PROJECT MANAGEMENT
Overview of the project
Manatū Hauora which is the Health Ministry of New Zealand generally hires a project
manager for undertaking proper investigation which further helps in giving notification about the
occurrence of health epidemic within the age of internet, IoT as well as smartphone. In order to
undertake proper investigation on the details and information that are present, it is necessary
review the website of health Ministry for finding out proper solution. After proper analysis, it is
analyzed that development of proper notification system for informing about the occurrence of
epidemic to the public of New Zealand is necessary. The developed notification system that is
developed generally have two different types of interfaces that is mobile app as well as website.
However, after analyzing the benefits of mobile app in comparison in website, it is found that
mobile app notification system will be used for updating the public of New Zealand.
Task 1: Project initiation (Project charter)
1.1 Business need
The paper mainly reflects on the Health Ministry of New Zealand that mainly focuses to
implement a notification system in order to inform as well as update about any epidemic that
occur in New Zealand to the public. This notification system is necessary as it will instantly
update the public and make them alert so that they can take needed safety precautions in order to
prevent the negative impact of the epidemic. Moreover, the system will also act advantageous for
preventing as well as controlling the epidemic prone diseases.

1.5 Assumptions
The assumptions include:
The mobile app that is developed for updating the public of New Zealand about any
epidemic will be quite helpful in monitoring and controlling epidemic related diseases.
It is assumed that the communication that is made due to the use of the mobile app
generally alerts the public it will let them to take proper precaution for avoiding
challenges
The mobile app-based system will be successfully developed within time period of 64
days and it is assumed that the project will get accomplished by 19th June 2020.
1.6 Constraints
The factors that generally restricts the progress of the mobile app project that is
undertaken for giving update and notification to the public of New Zealand are mainly elaborated
below:
Time: In the initial step, if the project planner does not estimate the duration for each
task accurately then the manager will face issues while executing the activities and
Document Page
6
PROJECT MANAGEMENT
therefore the chances of delay in the project rises and this also can extend the
accomplishment date of the project.
Budget: The project manager assumes money for each task and the manager generally
executes each of the task within that budget. However, if the cost of the resources
suddenly enhances in the market then the total cost of the system can increase which can
negatively impact the progress of the project.
Risk: The risks which are mainly related with the app development project needs to be
determined in the initial stage otherwise the risk managers are unable to handle the
impact of the risks which will occur in the project. Proper risk management steps should
be mentioned in initial step for avoiding such type of constraints from the project.
Quality: It is found that for mobile app development, quality generally focuses on the
design, colour, usability as well as navigation structure. If proper quality is not managed
during the progress of the project then a number of quality related challenges can occur
that can create negative impact.
1.7 Project stakeholders
The stakeholders who are involved in the project are listed below with their
responsibilities in the below table:
Project manager
Planner
Finance manager
Human resource manager

1.8 Benefits
The benefits that can generally be achieved after the development of the mobile app by
the health ministry of New Zealand are mainly elaborated below:
Notifying public: The mobile app has push notification that helps in providing instant
information about any epidemic that occur in New Zealand and this is considered to be beneficial
as people there took necessary precaution immediately for fighting against the epidemic.
Controlling and monitoring epidemic: The app is very much helpful in monitoring the
details of the number of persons infected as well as the ways in which the epidemic can be
controlled. This is also found to be advantageous as it can be further helpful in monitoring and
controlling the diseases that occur due to epidemic.
Instant update: It is found that with the help of mobile app instant update will be
received by the New Zealanders in both offline and online mode which is a major advantage. As
the people who do not have internet can also get the update about the epidemic and can be able
to take necessary action.

