Executive summary
In this report it has been described about a development of IT centre in city of Sydney. Also, the
project charter of this is discussed in which scope, aim and objectives, constraints, assumptions,
etc which can occur within project has been explained. Moreover, waterfall methodology is been
used in this. Along with it, scope statement and risk register of project bas been discussed that
contains certain risks which can occur. At last budget required is described as well.

INTRODUCTION
For every project it is required to do proper planning and execution so that it is completed on
time. Basically, there are 4 stages in project execution plan of project that are developing project
charter, WBS, planning and execution. It enables manager to organize activity and task in
effective way. It is important to select methodology so that accordingly task are assigned.
Furthermore, the goals and objectives must be formed as per scope of project. However, on basis
of objectives other things are evaluated (Pimchangthong,. and Boonjing, 2017)
In this report it will be described about project charter of IT project and its various elements such
as scope, assumption, constraints, etc along with it, the planning methodology to be used in
project will be explained. Moreover, risk register and deliverables of IT project will be
mentioned.
Stage 1- Project charter
In present project it is the first stage which is executed. In this main purpose is to form goals and
objectives of project, mention its scope, etc Also, entire description of project is done in it so that
it gives brief description about what project is all about. Moreover, the assumption as well as
constraints are identified which can impact of achieving goals of project. Thus, on basis of it
manager do further planning. Likewise, for IT project its project charter is as below
Identify scope of project
The scope of project refer to planning and determining project goals, deliverables, features,
deadline, etc Moreover, it helps in giving insight about what needs to be done and how to deliver
project. In this it is also identified that how to communicate with stakeholders to determine their
needs. Here, scope of IT centre is stakeholders such as government, IT companies, investor, etc
will be communicated. In in various activities will be performed by manager, member, investor
etc the features of centre is it includes high tech IT tool to provide support services for 5 years.
The budget is $40 million with an additional of $25 million for IT tool. The deliverable is large
advance IT centre equipped with advance tools and equipment. Also, time to complete project is
1 year (Jiang, Klein, and Fernandez, 2018).
Aims and objectives
It is most important element in project charter as it includes forming of goals and objectives. The
entire success or failure of project depends on it. If goals are not formed properly then it can
result in failure of project. Therefore, in IT centre development its objectives are defined below

Project description
Here, entire description of project is defined that makes it easy for manager to do planning. It
describe what project is all about, why it has been undertaken, who are the stakeholders involved
in it and many other things (Whyte, Stasis, and Lindkvist, 2016). In this each and every detail is
described in brief. Similarly, a project is undertaken to develop and construct a new IT centre in
Sydney. It has to be constructed on land that is owned by client. The total budget including value
of land is $40 million. Along with it, in project the latest and high tech IT software and
application will be installed. For that, client is having budget of $25 million. So, IT centre will be
completing advance infrastructure. Thus, the main purpose of developing centre is to provide
support to IT services with help of more advanced tools and equipment. Besides that, the centre
is developed to fulfill IT need for next 5 years.

Requirements
In order to construct and develop a new and advanced IT centre in Sydney there are many
requirements which is needed for this. First of all, a land is required on which the centre is to be
constructed. Then, it requires raw material for construction such as cement, bricks, etc The
machine and trucks are required for bringing raw materials to site. Furthermore, another essential
requirement is labor who will perform activities of construction (Kasemsap, 2018)
Constraints
For every project there are certain constraints which are barrier or restrictions. It can highly
impact on project completion or its quality. Thus, it is necessary of manager to identify those
constraints so that its impact can be minimize. Usually, time, cost and scope are 3 basic
constraints in it. Likewise, in IT centre project these all are constraints. Here, project has to be

completed within allocated budget of $40 million otherwise any rise in cost will affect on its
completion. In addition to it, IT centre should be constructed within specified deadline. Any
delay in its completion will led to rise in budget. Also, scope is constraint in it. The quality of IT
centre and tools and equipment installed in it should not be affected. They must be high tech and
advance (Eftekhari,. and Valmohammadi, 2017).
Assumption
In project management, assumption are anticipated event which can occur during project. If
occurred it can highly impact of project. Generally, they are used by manager in preparing risk
management. In similar way, in development of IT centre there are several assumption which can
occur. They are as follows
The labor will be easily available during summer season.
The raw material are not delivered on time and its quality is poor as well.
For installation of IT tool and equipment within centre they do not possess high and advance
skills and knowledge.
The resources required in it are not available on time.
Construction of IT centre is completed within budget allocation.
Team members of undertaking this project possess required skills.
There is strong relations with all stakeholders and their needs are identified properly.
Planning methodology
It is necessary to select specific methodology in project. It enables in systematic completion of
project. The methodology is framework of process or practice of tasks. There are various
methods available but its selection depends on project nature and type. So, they are mentioned as
Waterfall- this method will be used in current project as it will help in proper planning in this
project will be broken down into small stages. Thus, each stage must be completed before
proceeding to next one. It will prevent in over lapping of stage. Besides, there are many steps in
it that is requirement analysis, design, implementation etc this method can be used in installing
of IT devices within centre as well (Marchewka, 2016)

The stakeholders that will be communicated to identify need of project are government,
IT companies, investor, etc the features of centre is it includes high tech IT tool to provide

support services for 5 years. The budget is $40 million with an additional of $25 million
for IT tool. The deliverable is large advance IT centre equipped with advance tools and
equipment. Also, time to complete project is 1 year.

New IT technology for giving support and fulfill need of IT services.
Justification of project
This project is taken as it will help in providing better and effective support to IT services
in Sydney. Also, by completing it in effective time a new benchmark can be set.
Moreover, in future there is a lot of growth in IT sector. Thus, more project can be
undertaken. It will help in earning huge revenue from it (Varajão, Magalhães, and
Ramos,., 2018).

In a project there may occur various types of risk which can highly impact on its completion. The
type of risk depends in project nature and its type. So, it is necessary for project manager to
identify those risk and take appropriate measures to mitigate its impact. Thus, risk register is tool
to determine risk in project. It consists of level of risk, mitigation measure, etc. With the help of
risk register it becomes easy for project manager to identify types and level of risk and
accordingly take measures in it. So, in development of IT Centre the risk register is as
(Kasemsap,., 2018).
