This paper describes the design and implementation of a web-based Online Evaluation System (OES) for healthcare in Sultanate of Oman. The system is designed to facilitate efficient communication between patients and healthcare providers, allowing patients to consult physicians online, book appointments, offer feedback on services obtained, communicate with other patients, and receive updates about healthcare practices. The system incorporates new technological advances and traditional approaches in software development, and was built using a prototype modelling approach that heavily relies on the interviewing approach during data collection. The system is completely dynamic and includes different user types, including patients, medical staff, supervisors, and administrators.