1.2.3 Scope control technique
The steps which are needed to be taken by the project manager in order to control the
scope are mainly listed below:
Measuring performance: In the initial step, scope of the project will be controlled by
measuring the performance in comparison to scope baseline. It is found that this particular step is
mainly undertaken for checking that the work which is mainly delivered is helpful in meeting the
agreed requirements of the project. Furthermore, the scope baseline is helpful in storing the last
as well as up to date scope that is mainly associated with the project (Adam & Danaparamita,
2016).
Determining variance magnitude: In the second step, magnitude for variance is
determined after making the evaluation as well as checks for making sure that the work which is
delivered do not meet the requirements in order to identify the variance level in the scope.
Deciding corrective action: In this particular step, it is mainly decided that whether the
project requires corrective action or action that is associated with the prevention. It is found that
after the variance related with the baseline of the scope is identified then the variance needs to be
fixed (Derenskaya, 2018). These further helps in properly detecting repairs for preventing
various types of actions that will be helpful in reducing the possibility of scope variances in the
coming future.
Making updates: In is necessary to make different types of update within the scope
baseline as well as within the project documents. The updates are mainly required to be done as
Document Page
18
PROJECT MANAGEMENT
per the prevention or the correction action that is taken for fixing the project variance and for
keeping the track on the project baseline (Kerzner, 2017).
Evaluation of changes: The impact of the changes which are required to be evaluated
and for assessing the outcomes related with the change request that is associated with the project,
it is necessary. This is mainly because the board of change request can be able to effectively
determine as well as approve the various types of change request by successfully evaluating the
impact of changes.
2.2 Cost profile and cost control technique
2.2.1 Cost of the project

2.2.2 Cost control technique
The steps that are needed by the financial manager for proper utilization of funds against
the project baseline are mainly elaborated below:
Proper planning of budget: In the initial phase, proper budget for each task of the
project must be planned and the planning must be done on the basis of accurate estimation of
cost for avoiding project cost related challenges (Marinina & Nevskaya, 2017). In addition to
this, it is necessary to leave rooms for making some adjustments if little variations within the
project cost occurs.
Proper resource management: From the initial step, the management of the
organization generally needs to make sure that the resources that are mainly used within the
project must be analyzed for making sure that only required quantity of resources are used.
Sometimes, additional resources without any need if kept for project then it will create negative
impact on the project budget. Thus, it is found that management of resources is needed for
keeping control on the project budget (Vasista, 2017).

PROJECT MANAGEMENT
Tracking expenditure: The budget that is created needs to be tracked on a daily basis
for identifying the amount of money which is mainly spent on each of the project task execution.
The actual cost is mainly compared with the expenditure that is done on the activities for making
sure that the project is on track. This further helps in avoiding budget shortfall and assists in
controlling the budget of the project effectively.
Proper time management: Another important step is to manage the time that is required
for app development so that the people of New Zealand can get updated about the epidemic.
Proper management of time generally helps in releasing the resources on correct time and thus
there will no need of extra money and this particular step further controls project cost (Tonchia,
2018).
Controlling changes: Controlling unpredictable changes within the project avoids
budget shortfall and further helps in controlling the project cost. The reason behind this is that if
the managers are unable to meet the deadline the cost of the project will increase and therefore it
is needed to manage the changes properly. In order to make changes, approval from higher
management needs to be taken (Jayaraman, 2016).
Earned Value: It helps the managers in properly measuring the performance of the
project. It is one of the procedures that is mainly utilized for finding variances of the project that
is mainly based on proper competition that is mainly done within the budget that is spend to the
initial budget that is planned (Alashwal & Chew, 2017). This helps in reflecting the budget
variance and further allows to keep the entire project on track for controlling project costs.

2.3 Quality management and its impact on project
The project quality needs to be managed properly in order to achieve success during the
app development project. It is found that Six Sigma is one of the methodologies that is mainly
utilized for helping the business in improving their present procedures as well as service y
effectively eliminating the various types of defects that is mainly present within the project. The
main goal of the six sigma is to properly streamline quality control within the business procedure
so that there is little variance present throughout the project (Ingason, 2015). Apart from six
sigma, it id found that there are other steps that are helpful in managing the quality of the
undertaken project and the steps are elaborated below:
Development of quality plan: It is found that for managing the quality of mobile app
development, the initial step that is undertaken is to properly create a quality plan for the project.
The quality plan that will be created will be helpful in properly elaborated for properly
understanding the quality requirements, quality tools as well as the roles that are played for
measuring the quality. This step is considered important for the project as it helps in properly
elaborating the quality control as well as assurance steps that are mainly implemented for
ensuring project quality (Mane & Patil, 2015).
Timely inspection: The quality management team must inspect the work or activities
that are mainly covered for developing the app for notifying the New Zealanders about epidemic.
Inspection on timely basis creates positive impact on the project as type of fault for quality
related issue are identified then instant action is mainly taken in order to resolve such issues
effectively so that the quality of the project does not get compromised.
Continuous improvement: This concept is mainly associated with total quality
management (Ren et al., 2015). With the application of this particular step proper improvement

