INTRODUCTION
Project management is defined as the process of achieving goals and meeting success
criteria within specified time. Main challenge of project management is to achieve all the project
goals within specified time. Project management office refers as group that sets, maintains and
ensure standards for project management (Aitken, 2017). In this report project management
office of TESCO plc is described. TESCO is a multinational groceries and general merchandise
retailer. It is headquartered in England. TESCO was established in 1919 by Jack Cohen.
TESCO's project management is done by hiring knowledgable staff which can manage complex
projects. Project management responsibilities of TESCO are as follows:
 Attending required meetings related to project.
 Provide project timeline.
 Perform site visits to check how much work has been done.
This report focuses on Project delivery method is used by owner of organisation for
organising, financing , construction and maintenance by entering into legal agreements with one
or more parties. There are various elements of project delivery method which are mentioned
below:

 Project delivery methods
This report help in understanding points which are mentioned above and help in focusing
on how these elements help TESCO in effective project delivery.
MAIN BODY
This part focuses on detailed elements of project delivery method and helps in
understanding how these methods contributes in completion of project and how TESCO utilises
these elements effectively in organisation (Cavka, Staub-French and Poirier, 2017). Different
elements of project delivery are mentioned below:

Project Governance
Project governance helps in making project decisions. Project governance means board of
directors make policies, procedure and values and long term planning in order to meet its goals.
TESCO project management policy is to ensure that projects must have guidelines so that project
must complete in given timeline and in an efficient manner. TESCO uses different types of
policies for different types of task. Project governance covers aspects which are as follows -

 Regulations
 Functions
 Processes
 Procedures
 Responsibilities
There are three main pillars of project governance – Structure, People and information.
Structure
Organisation's structure have to be in support of project. In TESCO senior management
involves in project management. This senior management invests time and energy in order to
give a vision to project managers to make the project move forward. TESCO senior management
gives direction to their project managers so that project can be completed in the specified time
and in efficient manner (De Marco and Karzouna, 2018).
People
TESCO believes that investing in project managers is very crucial for every project. But
firstly TESCO senior management understand their current activities like their efficiency, what
kind of projects project managers do and if project managers are doing their work in given time
or not. By doing this TESCO senior management decides goals for project managers and take
care that each goal should be achieved. These goals must be clear and reachable to project
managers.
Information
According to TESCO understanding nature of project managers is important but process
of managing project is even more important. There must be proper communication between
project managers and team members otherwise project will suffer and after that it does not matter

that how many goals are set and what the vision of the organisation (Elghaish, Abrishami and
Hosseini, 2020).
Project Owner
Project owner is the front facing person and represents business. Project owner can take
day-to-day decisions. Project owner does not need anyone's approval before taking any kind of
decision related to project.
Key Stakeholders
TESCO project board is made up of key stakeholders. Key stakeholders helps in funding
of project. For keeping the process efficient TESCO keeps maximum six key stakeholders.
Advisory Group
When advisory group has large number of stakeholders then it makes them less efficient
and it resembles more like a forum than project board. TESCO keeps the project board separate
from “business as usual”. It helps in making project more responsive.
Project Business Case
It is very important part of an project . Project business case shows about worthiness of
project. In simple words, It tells the cost of project against expected returns after completing the
project. Information included in TESCO project business case is background of project, expected
returns, Risk associated with project and cost of the project.
Project business case include various points which are mentioned below:
 TESCO project manager compile project business case.
 Project board of TESCO is responsible for approving or rejecting project business case.
 Project sponsors helps in controlling the cost of the project within the budget.
 Project business case also known as live controlled document which is maintained by the
project manager of TESCO.
Need of Project business case -
TESCO needs a project business case without business case many problems will arise -
1. TESCO will waste valuable resources on projects and these resources won't help TESCO
in achieving its goals.
2. On the basis of project business case TESCO can prioritize its projects.
3. To avoid the disappointment after completing the project as project is not giving
expected returns (Engebø and et. al., 2020).

