Preface
The pre-contract BEP is prepared by the supplier to demonstrate his proposed approach, and the
capability, capacity and competence of his firm and his supply chain to meet the Employers
Information Requirements. It will also list all agreed elements as outlined in the Brief, BS1192:2007,
PAS1192-2:2013, the CPIx Protocol and the contract documents.
This BEP is structured in accordance with PAS1192-2:2013.

2 Information required by the EIR
The Employer’s Information Requirements (EIR) explains the information
which is needed by employers for their own internal team as well as from the
suppliers. This will be required for the establishment of the project and for the
operation of the built asset. The procurement documents include the relevant
extracts from the EIR that helps in appointing the suppliers. The suppliers will
comprise of the consultants, contractors, and also the advisors. The
Employer’s Information Requirements will include standard procedures and
methods that will define the way it is created, named and exchanged1. The
Information Delivery Plan will identify the information deliverables and ensure
the delivery of what and by whom. The information related responsibilities will
provide a clarity in the roles related to information and their expected
activities. A COBie demand matrix will help to identify the data structured
about the spaces, floors, and the entire facility or the building components that
should be delivered and the time has to be fixed2.
2.1 Planning of work and data segregation
The processes described in Publicly Available Specifications (PAS) 1192-2
and BS1192:2007 can provide a base for managing the Information
Manager data3. PAS are standards, specifications or guidelines framed by
British Standard Institution (BSI). PAS is required for any urgent
requirement as it requires less consultation and generate better results than
the British Standards. The Service provides needs to submit a sample file
named Strategy which complies with the procedures mentioned in
BS1192:2007. This should be a single file which is required to be approved
by the Authority before implementing the plan. In order to manage the

models, it is important for Service Provider to come out with a methodology
and get it approved. The Information Manager must coordinate the
methodology to manage the models. The methodology is required for
dividing the building into smaller divisions or manageable volumes. The
model contributors shall manage these volumes. These volumes shall also
be defined for the model contributors to coordinate them accordingly by
following the required compliances. The Pre-contract BIM Execution Plan
compiled with the Service Provider shall determine the entire management
of the project which aligns with the prescribed standards. The plan shall
also provide proposals for specifications required to undertake the work
management.
2.2 Co-ordination and clash detection
The employer’s objective and requirement should be to maintain quality of the
project and de-risking through model and coordination of the data. A clash
generally occurs when built asset components are not spatially coordinated and
they conflict. During the design phase of the project itself, the clashes are
spotted. These clashes can be either hard clash, soft clash or Workflow or 4D
clashes. Software tools are likely to become more improved and sophisticated.
This section serves the purpose of defining the process of project coordination
which also includes the quality control requirements. The details for the project
management process shall be provided by the Service Provider which includes
the software to be used, a process overview detail has to be provided, the
responsibilities and output details are also required, the clash resolution process
and finally the reports. The details of the Technical query workflow are to be
included along with the tolerance strategy.
2.3 Collaboration process
The Collaboration process shall be conducted in alignment with the
BS1192:2007. All the processes usually follow BS1192:2007+A2:2016 & PAS
1192-2:2013+A1 which utilizes the phases of Common Data Environment. The
Service Provider Information would be exchanged on a Common Data
Environment that allows the information exchange according to BS1192:2007.

The Service Provider would appoint the Information Manager responsible for the
CDE management. The CDE will include the licenses for accessing the CDE for
all individuals exchanging the information. It will also a secured login system.
The CDE will comply with the security requirements. The metadata for files will
be recorded. For each file exchanged, the CDE shall record the revision and
suitability code. It is important for the Authority to provide guidance for the
purpose of co-ordination of classifying and metadata. The Service Provider shall
also comply with the ISO 27001. The system should help to view and download
the current as well as the previous revisions too. The CDE shall include a viewer
that can be accessed by the registered and authorized users to access the
federated model. An audit trial shall be provided for the insufficient files. The
Service Provider shall provide a schedule that identifies the information
exchange and frequency of collaboration and that too on a regular basis. There
will be appointees such as the Designers, suppliers or the Contractors
appointed by the Service Provider who will be responsible for the preparing the
structure of the BIM collaborative working environment. The Service Provider
will also ensure that the Designers and Contractors are aware of their roles and
responsibilities and should be mentioned in the Procurement document. The
appointees are expected to be competent and accept their roles in the
production of documentation within a shared platform. Meetings with regards to
project collaboration shall be scheduled by the Service Provider that will be
coordinated with the identified services. The initial BIM implementation
meeting/workshop shall be conducted and headed by the Information Manager
who is appointed by the Service Provider.
2.4 Health and safety/CDM management
The Pre-contract BIM Execution Plan of the Service Provider shall include the
integration and contribution of the people involved in the entire process4. The
people shall be undertaking the role of safety and health integration into the BIM
Collaboration process. It should also include the important meetings that are to
be conducted on health and safety. The meetings should review the health and
safety matters as a part of the collaboration process. It shall include the process