within the deliverables of the project can be identified over time for avoiding quality issues. This
step is found to be beneficial for the project as with the application of this concept, the quality
management team can be capable of monitoring the various issues related with the quality
properly.
Controlling deliverables quality: It is found that quality control activities are the
activities which mainly focuses on the quality of the deliverables which are produced within the
project. It is found that the project manager helps in managing quality by reviewing deliverables
of mobile app as well as by undertaking testing. These particular criteria help in managing the
quality of the project quite efficiently.
Assuring quality level: Assurance of project quality within mobile app development
project is quite helpful in properly validating the procedure which is mainly utilized for creating
the deliverables (Javed & Liu, 2017).It is quite helpful for the managers as well as the project
sponsors. Furthermore, it is found that proper quality of the project will generally be obtained
with the help of quality planning and by checking the results of the project.
2.4 Resources plan and human management plan for the selected project
2.4.1 Resource plan
The different types of resources which are mainly used for the mobile app development
which act as a notifying system to the public about any type of epidemic are mainly listed below:

sure that each of the resources of the project must be assigned proper responsibilities. The steps
which are used for proper management of project resources are elaborated below:
Reward and recognition system: Proper planning of reward as well as recognition is
considered as one of the important efforts that helps in motivating the project team especially
when the team is working on matrix organization structure. This step not only helps in managing
resources effectively but they also act as one of the effective ways for motivating as well as
gaining cooperation about the entire team regardless of the relationship.
Negotiation: This procedure must also be utilized for managing some of the specific
resources which are needed for the app development project. It is necessary to properly describe
WIFM to the resource manager for analyzing the resources that are necessary and this helps in
providing clear idea about the resources and thus expenditure on the resources that are not
important can be avoided (Ferraris, Erhardt & Bresciani, 2019). In addition to this, utilization of
schedule as well as network diagrams by the resource managers are helpful in managing the
resources and for dealing with any type of situation that arises in the project.
RACI Matrix: RACI Matrix is mainly utilized for identifying the resources who are
accountable, responsible, informed as well as consulted for undertaking the project tasks during
mobile app development successfully. This further helps in providing proper knowledge about
how the resources get involved within each task and thus it acts as a resource management
criterion for successfully managing the resources of the project.
Organization chart: It is considered as one of the graphic displays of the project team
who are associated with the app development project and the chart further helps in reflecting the
relationship as well as relative ranks within the team. Moreover, the organization chart that is

utilized is generally helpful in managing the resources of mobile app development project
(Nankervis et al.., 2019)
2.5 Communication management plan
Project communication is considered as one of the procedures that helps in determining
different types of key information which will generally be shared with the different members as
well as stakeholders throughout the entire project (Yap et al., 2018). This further includes proper
listing out the stakeholders as well as determination of the team members which will be present
for undertaking the communication successfully. As communication plays a significant role
during the development of mobile app, it is necessary to follow steps that are mainly elaborated
below:
Including description of project landscape: In the initial stage, it is necessary to give
proper project background including both the long term as well as short term goals of the project
so that the team members will be able to get proper overview of the project and can be able to
proceed accordingly (Muszyńska, 2016). This steps is important for mobile app development by
the Health Ministry as by giving proper details of the project in the initial stage, the team
members can be able to perform as per their roles so that the objectives of the project can get
achieved on time without creating any issue related with project communication.
Assigning owner in the communication process: It is necessary to assign an owner for
the entire communication process so that any conflicts or issues within the project related with
communication can be handled by them. In this project, the project planner takes all the
responsibilities of communication and generally makes sure that all the information related with
the project can be effectively communicated and the team members can easily communicate
about their issues for completing the work of the project on time.

