INTRODUCTION
In recent years, it is identified that the circular economy becomes highly relevant topic as
it focusing on eliminating waste and continuous use of resources. It is really helpful in
sustainability of the nation (Urbinati, Chiaroni and Chiesa, 2017). In this program, cities play an
important role in which they should perform in order to get sustainable society. The reason
behind circular economy is that all companies need to respond to their stakeholders not only to
their closest shareholders. It is necessary for companies that they should focus towards
environmental and sustainable values. For that reason, organisation should rethink about make-
use-dispose model. Now companies need to make a model in which they eliminate all waste and
it will become input of other processes. this report is discuss about circular economy with the
help of taking a city of developing commonwealth country which shows the barriers, factors and
opportunities in order to grow circular economy. It also covers companies and local Government
support to the circular economy with appropriate recommendations of commonwealth local
government ministers.

TASK 1
Define and discuss circular economy
Circular economy is become one of the most relevant topics in now these days. The
reason behind their popularity is increasing the trend of sustainability in the market which every
organisation try to follow them so that they can take competitive advantage. Other important
reason as it is the duty of every organisation to reduce plastic usage because it harms
environment (Kristensen and Mosgaard, 2020). This is the duty of organisation because they use
natural resources of society and also release many pollutant materials in environment. That's why
now countries are focusing on to increase the awareness of circular economy. It becomes the
economy system of a country in which every organisation is now focusing on reducing or
eliminating waste. It can be done with the help of using that waste as an input for another
process. The main objective of circular economy is to keep equipment, resources and materials

for long term period so that it helps in sustainable development and growth. It is identified that
European Union is mainly focusing on establishment of circular economy in the system so that
they can achieve sustainable growth. European Union makes this possible with the help of
recycling of resources which can be seen in recent years increasing day by day (Geissdoerfer and
et. al., 2017). There are many large organisations which use on biodegradable products and
replace plastic with paper bags. They try to make the environment friendly products which can
not harm nature. For example, Tesco, Unilever, Marks and Spencer, etc. These organisations are
currently set an objective in order to get sustainable development. Circular economy is not a new
concept as it comes from a book of Kenneth E. Boulding. In this book, explain that cyclical
system of production. The circular development is termed to be as circular economy and from
that time it will start to become popular. But European Union give main focus on improving their
organisational functions because most of pollutants are come from industrial areas.
