as the White Paper on Local
Government published in 1998, that evidently establishes developmental responsibilities of
municipalities.
