1.1 Project business case
The purpose of the project is to implement smart business system software as well as data
warehouse in terms of Information System to protect confidential information. The system help
Abu Dhabi food control Authority to build a data warehouse which include all information and
needful data. It can integrate, enhance and preserve the key accurate information across the
business organization. It also helps to provide a common data model for all types of data which
count regardless of the data sources and can add on values for business operation and all other
applications. In order to store the information Oracle database connectivity will be used to fetch,
insert and update key data in the database table. Oracle ERP system will be used to access
information stored in the database by running needful queries.
The Minister of State for Food Security released a roadmap for excellence technical
innovation driven food security in the Middle East. In order to improve the food security
performance the Abu Dhabi food control Authority has introduced certain tools and strategic
initiatives. The United Arab Emirates is bidding frequently to become world’s one of the top 10
food secure nations. It is determined that, extensive data are available in Abu Dhabi Food
Control Authority. Based on type and size, theses data can be classified and used in smart reports
so that the authority can take effective decisions for economic and commercial success.

Discrete data are available in the Abu Dhabi Food control Authority. However, managing
large set of data has become a major challenge to the Abu Dhabi Food Control Authority. In
order to resolve this issue the food corporation authority has decided to design and develop an
Information System (IS) and data warehouse. It is identified that implementation of an
Information System and data warehouse will easily resolve all operational and functional
challenges. The Information System and data warehouse or smart reporting system will help the
authority to take effective decisions.
The project roadmap is dependent on some strong pillars such as building as well as food
data strategies, developing professional Research and Development (R&D) Strategies, nutritional
guidelines, regional trading environment and national food waste program that support regional
improvement in the improvement portfolio. The Food Control Authority was established in the
year of 2005 to make sure customer care with quality food delivery. In the year of 2009 the
Farmer’s service centre was established that offer technical agricultural services and technical
advice to the farmers.
1.2 Project selection criteria
This is not mandatory that every project will be successful in any business organization.
In order to implement any project successfully in the business organization it is mandatory for
the project manager and project team members to identify the possible project selection criteria.
Therefore, before selecting any project most of the project leaders consider all contingency that
may come up and use as a yardstick to select the project. The project sponsors are also needed to
get permission from the project manager before selecting the most suitable project for its
competitive advantages and commercial profit. The different project selection methods applied in
this project are as follows:

Cost benefit ratio: This method calculates the ratio of project investment and expected
benefit from the project. It is an effective way of communication that provides easily understable
terms to the project manager and project team members. It calculates the investment done for any
project and the net return value that may generate from the complete investment. A project that
needs $50,000 as their resource allocation cost must complete with an expected return value of
$100,000 after a certain time period.
Economic model: The economic model is referred to as a very simple benefit
measurement model which describes the difference between the invested cost and the possible
revenue generated from it. It gives a cleat representation on quantifiable benefit of a project as
soon as it completed. In other words it gives solid return that is actually expected from a project.
Payback period: The payback period is referred to as measurement technique which
calculates the time that would be required to get the invested value as a return.
Discounted cash flow: The discounted cash flow is referred to as a value that calculates a
return value may be generated after a certain point of time period. The concept helps the project
managers to translate the future earning into present days.
Net present value: The net present value helps to put the entire project development
lifecycle into project earning perspectives.
Among the above mentioned project selection criteria the project manager and project
team members for this project is require to choose the most suitable project select method. For
this project, payback Period is referred to as the most suitable project selection method. The

The objectives for the project are as follows:
 To implement a data warehouse and smart business system in terms of

 To discuss all the extensive data available in all sectors in Abu Dhabi Food
Control Authority and also identify how those data be used for smart reporting
system
 To accomplish the IS implementation and data warehouse design and
development project within estimated timeframe of 125 days and within the
estimated budget of $65,000
1.4 Goals
Abu Dhabi Food Control Authority is facing major challenges due to availability of huge
discrete data in different sectors. Managing these data is becoming very much challenging these
days. The goal of the project is to build data warehouse which include each type of discrete data
and needful information. It has been assumed that, if the data warehouse is successfully
implemented then it would be able to integrate, increase and preserve all key accurate
information across Abu Dhabi Food Control Authority. The warehouse can merge all data from
multiple sources and successfully provide a common data source and add values for effective
operational business applications. The data warehouse can restructure all information that
provides excellent query tools even for complex analytic queries without giving any negative
impact to the Operating System (OS). Deactivated Operating System can also keep the data
history stored.

