INTRODUCTION
Healthcare commissioning is the process of planning, monitoring, specifying and
purchasing the materials which are related with healthcare. In this the health care services are
planned and provided in such a manner that an effective results can achieve. All these planning
and monitoring process takes place in such a way that it provides the best outcomes related to
health. The health commission makes the both long and short term planning with an aim to
develop the effective services and system in regard to healthcare. These health commission make
sure that the health related services are equally accessible, advanced and must be effective for
human health (Ahuja and et al., 2018). Their actions majorly head into the direction for
improvising their services for the health. This report discusses about the critical analyses about
the 2 posters provided. These posters are made upon the topic of healthcare addressing the
problem related to HIV and depression. Along with the critical analyses of these posters the
strengths and the weaknesses of these critical analyses point has also been mentioned.
POSTER 1 HIV AIDS
Background
The poster provided is upon the concept of HIV- aids. HIV stands for human
immunodeficiency virus. It is a a virus which weakens the immunity system of a human making
him totally weak. Till now there is not a solid cure to this disease. But it is said that with the
proper control the HIV can get controlled. HIV Aids is a transferable diseases. From the
information provided in the poster, the HIV Aids disease is increasing in the young couples. This
can be due to the increase in unawareness among the couples about the diseases. It also has been
observed that the incidents about the case in the Sarla hospital has increase a lot. It also has been
observed that the people who are seeking the treatment of HIV Aids from the Sarla Hospital are
coming without their spouses (AlJaberi, Hussain and Drake, 2020). To make sure about the
presumption about increase in the cases of HIV aids among the young people in Mumbai, an
assessment test was conducted to prove this point with proves. In that assessment a survey was
conducted in which the questionnaire was distributed among the large population of clinics and
hospital covering the topic about HIV disclosure. Apart from this the information and data also
get fetch from majority of clinics and hospitals in which the information about the number of
cases with regard to HIV aids will get collected. The questionnaire was also formed in such a

way that it provides the information also about the level of awareness people has regarding the
HIV aids topic. From the assessment conducted it was found out that only a small percentage of
people disclose about HIV diseases to their spouses. Such activity or carelessness creates more
number of HIV cases in the city. It is very important for an individual to take a proper care about
the cases regarding to this diseases. It is the duty of the carrier to not to pass or transfer this
disease to another person. But from the assessment taken, it has been observed that person do not
disclose about his HIV identity to his spouse. To reduce this activity among the young people
various measures can be taken to make a curb on this. All these measures can be taken by the
commission team who are held responsible for planning, monitoring and implementing the
policies and services related to health care (Chalkidou and Appleby, 2017). There can be various
measures some of them may include conduction of a seminar or an event in which the various
related or associated people like HIV doctors, counsellors, major representative of various
communities and the like were get called up for performing a speech upon the HIV and its
related stories. The major purpose or aim of these events or counselling is to create an awareness
among the people to disclose their HIV disease to their spouses. The objective of the program is
to encourage the targeted population to become more aware about the disease and also the
courage to disclose about the disease to their spouses. To pursue for this particular project or
program a total budget was set up and the aims and objectives were set along with the standards
which the health commission has planned to accomplish along with the standard set .
Critical analyse
Critical analyses 1: The percentage of the disclosure of the HIV diseases is very much
low in the couples. This has build up the more number of cases among regarding the HIV cases
in young couples. To curb this activity in the people of Mumbai the health commission has come
up with a program in which they can included various famous and known people who has the
ability to influence people. These people include the HIV doctors, HIV counsellors, various
community leaders like transgender, charity organisations, NGO's leaders and much more. The
major aim and objective of this program is to give the encouragement to the people about
disclosing their HIV to their spouses (Chandra, Shiva and Nanjundaswamy, 2018). And also the
aim includes the sensitising the communities to curb the speed in which the number of cases has
got increased. For this particular program a budget was set up of 10,000,000 Euros. The budget
was given to the health care commission with regard to increase the encouragement with regard