4. Proper resource utilisation can be done in order to achieve organisations goals.
Business case helps in capturing importance or reasoning behind initiating a task and it is
provided in document which is provided and maintained very well. Logic and need of this
business case is to understand case of business and understanding need of resources such as
money and effort in order to determine where it can be consumed and how effectively it should
be consumed by developing and implementing strategies in organisation. TESCO focuses on
using business case as a solution for problem in organisation and understanding the work which
is done earlier to resolve problem. TESCO manager focuses on effectively developing Business
case by focusing on the problem and how problem is related with organisation mission and
vision, goals and objectives (Engebø, Skatvedt and Torp, 2019).
In next section of business case, analysis has been done and which help in understanding
importance of identified problem and how it can affect and identify impact of problem on
TESCO functioning and work process. In next step options to eliminate identified problem is
discussed by upper level managers which includes cost included in it, time needed for project
etc. In final step recommendations are provided by managers to make any changes in strategies
and to choose best option for solving the problem. TESCO focuses on using business case an
tool to resolve problem identified in organisation functioning and help in finding appropriate
solutions to overcome identified problems.
Programme Management
Programme management is a big scale project which consist of several small projects and
these projects are dependent on each other. Programs are so large so they are managed by team
of people. Projects are smaller compared to the programme. Programme has bundle of projects
and these projects are short term. Programme management identifying dependent projects that
needs to be completed within given time in order to achieve overall goal. For achieving the goal ,
program manager needs to focus on strategy and implementation (Ibrahim, Hanna and Kievet,
2020).
Programme management focuses on achieving changes in organisation which is effective
and beneficial. Programmes are used to effectively deliver change in organisation and maintain
productivity and profitability of organisation. In order to shape a programme effectively it is
important to understand that a clear understanding of future state which is desired is important
which is also known as vision because helps in setting goals for future.

TESCO focuses on using programme management effectively in order to make changes
in organisation efficiently without wasting resources of organisation. Programme management in
TESCO focuses on providing a layer of governance to specific projects and make sure that it
runs effectively.
Above business case plays key role in setting aims and objectives for programme as
vision statement help in understand future desired expected by organisation. There are some
points which should be kept in mind by TESCO managers during programme management and
there are various aspects of programme management which are mentioned below:
 Governance – Understanding roles and responsibilities as well as metrics and processes.
 Management – Planning project and overall programme ensuring that stakeholders should
be involve during the whole project (Kwofie, Aigbavboa and Thwala, 2020).
 Financial management – TESCO have to make sure that all the financial resources should
be used effectively and efficiently during work process.
There are several benefits of programme management which can help TESCO in
maximizing their productivity and profitability as these points are mentioned below:
 Help in achieving goal of organisation – Programme management allow organisation to
accelerate or terminate projects in programme by aligning according to overall goals and
objectives. It can help TESCO in aligning their projects with their overall goals and
eliminating projects which can help in reducing operational cost.
 Improve management of projects – Programme management will help TESCO in
managing projects which are somehow interconnected with each other as it will help in
increasing the efficiency.
 Effectively managing resources – Programme management also help in managing
resources when there it is high in demand and it help in moving resources during project
effectively.
 Manage risk and issues – Programmes management also help TESCO in communicating
risk and issues related with project and it help in avoiding wastage of resources and help
in achieving efficiency (Pace, 2019).
Project Portfolio Management
Project Portfolio Management is explained as management of various projects in
centralized way. There are many projects in organisation which are not related with each other

but they are managed and under one which is known as portfolio. Portfolio Management focuses
on various aspects which includes identifying potential projects, assigning projects to project
managers and including projects in portfolio. Portfolio management is important because it help
in bridging the gap between strategy and its implementation. Portfolio management help in
understanding projects which are important as it is possible that their can be various projects
going on at one time and portfolio management help in prioritize according to need of resources
and according to impact of those projects on organisation. This part focuses on portfolio
management of TESCO and how managers of TESCO focuses on using portfolio management as
a tool to manage ongoing projects effectively and efficiently (Raouf and Al-Ghamdi, 2019).
There are several benefits of portfolio management which is beneficial for TESCO in
maintaining their efficiency and these benefits are mentioned below:
 Help in aligning organisation projects with objectives
 Help in eliminating personal bias from project planning
 Help in making effective decisions during process of planning
 It focuses on long-term and understanding about importance of project in future and
impact on organisation
There are five different steps which are included in project portfolio management and
implemented by TESCO and these points are mentioned below:
 Identifying objectives of business – Managers of TESCO focuses on identifying
objectives for which projects are proposed and also help in identifying need of project in
achieving goals.
 Capture ideas – TESCO focuses on capturing ideas within organisation which can be
useful for project and ideas which are effective can be tracked and evaluated for effective
project management (Raouf and Al-Ghamdi, 2019).
 Selecting best projects – Once best ideas are captured, managers of TESCO follows
standard procedure of evaluating and selecting projects that have potential of moving
forward.
 Portfolio feasibility – TESCO managers focuses on making portfolio effective and
balanced as mix of projects cannot be expensive, risky or interdependent. Organisation
managers makes sure that all projects should align with business goals and objectives.