The goal of the project is to identify the ways through which discrete data available in
different sectors can be used by the Abu Dhabi Food Control Authority into smart reporting. The
smart reporting system needs to be designed in such a way so that it can take effective business
beneficial decisions and prioritization and future shaping. In order to develop the manual
reporting system to a smart one the Abu Dhabi Food Control Authority require to implement
Information System and data warehouse for food security, safety and quality improvement.
1.5 Requirements
After analyzing the business case in details data warehouse or a business Intelligence can
be developed for successful programs. The data warehouse can be developed successfully on
solid business requirements. It helps to demonstrate the solution requirements in business terms.
Some steps are there required to be followed by the project managers of Abu Dhabi Food
Control Authority while developing data house system. The detail steps are as follows:

1.6 Preliminary project scope
Data warehousing business requirement demonstrate the needed solution in the business
terms. It helps to gather and manage all business requirements that include the following steps-

business mission and operation, enterprise goals and objective setting, identification of user
groups, requirements interview, requirement workshops and sizing. The Rapid data warehouse
requirement can include increased productivity, improved solution quality, rapid resultant, longer
development cost and enhanced team work and productivity. The scope of the project is to
develop a data model with database layout, data strategy and roadmaps. The scope of the project
is to identify discrete data sources to gather needful information those are helpful for developing
smart reporting. The system will be used to merge multiple numbers of data from theses sources
to provide one common data model. The design data model can integrate, enhance and preserve
key accurate information throughout the organization. It has been assumed that with successful
design and development of a data warehouse the decision making process of Abu Dhabi Food
Control Authority will be improved and it can also successfully provide data quality analysis
report, dashboard and performance cards.

2.1 Detail Work Breakdown Structure for the project
The Abu Dhabi Food Control Authority established a clear view to evaluate discrete data
those can be used in real field of application. In order to maintain the safety and quality of food,
UAE government body has started keeping their focus on each protection entities. The mission
of UAE is to achieve sustainability for effective improvement of each research activities.
Statistical database collection, research activities and government services are the sectors that are
improving continuously for long term agricultural sustainability and food safety. In order prepare
the database warehouse system/Oracle based ERP system Agile project development lifecycle
should be used by the system developers and project managers. The details of the Work
Breakdown Structure (WBS) and details work packages used are elaborated in the below section:
Project initiation: The project initiation plan stars with problem analysis, project scope
statement development and identification of resources. For this data house development project it
is identified that the Abu Dhabi Food control Authority used to apply manual data management.
Discrete data are available in different sectors of Abu Dhabi food. Though, application of these
data are very essential but due to lack of management and operational processes the Abu Dhabi
Food control Authority failed to use these data while required. After identification f this
problem, the project scope statement is designed. In order to implement the project scope
considering its goals and objectives it becomes necessary for the assigned project manager to
identify and analyze resources in this phase. Basically this project phase initiates the data
warehouse development project.

Project planning: In this phase different project knowledge management areas come
under consideration. The project manager and other associates need to develop risk quality,
procurement, communication, time, cost and schedule management plan in this project
development phase.
Project design and execution: In this phase the project prototype will be designed and
the warehouse will be connected to the Oracle database. This warehouse will be able to store and
manage large set of data. The authorized users and employees of Abu Dhabi Food control
Authority will be able to access those while required regardless of time and budget by running
queries.
Project testing: Whether the project design is successful from the business and
consumers perspectives or not is checked through project testing phases. The three sequential
testing processes will be used for this project are respectively unit testing, integration testing and
user acceptance testing. The user accepting testing will ensure that whether the project will be
beneficial or not.
Project implementation and closure: After successful acceptance testing the project is
finally implemented in this phase. Tough, post project maintenance is a very important activity
should e followed by the project team associates. In this phase the post system maintenance plan
is developed and the project is gets finally closed with stakeholders signoff.

