Merit refers to the quality that helps an individual in being good and which makes a
person receive the praise. It makes an individual stand out above the other people by virtue of
their good qualities. The quota system refers to the system of the reservation that causes
certain seats to be reserved in the legislatures along with the government jobs. The system of
quotas helps in benefitting the economically backward classes and paves the path for their
development. It can help in addressing historical oppression along with the inequality that are
faced by the communities (Theguardian.com 2019). The targets refer to those people who
gets benefits from the merit system along with the quota system. This essay throws light on
the debates pertaining to the concept of “merit”, “quotas” along with the “targets”. The essay
discusses about the underlying conceptions in relation to “merit” along with the “quotas”.
The essay also talks about how the merit along with the quota system varies from one country
to another on the basis of the culture. The essay also talks about how the industry context is
an important factor that has an influence on the quota system along with the merit system.
The liberal women in Australia feel that the Liberal men who do not have merit are
being rewarded in the arena of politics and this has made them lose the anti-quota fervour.
The women are discriminated against in the area of politics and this has raised concern in the
Australian society. The number of the liberal women within the federal parliament has
declined in Australia since the Labor government of Paul Keating lost to the Coalition of
John Howard in the year 1996. Half of the women lost to the Labour in the subsequent
elections that made seven members of cohort retire on that on their own terms (Medium.com
2019). The forum of the Liberal Women had faded and this allowed the Liberal men to gain
the dominance over the pre selections of the party. It was found that one of the seven women
was later on succeeded by a man. The successor of Moylan was that of Christian Porter who
was treasurer of West Australia. The MP of New South Wales called Joanna Gash was
replaced by a woman called Ann Sudmalis who has emerged to become an important member

of that of red shoe brigade. Sudmalis was a science teacher who had spoken out after
leadership spill that took place in the month of August of the year 2018 (Abc.net.au 2019).
She had condemned the culture of the intimidation that was prevalent in modern Liberal party
against the women. She had to endure bullying that made her retire in that of next federal
election. It was found that out of that of 14 Coalition MP’s who were in the safe seats and had
undergone retirement 13 had been succeeded by the men (Porter 2015).
There are immigration system that lays emphasis on the educated foreigners cannot
increase the talented workers entering the workforce. The “merit-based” system can exclude
the aspect of talent that can prove to be damaging for the growth of a country. There are
many people who are considered skilled but they are cast out of the consideration owing to
the arbitrary caps, clumsiness of the bureaucracy along with the point systems (Doherty
2015). The point system prevalent in Australia serves as a useful example in relation to the
skill-driven immigration. Australia has the tendency of accepting the refugees and it permits
citizens for sponsoring the members of the family (Ft.com 2019).
There are various kinds of debates pertaining to the quota system within Australia.
The problem in relation to quotas lies in the fact that it is anti-democratic that is crucial in
relation to the libertarian parties. In the event of imposition of the quotas, they are applied to
the real-life organisations along with the structures. There are questions in relation to the fact
whether the women who have been able to gain the office with the help of the “quota” can be
appointed on the basis of the merit (Idea.int 2019). There are institutional opponents of the
gender quotas who argue about the fact that the women who does not have the merit are
being appointed to the high positions that can have a negative influence on the system of
government of a country. There was a legislation in India that stated that third of the village
leaders within any given district should be female. It was found that by the end of the year
2005, proportion of the seats of the local government had increased from that of 5 percent to