to disclosure of disease before their spouses. All the program and the events needs to be
performed within the outline of this given budget only. A proper monitoring and evaluation
system and standards was also set up by the commission in order to evaluate the performance
level of these programs. These monitoring and controlling measures are set in order to make sure
that these programs whether giving the benefits in the society or not. A proper set of steps and
analyses has been prepared beforehand which states that the results which needs to get achieve in
this budget.
All the programs and events were set by the commission with regard to disclosure of HIV
diseases. As the result it has been found out that a progress has been observed within a year
among the young couples with regard to the disclosure of their diseases. It is a very great
progress which has achieved by the commission (Chuang and Howley, 2017). The young people
has understand their duties to educate their spouses about this diseases so that the same cannot
get transferable to that spouse.
Strengths: Through this program the young couples are very much encouraged for
providing the information about their HIV disease to their partner or spouse. This program set by
the commission was so successful that it helped in reducing the number of HIV cases also. An
immense increase in the awareness among the people also made them release about their duties
towards their spouses and society. Keep hiding about the diseases from the spouse may results
into the transferable of the same to partner also, which is considered as an unethical activity to
performed. The program and the assessment done to take a number or percentage of people
disclosing about their diseases to their spouse was held up. Through the assessment it got to
know that majority of people hid their disease from their spouse but after the implementation of
program by the health commission this percentage has got increases to a great level within a year
(Desborough and et al, 2020). This means that these programs are getting very effective. Increase
in the awareness about the diseases along with the responsibilities the carrier has to perform
towards his spouse also needs are increasing among the people. From the investigation it was
noticed that there was a 30% decrease in the diseases among the young people or couples. So
therefore it can be concluded that the program set by the health commission is giving the major
benefit. It is performing its objectives and aim with a great effectiveness. The program aim is
achieving through the awareness and encouragement among the people so that they can become
more open about their disease at least with their spouse. The program also helps in decrease in

the number of HIV cases in Mumbai. The young people are now becoming more open and
comfortable about disclosing their HIV aids diseases to their spouses. They also have become
more discipline and serious about their role and responsibilities they have towards the society.
Not only this, the HIV patient have become a lot more serious about their medications. They are
now become very much open about HIV- aids and now empowered enough to talk more openly
and comfortably about their problems. Not only this, there actions have become more cautious to
make sure that their disease does not get transferable to another person due to them. All these
merits were provided through the successful planning, implementation, monitoring and
controlling activities of the programs (Dhaliwal, 2019).
Weaknesses: A lot of money or funds has been spend upon this program. The program
has been set up with a motive to covered all the areas of Mumbai. Although this particular aim
has not yet covered all the areas of Mumbai. This is considered as still a weakness about this
program. As not all the areas and localities are covered in this program so the aims and the
objectives to encourage the people cannot fully get achieved. Also after taking the programs or
counselling there are some people who does not developed much encouragement. They still
prefer to not disclose about their diseases to their spouses as they somewhere or the other feel
embarrassed. Here the major motive of the plan and program went completely wrong. Hospitals
and clinics still experience the same case as they do before in which a partner without his spouse
come to clinic for treatment when the couples suppose to come together for the treatments or
tests. Apart from this the practices and the policies of the health commission should be more
strict and advanced in their implementation. Transparency is yet another issue in which the
activities performed by the organisation should be clearly understandable and accountable to the
public. To eliminate this weakness the health care commission activities need to be very much
transparent so they can be easily accountable to the public about their programs which they are
undertaking. Apart from this the commission need to perform the marketing for educating the
targeted people about their programs which are going to get held for the public (Duffy and Kelly,
2019).

POSTER 2 DEPRESSION
BACKGROUND
In current scenario the mental illness is increasing, mostly it is found in young age
groups. This report is based on depression in Indian society and the below report includes the
issues or rationale such as in India 18 crore peoples and more are suffering from the mental
health illness, which includes stress, depression and suicide. Approximately 86% of people
screen positive adults reported search no depression treatment in India in 2016. a health needs
classification was required to analyse the problem further; resources required or analysing needs
of population through the survey from parents and children, through survey it helps in
identifying the health causes and improving factors or solutions. Also cover the commissioning
principles such as putting needs of customers first and check that they are consulted or engaged
and monitor that people have right skills. Money invest on effective and efficient services where
services are needed. In monitoring there are various factors are included such as maintaining
registration is effective solution, improve services provision norms and quality. Receive
complaints about the deficiencies in services (Hu and et al., 2019). Advise the government on
case related to health illness and government set up the central mental health authority at national
level and state level. Initiatives that minimize health inequality and role of prevention in
developing health should be prioritised.

quality services of health care to all at affordable price and motive of policy is achieve cover
universal health. Mostly youth are facing the mental illness issues and analysing is must to check

awareness is required more so people can understand what is right for their health and nation.