3.1 Development of a Human Resource Plan
In order to manage the human resource for the project there are certain basic steps those
are needed to be followed by the assigned project associates. The Human resource knowledge
area is comprises of four processes in terms of development of human resource plan, acquiring
project team, developing project team and project team management. The process needs to cover
organizational behavior, psychology and human resource theories. The main purpose of the
human resource management team is to motivate and lead their project team members. Every
one of the project associate requires playing respective roles, responsibilities in the project
development plan. Individual’s contribution will help to meet the project goal and objectives.
Activity resource requirements: For each project activity what resource is actually
required identified in this phase. In order to complete theses activities the planning processes are
to be carried out.
Analysis of environmental factor: In this phase the organizational structure, values,
norms and ethics need to be followed by the project associates are elaborated.
Organizational process assets: This particular process deals with different aspects in
terms of resource project plan, social corporate of competencies, organizational guidelines,
policies and procedures.
Development of human resource plan: The human Resource management plan is about
assigning roles and responsibilities to each team members, giving title to them and finally
describing their level of authorities, skills and competency level.

Designing resource histogram: The resource histogram estimates the actual time spent
by each resource. The graph shows the actual schedule spent by an assigned resource for a
particular time phase. In order to detect the problems and fix them at the very early stage of
development the histogram, design is very essential.
Organizational chart and position description: Organizational chart is a hierarchy
which starts with a top sponsor and end with project manager at the extreme lower level
explaining regarding the project details.
Design of RACI chart/ RACI matrix: The RACI matrix, also known as responsibility
assignment matrix identified the responsibility assigned for each project associates at each
activity.
Organizational theory: The assigned project manager should ensure that each project
team members are following the norms and regulations complete professionally.
3.2 Development of Quality plan
In order to deliver a quality project to clients, the project manager should gather input
information in terms of scope statement, stakeholder management, risk register and project
implementation schedule. The scope statement defines the project boundaries, project
assumptions and project deliverables. The products scope identifies the function and features of
the Information System. The project manager should develop a risk register to identify the
potential risks, their possibilities, impact and respective mitigation strategies. In order to
accomplish the project within estimated timeline and budget the project manager must develop a
timeframe also.

Data analysis: Each data collected for successful implementation of the (IS) project data
analysis is very essential. As soon as input information is received by planning team they must

Setting quality matrix: The Abu Dhabi Food Corporation Authority should develop a
quality matrix plan where the team requires selecting the service details they are going to deliver
to the clients. In order to assure project quality and control activities quality matrix must be
prepared.
Design of the improvement plan: This is the final step of developing a quality
management plan. This improvement plan used to analyze the performance quality, product
values, project boundaries, process matrices and objectives. The designed document is required
to be approved by project manager.

3.5 Procurement plan
The procurement plan developed for this specific project is comprises of five different
phases such as specification, selection, contracting, control and measurement. The aim of Abu
Dhabi Food control Authority is to use the discrete data available in different departments and
use them successfully to make the reporting format smarter to allow the sponsors make easy

decision making. In order to convert the manual discrete data management system of Abu Dhabi
Food control Authority, to an automated one the phases to be followed to develop the
procurement plan are as follows:
Initial plan the procurement: In order to design, develop and approve the procurement
items the marketing and management department needs to communicate with the project
manager. The marketing and management department needs to specify all approved items to
their external vendors. This allows the project planners to determine if the expectations are found
to be completely realistic. In this phase the procurement objectives will be identified with a detail
scope statement,
Scope of the procurement: In this phase, the project the assigned project manager of
Abu Dhabi Food Control Authority data warehousing project needs to determine whether the
services to be purchased are subject to coordinated procurement arrangements those must be
used. The value of procurement needs to be estimated with a details market research.
Selection of suppliers: In this phase accurate project suppliers and vendors should be
selected. In act if t is found that, bidding is needed then, bidding processes are needed to be
specified counting minimum bidding numbers. In this phase the term that needs to be considered
before the implementation of the project is identified. It helps to check that whether the preferred
vendors are nominated by the project manager for implementing the data warehouse system or
not.
Bidding and acceptance: In this phase the procurement department issues a proposal as
a proposal that is also known as Request for Proposal (RFP) which details the project scope,
objectives and actual needs. The response of the suppliers for the proposals will help to provide

the details of cost, time and schedule details related to the project. It is the responsibility of the
project manager and project team members to develop a procurement management plan to
implement the Oracle based ERP system successfully within assumed timeline and budget as