that records and incorporates the decisions arising from meetings focusing on
the health and safety matters. The Employer will expect the BIM process for
supporting the Health and Safety and CDM controlling which is relevant and
aligned with the project work stages. The BIM should identify and help in
reducing the Health and safety hazards in the design process, at construction
and also in the operational phases. This can be identified in all these phases,
especially in the earlier stages and mitigate the risk as early as possible. The
Authority shall ensure that the data management systems are securely
encrypted and follows the required standards.
2.5 Compliance plan
The primary purpose of the Compliance Plan is to ensure the maintenance of
the data sources and the quality of the model by allowing the supplier to
communicate the same. The Asset Information Model and Project Information
Model shall be established complying the standards recognized in the Guidance
documents. The Visual checks will be ensured by the Lead Designer to ensure
there are no unnecessary components involved in the design model. The BIM
Authorising Software will be used to ensure the visual checks and will be
assessed at each stage of the Compliance Plan. The Clash Detection will also
be conducted by the Lead Designer or the Task Interface manager with the
Clash Detection Software which will detect the issues in the model and provide
coordination reviews5. The File and Model integrity will be ensure by the Task
Information manager to identify the file naming and coordination of the model.
This has to be assessed at each stage and cross verified with the Service
Provider Data Deliverables Table. The Model Validation will validate the BIM
server and ensured by the Project Information Manager. The Project Program
will be verified by the Project Delivery Manager who will ensure that the
programming tools are working in accordance with the Agreement made
between the Authority and the Service Provider.

3 Project Implementation Plan
During the pre-contract stage of the building information the steel work
contractor would need to give extra information for demonstrating the competence of
building information system. The information is then split into three assessment
forms. These assessment forms namely are the Supplier building information
modelling assessment, the supplier IT assessment and the supplier resources
assessment.
Supplier BIM assessment
The supplier assessment form consists of four assessment sections which give
the project team adequate information for assessing the maturity and building
information modelling competence of the steel work contractor. In the first section
Gateway questions are covered which are a set of important questions regarding the
willingness of the steel work contractor for the exchange of information and the
quality of the same information. This section also covers the 12 areas of the building
information modelling. These 12 areas of the BIM are introduced buy the second
section which benefits the project and provides the steel work contractor with an
opportunity of demonstrating the understanding of the project and also each of its
areas as well as the ways in which these areas would support the project. The
previous BIM project experience is covered up by third section. By this, the steel
work contractor is provided with an opportunity of highlighting up to three projects
where the advantages of the BIM has been realised. Finally, the fourth section is a
questionnaire of the BIM capability. The questions included in this section are a
starter of a discussion an intended towards helping the project team in the
identification of coaching, support and training that would be required by the
contractor6.
Supplier IT assessment
In the IT assessment form, two sections are included that are used by the
contractor for demonstrating its IT maturity and capability of information exchange.
Information exchange is covered up in the first section and it is intended towards

highlighting the information and electronic data which the contractor wants to and
does not want to exchange. The second section is related to the systems and the
software that is used by the contractor. This section is intended towards enabling

Supplier resources assessment
A supplier resources assessment form is needed to be completed by all the
necessary organisations and companies including the contractors that are involved in
the process of supply chain. This form is intended for usage in the assessment of the
capacity and current resource capability related to BIM of the contractor. Out of all of
the three assessment forms, the highest amount of alteration and modifications would
be required in the supplier resource assessment form. These modifications are done
on a project-by-project basis. They depend on the nature and the size of the design
capabilities of the contractor. Most of the roles and responsibilities defined in a small
organisation might be undertaken by the same individual

as of the 3D coordination and record modelling, that is to make accurate 3D
record model for the FM team. Its priority is also medium.

6 Project information model (PIM) delivery strategy
Project information model is imported by the company which is provided to them
directly into their 3D detailing software. She is the company has previously tried
such a transfer of information with its team of designing and has developed a
robust transfer procedure and method; hence it is able to be dependent upon
the information that is provided to them in its in-house software format. The
steel structure is now detail by the company, which they are able to do in the
same manner it would have done normally. The model of the companies
exported once in every two weeks. It takes utmost care in filtering out the items
that are less relevant for example bolts. The company issues a copy of the
model in the format of IFSC and a native format for the information manager.
Similar model of files are sent to the information manager which are taken out
from other specialist contractors and the rest of the designing team. Both the
parties undertake coordination and clash check of the elements individually with
the help of coordination software. This coordination software helps in overlaying
all the models together. When an issue or a problem is found by the information
manager, he highlights them to the significant parts of the specialist and design
team for resolving. Throughout the detailed process of design, this process goes
on until the process of designing gets completed as well as approved and finally
ready for the manufacture.
Throughout the procedure of the structure's erection, the erected structure is
surveyed by the company for ensuring that it is within the tolerance. Due to a
mistake in the manufacturing it becomes obvious that several cladding brackets
were set out incorrectly. At the site, the brackets' exact locations are measured
and subsequently the 3D model is directly updated. The revised geometry is
sent for re-issue to the information manager. This geometry is coordinated by
