INTRODUCTION
Healthcare is premises that provide their quality services to the patient to get over from their
health issues. In this process, it is essential to deliver quality service and ensure about safety of
their patient within healthcare premises. It is necessary to deliver quality care and safety to the
patient with disabilities in healthcare. This can allow to help and support people with disabilities
to perform various activities and help to achieve the goal with effective health improvement. It is
necessary to monitor the quality of care my health care professional that there should not be any
type of neglect while delivering quality services to the patient with a disability. Patients with a
disability require a high level of care and safety from any risk of hazard. For this, there is a need
to provide person-centered care for the quality of services delivery with ensuring safety. Various
factors can emergence to quality and safety within healthcare. In this report, there is a discussion
about accreditation programs and health care standards. There is also discussion about the
evaluation of risk management strategy along with processes to identify and minimize potential
risk. It also has to promote ethical quality and safe patient care in digitally supported healthcare.
There is also a discussion about some new strategies that can improve health outcomes as well as
using a person-centered care approach (Wilson & et. al., (2017)).

Quality and safety system
A quality and safety system is integrated with governance processes that allow the
organization to improve and manage the quality and safety of health care for the effective
improvement of the patient. This includes the emergence of the quality and safety movement,
integrated government system, the consumer movement, globalization and risk and quality
management.
The emergence of the quality and safety moments
The quality improvement movement can be traced back to the 19th century which
incorporated the importance of handwashing within medical care. It started between the late
1980 and early 2000 where U.S. government has established a significant number of national
agencies along with programs that are dedicated to improving the quality of healthcare.
Previously, it was known as an agency for healthcare policy and research which is presently
known as Agency for Healthcare Research and Quality (AHRQ). Through the emergence of

quality and safety moments help to provide a better quality of care and safety to the patient with
a disability. It was effective and allows disabled people to get better safety at the healthcare
premises (Wilson & et. al., (2017)). This quality and safety movement provides a huge change
within healthcare for improving quality for delivering services that help to save a large number
of the patient from death. This creates a huge change in the death ratio due to decreasing the risk
of neglect and improving safety to the patient that providing a better outcome in individual
safety.
Consumer movement, globalization
The consumer movement aims to secure consumer interest against every type of unfair
trade practice. This includes nonprofit advocacy groups along with grassroots activism that
promotes consumer interest to reform their practices of government policies. This was effective
and help the patient to get better safety through using this moment benefit within healthcare.
People with disabilities get high benefits where they get safety practices according to their
choice. This helps them to take care of themself and ensure safety within healthcare. This
consumer moment was highly effective and used globally due to the globalization of this
moment. This creates a huge impact within the globe and every patient especially disabled
people get high to benefit from this moment and feel safe in healthcare through securing their
interest against unfair trade practices. This moment empower patient especially disable patient to
ensure about the safety (Loxton & et. al., (2020)).
Integrated governance systems
This refers to the process, behavior and system within a healthcare organization that helps
to direct control and lead various functions within the organization. This also helps to achieve
organizational objectives, quality and safety of services that are related to the patient. This is the
government system which can be helpful for the patient with disability to get safety and quality
of services. Due to this integrated governance, this can focus on organizational function for
delivering quality services to their patient. This can improve quality service and ensure better
delivery of services that improve patient health. Integrated governance also gets effective due to
improvement in the quality of services that is related to the patient for improving their health.
This can also help the organization to achieve its organizational objective and increase brand
value. This also helps healthcare organization to focus on the quality of services along with

safety in healthcare for improving quality services along with improving patient health especially
patient with a disability (Beardsmore & McSherry (2017)).
Risk and quality management
Quality risk management refers to a business process, culture set of leadership and
technology capability within the organization which establishes a collaborative approach for
identifying, operational, mitigating product, quantifying, supply chain risk and supplier that can
impact quality while delivering health care services to the patient. This is the system used in
healthcare that should ensure the quality of services delivered to the patient for improving their
health. Through monitoring the quality of healthcare services can help risk and quality
management to ensure the safety of patient health and improve the quality of services where
required. This is highly effective and associated with improving quality in some specific areas
where it is required and delivering the best of the services to provide better health improvement
to their patient. This risk and quality management can be highly beneficial for patients with a
disability because they require better care and management to cope with the situation within
healthcare. This can help to ensure that they are safe while getting quality services within
healthcare (Leach & et. al., (2019)).
Best practices for a quality and safe workplace
To implement proper quality and safety at the workplace in a healthcare setting, it is
essential to implement best practices. These best practices can be highly helpful and can perform
through following standards or guidelines. The standard and guidelines are made to perform best
practices at the workplace for delivering quality services that also include safety. Some of the
best practices for the quality and safe workplace within healthcare includes clinical or digital
guideline or data standard. It also includes integrated records, electronic health records, clinical
workflows accountability and performance development, clinical workforce roles along training
programs that include digital health education (León‐Arce & et. al., (2021)).
Clinical/digital guideline/Pathways/data standard
To implement best practices for high quality and safe workplace, a healthcare
professional must follow clinical or digital guidelines which have a standard procedure that can
help to deliver the quality of services. There is a various clinical guideline that provides the
pathway through following standard procedure. This enables the healthcare professional to
deliver the quality of services to the patient for their better health improvement. Patients with a

disability can get a high level of benefit through following clinical guidelines by a healthcare
professional. This may help disabled people to access effective health care services that can
allow them to receive the quality of services without any discrimination and enable them with
better health improvement. Clinical guidelines can be effective and have every processor
perform any activity or delivery of services by following clinical guidelines. Healthcare