In current scenario most of the people facing the health issues in India, health illness includes
depression, stress, different diseases, day by day increasing health issues and many other
problems. In survey mostly young groups has found who are facing mental issues and stress
issues more. Youth in the age group of 11 to 24 in India represent one of the important resources
of India defined by development and growth and there are different factors that affect the health
and safety, in young people group 10 to 35 percent face issues from health affecting behaviour
and conditions that requires urgent attention of policies makers and society health professionals.
There can be various reasons behind the increase in the depression cases among the
Indian people (McMahon and et al., 2019). The increase can be due to various reasons. But the
most alarming fact is that this increase in cases of depression are mostly present in the young
people. The young people are more getting prone towards this problem. This problem causing
the issue in the life of the person but to the country as whole. The depression causes the anxiety,
stress, and a sense of demotivating in the person. Mental illness like depression, stress and
suicide is one of the major problem which can be seen with this. Talking openly about this
problem is still not considered a comfortable thing among the people. There are huge number or
percentage of population which feel shy or shame in discussing about their mental illness even to
their close people. The close people may include the parents, friends, spouse and the like. People
still does not feel consider mental problem as a serious issue which keep on increasing in the
country. Increase in the case of mental illness has forced or push the government to take the
necessary steps or measures with regard to the same. These measures are set with a view to curb
the number or percentage of mental illness people from the country.
The reasons of current health issues such as disorders of nutritional, use of tobacco, use
of harmful alcohol, maximum risk of sexual behaviour, injuries and etc. now days the pollution
is increasing and this affect the most to health. Mental health and disorders of neurological or
injuries are take place a heavy burden on society in India in terms of disability, morbidity, Socio
economic losses and mortality (Pathare, Kalha and Krishnamoorthy, 2018). There are many
health policies framed and execute by the government in India, government take various
decisions for young age group health issues, they make national mental health policy for this
their vision is to promote mental health, prevent from mental illness, and spread awareness in
society or provide services as per the problems. Their goal of making this policy is to reduce

stress, morbidity, disability and other issues and also increase the understanding of mental health.
This policy is helps modify the leadership in mental health department at national level, state or
district. They have various objectives of above policy such as reduce risk of suicides, stigma
associated with health issues and increasing equitable distribution of talented and skilled work
force for mental health. Society also not much aware about the new issues and their cause so it is
important to take action or forecast the situation.
Strengths: It has been analysed that there are various strengths of policies framed by the
government and according to the poster framework, it is helpful for the society in adopting new
and innovative services that helps in health issues. Policies provide cost benefits and abilities. It
connect the cultures and add values (Ritchie and et al., 2019). Society can find new opportunities
and reduce their mental health issues. Mental health policies are useful for more development in
India if in society there is no mental illness then the growth of India also increase. Many people
are taking actions on health insurance services they are more attract towards the insurances for
health. The plans and policies of health is helps in country's growth and success this impact on
other countries in positive manner through this Indian society will get more job opportunities.
Health policies execution and their outcomes reflect positive image in in-front of every other
country. These policies has the aim to generate the awareness about the mental health and the
need to come forward for the treatment. The policies and the campaigns includes various
programs which generates the awareness about getting comfortable to talk about mental illness.
The cases of mental illness is keep on increasing in the country and people are still not ready to
accept their disease with regard to their mental health. Therefore the actions taken by the some
leaders or government has forced them in creating a good awareness among the people that it is
okay to talk about mental illness and health. Talking about the same will also encourage the
other people to talk about this problem of they have. This chain will keep on growing and the
people will eventually take the mental illness or mental health problem more seriously.
Weaknesses: It has been analysed that some areas need more improvement and factors
that affect the most. It reduce the absence of marketing planning. It harm the values and
reputation of nation and gaps in abilities or areas of services. There will be undifferentiated lines
in services and technologies are lagging. There is no aware about the health policies and health
plans in society (Schrimmer and et al, 2019). People have lack of knowledge about the health
issues and solutions. Some people are cannot afford the insurance policies so they avoid taking

plan but it is important to explain them benefits of these type of policies and health plans. In
health department there is found out many problems such as related to the management system
and employees management (Sockolow and et al., 2020.). After providing plans and services
monitoring is also needed but there is lack of analysing and monitoring process so government
cannot get actual data or reports of society.
CONCLUSION
From the report presented above, the critical analyses about 2 posters has been
performed. These 2 posters are related with healthcare commission. According to the information
provided by the poster on HIV, it has been observed that the people who suffered from HIV aids
disease do not disclose their HIV before spouses. Increase in the number or percentage of such
cases has resulted in the rise of HIV cases also. To curb this problem the health commission has
taken various steps so that they can generate the awareness among the young people. The
program is to encourage the people for disclosing their diseases of HIV aids to their spouses. The
health commission of the country has decided to take various steps which includes the
conduction of programs where the famous people who are associated with the disease would get
invited like HIV counsellors, HIV doctors, famous leaders from various communities like
transgender, community heads and etc. Through these program, it has been observed that there is
an immense increase in the percentage of people become very much open towards their diseases
to their spouses. The people have gained courage to speak about the same to their spouses. Apart
from this the number or percentage of cases regarding HIV has also got decreased. In the another
poster, the concern about increase in the cases of depression in the country has been address. The
government and the NGO's all have taken the major steps to have a curb this problem. These
steps may include generations of awareness about this problem among the people along with its
implications. Then noting the percentage of people who are suffering from the problem, reach to
them, provide them with necessary help, give them the medications and treatment and etc. Along
with this all various monitoring and controlling measures has also been set by the government to
keep an eye about the activities are performing in this regard.
