Project Initiation Document
Project background:
The Curzon Street Master plan is considered to be once in the life opportunity for the
people of Birmingham as well as the others. It is one of the Multi-Million Dollar Project that is
undertaken in the country for resolving certain issues that are faced by the people of the city. The
motive of the project is to establish a station which is popularly known as the HS2 Curzon Street
was to increase the railway connectivity of the Birmingham city. The project is set to build
around 4000 homes for the people, and a commercial development of 600,000 metres. This
project is expected to change the way the people connect from one part of the city to the other
(McNaughton and Banks 2019, p. 10). Not only that, the HS2 Project Board has already
sanctioned a budget of £1.2 million for the project, and the project is expected to deliver the
closure by a year and a half. However, the scheme is expected to last for over 30 years while the
numerous other things are built around the place. One of the other most important and attractive
feature of the project is that, the HS2 Curzon Street is not just for the people who are availing the
high speed railway network. The entire project includes many other features apart from the rail
way connectivity. This is expected to be one of the largest tram ways of the city, which is also
provides the bus and taxi services, a walking area for the pedestrians and the cycling and the
conventional railways tracks and connections establishing a god connection between the
Birmingham city and the West Midlands.
Project Scope:
The scope of the project is to establish a proper framework for the ease of the
transportation in the Birmingham city. The Population is increasing with every passing days and

is expected to increase further within the upcoming few years. This project is expected to solve
the problem of the transport caused due to the increasing population of the country. With the
HS2 Curzon Street project on the go, the entire city of the Birmingham can be connected to the
other parts of the country making it one of the best choices for the commuters.

Stakeholder Analysis:
One of the most important aspect of the entire project management is the stakeholder.
They are the people involved directly or indirectly in the business and had a huge amount of
stake on the project or the business. There are mainly 6 types of stakeholders found in the
business sector and they are, Customers, Employees, Investors, Suppliers and Vendors,
Communities, and Government. This is the section of the report discuss about the roles and the
responsibilities of the stakeholders involved in the HS2 Curzon Street Project.
1) Customers: the customers are one of the primary stakeholders of ant project. They are
the ones who will consume the outcome of the project and go through the sufferings if the
project is not up to the mark. The main elements of the Stake for the customer in the HS2
Curzon Street Project are the Services of the entire system that is developed. Here, the
customers who will be commuting or using the services of the HS2 Curzon Street Project
will have their lives in the hands of the company (Fernández-Parra et al. 2016, p. 111).
2) Employees: They are the people who are considered to be the direct stakeholders for the
company. This is because they are involved in the process of developing the project as
they are earning form it. However the main stake of the employees to the business or the
organization is the job security and the personal safety. The Safety of the employee
completely depends upon the job they are performing in the organization. For the HS2
Curzon Street Project the employees have to be protected by the company against the
harm against the injury done whilst the construction is going on. The job security is also
one of the most important stakes of employee for the organization (Chen et al. 2019).
This is because the employee is completely dependent on the company for the job or the
earning.

3) Investors: The primary investor of the project is the Project Board of the HS2 Curzon
Street Project. The role of the investor is to invest money for the project as per the
requirement of the project. The main concern of the investor is the shareholder values
concept. The stake of the investor includes the financial returns from the project which is
the main source of the profits. As per the plans, there is supposed to be 9 trains per hour
in each direction. For that, there must be sufficient supply of the trains. Thus the investors
has to invest in making of enough trains for the commuters to get a break free journey.
4) The Suppliers and Vendors: The role of the suppliers and the vendor includes supply of
the goods and the services to the business. The suppliers rely on the revenue generated by
the on gong business. The primary stake of the suppliers includes the safety and the
revenues. The vendors have one more thing in stake while they are working for the
company and that is the health and the safety. While they are working for the company,
their lives are in the hand of the company as well (Teshome 2019, p. 25).
5) Communities: In the business as large as the HS2 Curzon Project, the community is one
of the most important stakeholders. This is because a project as large as the HS2 Curzon
affects the community in numerous ways which includes, creation of new jobs,
development of economy, along with the health and the safety of the people involved. A
bigger project like the HS2 Curzon Street with its beginning will have a considerable
effect on the employment of the country (May and Tyler 2016, p. 20). Similarly when the
project finishes they will have certain other needs as well. The project may change the
environment of the place, this may affect the health of the neighborhood.
6) Government: While considering all the major stakeholders of the project, government
cannot be left out. This is one of the major stake holders as well. This is because the

