2PROJECT MANAGEMENT 1. Introduction The project is based on the development and installation of a new wind turbine in order to develop the community energy scheme that has been initiated by the national government. As a part of the scheme, energy will be produced by the communities rather than purchasing the same from external sources. Since other sources of energy are very expensive and hard to main, the chosen medium of energy generation is wind energy. Not only the cost of generation is very low but also the energy production is environment friendly and will not have any negative impact on the surrounding environment. In this report, a basic project plan has been developed for the wind turbine installation project based on the community energy scheme using different project management tools and techniques. 2. Project Context Few years ago, a community energy scheme was planned and approved for various localities in the country in which, energy will be produced by the resident communities at cheaper rates to fulfill their own electricity demands as well as supply the additional energy to the national energy fund. In addition to reduced production cost, another major focus of this scheme is to protect the environment and promote the generation of clean and green energy. As per the scheme, it has been proposed that wind turbines will be constructed and installed in the localities as there is no pollution involved with the energy generation. The turbines will utilize the wind energy for the generation of power that will be distributed to the various households and commercial centers.
3PROJECT MANAGEMENT 3. Rationale for Proposed Plan and Choice of Methods The proposed plan of the project involves the development and installation of a wind turbine on a selected piece of land. The actual installation is set to consume about 5 to 6 months and the preset budget for the project is£600K. Now considering the overall scope and budget for the project, it may seem to be very expensive and not worth all the effort for the community. However, the government is funding for the project and moreover, after the installation of the wind turbine is complete, the energy generation costs will be very low and there will be minimal requirements for maintenance of the wind turbine. Furthermore, there are very low chances of accidents from the wind turbines unlike other energy generation plants like nuclear plans, thermal plants and others. Hence, the project is feasible and rational for the community if it is well funded and supervised by the best experts in order to develop high quality outcome for the project. There are several project management tools and methods that are used by project managers to develop an appropriate project plan. For the purpose of this project, the tools and methods selected include – PESTLE analysis, work breakdown structure, Gantt chart, risk analysis, RACI matrix and the stakeholder management strategy. 4. Application of Project Management Tools and Techniques in the Project 4.1 PESTLE Analysis for the Given Case The PESTLE analysis for the project is conducted as follows. Political– The local government may not approve the project due to various technical and non-technical factors associated with the project.

Hence, the project has favorable economic factors. Social– The people in the community will receive electricity at very low costs after the wind turbine starts functioning and hence, they will favor the project. Technological– The project is not affected much by technological factors. The project only requires updated technical setup for the power control room and the electrical circuits. Legal– This is a government approved community scheme project and is unlikely to be affected by legal factors. Environmental– Although the energy is green and clean, the construction of the wind turbine can significantly harm the environment in a negative way.