 Manage and monitor portfolio – In any organisation projects evolve as time is changing
rapidly and in that case it is important for TESCO managers to make sure that ongoing
portfolio and new projects should be managed and monitored effectively (Toledo and et.
al., 2021).
Portfolio management help organisation in understanding investments made by
organisation and help in understanding its alignment with business goals and objectives. TESCO
focuses on identifying projects which are of top priority for organisation and put resources in
those projects which can make major impact on organisation productivity and profitability.
Portfolio management help organisation in planning about utilisation of their resources
which depends on type of project included and making portfolio of project more effective by
choosing projects which are important for organisation.
Project Management Office
Project Management Office is explained as department which makes sure that project
management should be effectively done and also and ensures that standard of project should be
maintained. Project management office keeps documentation of projects and governance in
execution of project. TESCO project management office ensures efficiency of project by
effectively analysing conditions under which project is going on and also focuses on analysing
need of resources for successful execution of project. Project management office of TESCO
focuses on facilitating project planning and ensures effective monitoring of mix of project under
portfolio of projects. Project management office act as a central body which coordinates and
manages all projects (Viana and et. al., 2020).
Project Management Office of TESCO have various roles and responsibilities which are
mentioned below:
 Strategic Planning – PMO of organisation involves defining criteria of project and
understanding need of project for organisation and selecting projects which align with
goals and objectives of TESCO.
 Effective Practices – This is explained as implementing best and effective practices for
completion of projects.
 Management of resources – PMO of organisation focuses on allocation of resources
according to priority and make sure that resources which are provided should be utilised
effectively and efficiently.

 Use of tools – Project management office of TESCO focuses on using various tools and
templates to effectively store information of projects which help in analysing progress of
projects and to manage projects effectively (Zhang, Huang and Peng, 2018).Project
Management Office have various functions which are used by TESCO for successful
completion of project:
 Project Management Office roles and responsibilities includes making right decision for
project based on information. It includes developing effective project structure, analysing
and interpreting reviews etc.
 Project Management Office provides information which is beneficial for organisation and
make sure that projects with high priority should be completed effectively.
 They also manage documentation related with projects and manage knowledge related
with organisation.
Project Delivery
Project Delivery is explained as completing the project effectively and efficiently also
achieving desired goals and objectives. Project Delivery depends upon effective strategy and
ensure that goals should be achieved and project should be completed within proposed deadline.
Successful project delivery depends upon effective fundamentals. TESCO focuses on
implementing different fundamentals which contribute in successful project delivery and these
fundamentals are mentioned below:
 In initial stage development of scope statement is important as it help TESCO managers
in identifying deliverables important for project. Effective scope statement should include
objective of project, Milestones, Requirement of resources, Limits and Milestones. These
deliverables help in understanding need of project and making it effective (Aslam, Gao
and Smith, 2021).
 In next step analysis of stakeholder is done understand and evaluate need of people from
proposed project. This is possible that some stakeholder have high influence on project
and some have less influence on project.
 Developing and communicating project plan is important in execution of project as it
help in defining processes which are involved during project management and also define
how to control and execute project.

 Next step which is involved is work breakdown structure which help in breaking project
into small deliverables and help in tracking status of project.
 Tracking issues and risks help in reducing impact and also help in maximizing
productivity and profitability of project by effectively analysing risk and issues related
with project (Ma, Zhang and Li, 2018).
 Project schedule help in analysing schedule of project and help in analysing progress of
project by understanding about project.
Project delivery is dependent on effectiveness of Project Management Office as it help in
analysing and understanding deliverables of project and focuses on monitoring progress of
project by effective evaluation. Project Management Office ensures completion of project by
monitoring process and effectively implementing processes.

This report concludes about project management office and how it help in competing an
project. Project management office role and responsibilities also concluded in this report as it
focuses on monitoring and evaluating progress of project. This report also concludes about
various elements related to project delivery and help in understanding how these elements