government has to collect taxes from the company conducting the project along withal
the employees. The Government has its taxes and the GDPs at stake to the project. The
other kinds of taxes includes the goods and the service taxes. The benefit of the
government comes from the GDP.
7) ProjectManager: Project Manager, the person is responsible for the entire project. This
is the person who is responsible for the analysis of the project budget, he or she
determines the time that is required for the completion of the project, the risks that may
occur in the project and lastly keeping a track of everything that is occurring in the
company. The project manager has his or her everything at stake for the project. The
success of the project-manager depends upon the success and the failure of the project.
This is the person who is responsible for all the activities of the project.
8) Project Engineers or the Technical team: As the project is expected to run completely
or partially on the electricity and the system that is developed will have numerous digital
aspects, a technical team has to be prepared all the time. The risks related to the
technology in the company is dealt with the technical experts.
Risk management:
One of the most important step in the project management is the Risk Analysis. This
helps in identifying the risks that can be a major problem in the projects. The risk in the project is
represented with the help of the risk register in a tabular form and the priority of the risks is
determined with the help of the register (Leśniak and Janowiec 2019, p. 5388).

TimeRisk: As we all know that the time and tide waits for none. One of the major risk in the
Curzon project is the time. The project is supposed to be concluded by a year and six months,
which is not quite adequate for the completion of such a big project like the Curzon Street
Railway Project (Lee, Han and Chang 2016, p. 101). The mitigation of the risk is to strictly
follow the Gantt chart such that the closure can be reached within the scheduled time.
Budget Risk: A project is considered to be successful only when it is completed within given
time and budget. For such a huge project like the Curzon Street HS2, the budget is dependent
upon many factors (Carvalho, Partidario and Sheate 2017, p. 10). This includes the global
economic factors, damages and the delay in the schedule, changes in the planning and many
more. However, proceeding strictly according to the plan and keeping records for all the
expenditure may help in reducing the budget risk.
Quality Risk: One of the major factors of influencing the project is the quality of the project. In
a high speed railway project if the quality is not maintained, the chances of the accidents,
derailing and the others may lead to catastrophe. However, by maintaining a proper quality and
not compromising with the products, materials and experience, the risk due to the quality can be
avoided (Kumar, Fouzdar and Duggal 2016, p. 308).
Environmental risk: We are in such a situation where if we are not concerned about the
environment we will be subjected to the effects of the Environmental risks. In a completely
digitally and electronically driven railway project the pollution due to the usage of the electricity
is one of the major threats to the environment. With the excess usage of the electricity the carbon
emission increases with leaps and bounds as well. This is fatal for the environment. However,
sustainable energy usage can be the solution for this risk, as these are non-polluting and
unlimited sources of the energy (Topping, Aldrich and Berny 2020, p. 362).

Design Errors: The faulty designs may lead to weak infrastructure which in turn can lead to
accidents. In order to prevent this from occurring, the project manager and the contractors have
to collaborate with one another such that an error free design can be delivered.
Failure of the Equipment: A technology driven system may be subjected to the technical
malfunctioning. This may result due to the failure of the equipment, which is leading to the
improper functioning of technologies that are in use. This is one of most dangerous aspect of the
technology as the failure is abrupt and can lead to casualties as well. Both the employees and
consumers are victims in this case. Maintenance is the only way to prevent this from occurring.
Human Resource Errors: Human are prone to errors. Improper training or lack of technology
knowledge leads to this risk. Proper training is the only way to prevent this (Young 2016, p. 28).
Contemporary Knowledge and Skill Requirements in Project Management:
In order to handle big projects like the Curzon Street Railway construction, following a correct
project management technology is very important. Having knowledge and skills for the project
management competencies helps in enhancing the process by which the project will be
proceeded with. While consulting some of the text books on the project management, we find
some of the project management competencies which can be extremely beneficial for the project.
Project Planning and Control Strategy: Planning phase is the most important phase in a
project. The entire process of how a project will be conducted, how much budget will be
allocated in the project, all are decided in this phase. Thus it helps in prevention of the time and
budget risk of the project.
Relationship management is the other most important aspect of the project. There are
numerous stakeholders who are involved in the project and each of them has certain work

function to follow. Maintaining a proper relationship amongst the stakeholders helps in gaining
trust, retaining the employees and thereby helping in increasing the efficiency of the project
(Musah 2018, p. 35).
The third most important component of the project management is the resource
management. Allocation of the resources to the specific department is a huge task. Planning,
scheduling and allocation of the resources helps in increasing the competency of the project and
increases the ease of the project completion as well.
Conclusion:
The HS2 Curzon Street is a huge project involving a number of stakeholders. In bigger
project like this where numerous people are involved, planning a risk management is very
important. Once the risk has been identified, scheduling has been done such that the closure of
the project can be attained within the schedule and the budget prepared for the project.