PROJECT MANAGEMENT
Including review procedure: It is necessary to include a review procedure within the
project in order to make sure that proper information is provided to each and every team for
starting the work. It also helps in reflecting how many milestones of the project are involved and
how many data sets are generally important for the entire performance review. While developing
the app, review procedure is used for tracking that proper communication within the higher
management and project stakeholders is present for handling the project work on time (Ziek &
Anderson, 2015).
Managing team meetings: Timely meetings must be schedule by the project planner on
a weekly basis for discussing about the budget, progress as well as any type of challenges that
the project team face. This not only helps in improving communication but also assists in
minimizing project related conflicts for achieving success within the entire project.
2.6 Monitor and control project
The plan that is utilized within the project for monitoring and controlling the project
including cost, scope and project schedule are elaborated below. In addition to this, a number of
indexes are utilized for evaluating the plan and it will further help in monitoring as well
controlling the project progress quite effectively. The steps are elaborated below:
Cost management: It is found that the cost of the project must be tracked with the help
of earned value. The use of earned value management generally helps in comparing the actual
expenditure with the budget that is planned in the initial phase in order to analyze the variance of
the project. This not only helps in monitoring the total cost of the project but also assists in
controlling the project cost (Kerzner, 2017). The cost variance that is determined is considered as
an index that is mainly utilized in order to properly evaluate the project plan and for successfully

managing the total cost of the project quite effectively. Earned value further helps in successfully
managing and controlling total budget so that the total cost of the project does not exceed.
Schedule management: The schedule of the project can be managed quite effectively by
tracking the status report of the project effectively. The status report of the project showcases the
progress of the project and it further helps in comparing the actual schedule of the project with
the schedule that is planned for identifying whether the project is on track on not. If the project is
not on track then the project manager takes proper initiative to manage the project and for
completing the work on time as per the planning (Nicholas & Steyn, 2017). Thus, it is found that
the progress of the status report act as an index which successfully assists in monitoring as well
as controlling the entire work of the project quite effectively.
Scope management: The scope of the project that is developed plays an important role
in achieving project success. The scope of the project must be followed by the project team in
order to complete the app development project on time. Furthermore, it is found that if any type
of changes is allowed within the project then it must be done with the help of proper procedure
so that the changes in the project does not cause scope creep. The changes within the project can
only be done if the higher authority of the management provides proper approval for proceeding
with the project work effectively (Derenskaya, 2018). Moreover, it is found that the WBS act as
one of the indexes that helps in disintegrating the project work into small steps so that the entire
work gets executed on time and if the activities get properly completed without any changes then
the project will get completed on time.
2.7 Summary of closure phase and ways for tackling issues

PROJECT MANAGEMENT
Post project review: The entire project needs to be reviewed properly for analyzing that
whether the mobile app is properly developed or not by meeting the specification and project
requirements properly. This step is considered to be important for analyzing that all the project
requirements and needs are met.
Stakeholder sign off: After the project is reviewed, the stakeholders generally sign off
the entire project and signatures from each stakeholder is taken that ensures that their role in the
project gets completed.
Documentation: After getting signature from the stakeholders, proper documentation is
developed which includes all the information and data that is needed for executing the entire
mobile app project quite successfully.
Releasing resources: After creating proper documentation, the resources that are
assigned with the project are realised so that the released resources can be assigned to some other
project. Release of the resources indicates that all the objectives of the project are achieved.
The issues that occur during the closure phase of the project generally gets resolved by
having proper communication with the various stakeholders of the project. The issues are
properly communicated so that proper action can be taken by the project team instantly for
finishing the work of the project quite effectively such that the issues get successfully resolved
(Kerzner, 2017). In addition to this, proper acceptance is gained from the stakeholders of the
project for making sure that the project gets completed and now its time to release the resources
associated with it. The performance reporting that is created also guides the team in order to
close the project effectively by handling conflicts successfully.

2.8 Reflection for highlighting lessons learnt
The project report is created for the development of mobile app so that proper update can
be provided about any epidemic to the people of New Zealand. While undertaking the entire
project, I have learnt a number of lessons that I will use in my upcoming project so that the
hurdles that I have faced in this project will not be repeated in my future projects. I have learnt
that communication plays an important role in achieving success and therefore proper
communication must be present with the team members as well as higher management of the
organization so that the organization does not face any type of challenges or issues while
undertaking the work of the project successfully. Effective communication helps in proper
management of the project.
I have also analyzed that time management is necessary in the project and therefore the
progress report must be tracked on a regular basis for avoiding obstruction as well as challenges
in the project and for finishing the work of the project on time. In addition to this, I have learnt
that proper planning, scope management as well as management of project quality are also
important for achieving success within the project and for avoiding conflicts associated with the
project. Lastly, hiring experienced and skilled team members are also important as skilled team
can be able to complete the work in a short time and they are quite experienced in handling any
type of hurdles that occur within the project whereas the inexperienced manager needs time. If
the project is assigned for short time then, hiring experienced team is most important.
