INTRODUCTION
Project management is defined as the process of achieving goals and meeting success
criteria within specified time. Main challenge of project management is to achieve all the project
goals within specified time. Project management office refers as group that sets, maintains and
ensure standards for project management (Aitken, 2017). In this report project management
office of TESCO plc is described. TESCO is a multinational groceries and general merchandise
retailer. It is headquartered in England. TESCO was established in 1919 by Jack Cohen.
TESCO's project management is done by hiring knowledgable staff which can manage complex
projects. Project management responsibilities of TESCO are as follows:
Attending required meetings related to project.
Provide project timeline.
Perform site visits to check how much work has been done.
This report focuses on Project delivery method is used by owner of organisation for
organising, financing , construction and maintenance by entering into legal agreements with one
or more parties. There are various elements of project delivery method which are mentioned
below:
Project governance
Project Business case
Programme management
Portfolio Management
Project Management office
Project delivery methods
This report help in understanding points which are mentioned above and help in focusing
on how these elements help TESCO in effective project delivery.
MAIN BODY
This part focuses on detailed elements of project delivery method and helps in
understanding how these methods contributes in completion of project and how TESCO utilises
these elements effectively in organisation (Cavka, Staub-French and Poirier, 2017). Different
elements of project delivery are mentioned below:

Project Governance
Project governance helps in making project decisions. Project governance means board of
directors make policies, procedure and values and long term planning in order to meet its goals.
TESCO project management policy is to ensure that projects must have guidelines so that project
must complete in given timeline and in an efficient manner. TESCO uses different types of
policies for different types of task. Project governance covers aspects which are as follows -
Policies
Regulations
Functions
Processes
Procedures
Responsibilities
There are three main pillars of project governance – Structure, People and information.
Structure
Organisation's structure have to be in support of project. In TESCO senior management
involves in project management. This senior management invests time and energy in order to
give a vision to project managers to make the project move forward. TESCO senior management
gives direction to their project managers so that project can be completed in the specified time
and in efficient manner (De Marco and Karzouna, 2018).
People
TESCO believes that investing in project managers is very crucial for every project. But
firstly TESCO senior management understand their current activities like their efficiency, what
kind of projects project managers do and if project managers are doing their work in given time
or not. By doing this TESCO senior management decides goals for project managers and take
care that each goal should be achieved. These goals must be clear and reachable to project
managers.
Information
According to TESCO understanding nature of project managers is important but process
of managing project is even more important. There must be proper communication between
project managers and team members otherwise project will suffer and after that it does not matter