While implementing best practices, it is essential to maintain the record of every activity
of the patient. It also includes all receive treatment and medication of the patient that enables
healthcare professionals to interpret and evaluate the improvement of patient health while
delivering integrated services. It is also essential to make a record of this because it can help
healthcare professionals in the future to get information about the patient's health history. This
can be effective and helpful to deliver proper healthcare services when the patient is not able to
share his medical history during receiving health care services. This improves the quality of
service in healthcare. Electronic health records can be highly effective and can be assessed by an
authorized health care professional at any time. This can be highly beneficial for the patient and
health care professional because the patient can go to any healthcare premises and there is no
need to worry about medical history. Due to electronic health records, healthcare professionals
can easily access the medical history of the patient from any healthcare setting. This can be
effective for quality delivery of services to the patient and provide better safety from any
misinterpretation of patient health. Through using integrated records and electronic health

The clinical workforce- accountability
To implement best practices for quality and safety in the workforce, it is essential to
follow the clinical workforce which includes accountability. In healthcare, accountability refers
to the heart of the clinical governance where healthcare professionals drive for improving quality
of care and they should also ensure about showing that they are improving. This accountability
helps to continuous improvement and delivery of healthcare services and also improves doctor

and patient trust and reduces resource misuse. This help healthcare organization to deliver better
quality of care to the patient for better health improvement. Clinical workforce accountability
plays an important role to ensure the delivery quality of services to a patient that can help the
regulatory body to understand the delivered quality of services to the patient and ensure
appropriate services are delivered to the patient. Due to a lack of accountability, there is a risk of
significant damage to the organization. To deliver quality services, people with disabilities can
get high benefits to receive quality care and safety due to the process of accountability in a

Performance development clinical workforce rolls along with training program that
includes digital health
For delivering quality services and focusing on safety, the healthcare professional must
get proper training. They should involve in a training program that enables them to learn new
techniques and strategies for delivering quality services. This can be highly beneficial for
performance development for the healthcare professional and improve the clinical workforce by
understanding their role through the training program. Digital health education is an online
platform that provides training to health care professionals and enables them to deliver the
quality of services and perform best practices to deliver quality and safety to the patient (Kilgore
& et. al., (2017)).
A person-centered approach to quality and safety
People with a disability require person center approach for their better safety and support.
In this, people with a disability are required to perform various activities that they are not able to
perform themself without support or help. Here, through a person-centered approach healthcare
professionals can deliver care and support to the patient with disability to perform various
activities in daily life. This is effective and improves quality and safety for the patient. This
includes incident management, complaint management, patient rights and ethical care along with
promoting participation in the partnership with the patient (Kadimo & et. al., (2018)).
Incident management
In healthcare, incident management refers to a process for collecting data analyzing and
reporting it and get learning from any incident to improve their quality of services and safety for
the patient. It also provides a tool to track healthcare grievances or complaints by analyzing
outcomes. In this, incident management healthcare professionals can collect data that can be

highly useful and can provide information about the incident. Analyzing the collected data can
help to interpret as information. This information should be reported and healthcare professionals
should learn from their experience of any incident that enables them to act accordingly and focus
on patient safety and service quality. A person-centered care approach can be effective to collect
the data related to any incident and able to interpret and manage effectively that can provide
quality of services and safety to the patient.
Complaint management
When an incident is reported by a healthcare professional or patient itself, in such a
condition complaint should be registered by the healthcare administration. This complaint should
be analyzed and resolved at the point to minimize the risk of any further incident. Through
person-centered approach people with disabilities can get better safety and quality of care that
can enable them to receive better health improvement. When there is an issue with a person-
centered approach then the person with a disability can complain to the management in a
healthcare setting. Through this, lack of service quality can come in front of healthcare and this
can be resolved by the healthcare professionals to prevent any risk or harm to the patient and
provide better safety best quality.
Patient rights and ethical care
While receiving person-centered approach people with disabilities have also some rights.
These rights may include consent, choice of services, the choice to receive healthcare treatment
and others. There should not be any type of force on the patient to receive any services patient
has the right to refuse to get treatment. For the delivery of quality services and safety, it is
essential to follow the ethical principle of care. In this, ethical care should be provided to the
patient and there should not be any type of misconduct with the patient that can impact their
health negatively and compromise with their safety (Schönberger (2019)). The patient has the
right to receive health care services and ethical care should be provided that can minimize the
risk of harm for the patient with a disability. This also ensures the proper safety for better health
improvement.
Promoting participation and partnership with the patient
In a person-centered care approach, it is essential to promote the participation of patients
and healthcare professionals. this can enable both of them to receive and deliver the quality of

services. This can also provide proper safety and quality services for improving patient health
(Ming & et. al., (2018)).
CONCLUSION
From the above discussion, it can be concluded that quality and safety in health care are
essential. This enables the patient to receive better health treatment and care for their health. In
this report, there is a discussion about the emergence of quality and safety moments along with
integrated governance system, risk and quality management, clinical and digital guidelines. It
also includes best practices where the integrated record, electronic health record have an
essential role through accountability. It enables healthcare professionals to perform best practices
and thorough training programs. There is performance development within a healthcare

incident management, complaint management, patient rights and ethical care. It also includes
