Introduction
Project management is an approach which is utilized for managing a diverse
categorised projects (Ashokkumar, 2014). By using this approach, the projects are handled
through a number of steps including planning as well as executing or monitoring and
controlling, after that closing phase. Before initiating the project, it requires to create the
planning phase so that the project can execute within a proper way. The main intention of
project management is to finish the project as per the consumer’s requirements. Each of the
project has an exact objectives, and depending on it, it needs to make the project scope so that
the project can finish within the assigned deadline as well as budget. But maintaining all
those things, it has to check the project quality in the execution duration. However, the
quality management is considered as the approach by which the quality of the project is
properly maintained or managed (Chen & Luo, 2014). Both of these quality management and
also project management are complementary with each other. However, both of them are
responsible for ensuring the customer satisfaction. The determination of the project quality
management is to meet the project requirements as compared with the originality. Depending
on this approach, in this report, it has to mention how the quality management affects during
the entire project (Corona-Suárez et al., 2014). Here, the report has to follow the case study of
Elizabeth Quay which depicts the construction of the island near the waterfront precinct.
Project context
During the nineteenth century, at the timing of the establishment of Perth, there
existed a waterfront considering the centre of the transportation as well as trade. But in the
time of the twentieth century, due to such developments including water parkland and up
gradation of road network, the separation between the river and city occurred (Altayeb &
Alhasanat, 2014). Till at the present timing, there are only a few number of buildings on that

river for unsustainable irrigating for the parkland. But, the main motive of Perth is to connect
the city with the Swan River. In this case, the Elizabeth Quay waterfront helps to make the
linkage between the chentral Perth with the Swan River. For making the connection between
them, it requires to construct an island by excavating the land. To make the island, it is
planted so many indigenous species for encouraging the wild life (Leong et al., 2014). Within
this island, there made a children playground or another venue for conducting any event or
any performances. The making of the island was with stone revetment and also designed with
the sand ramp for the small entertaining crafts as well as wild swans. Within the island, there
needs to make water treatment capability by which it is easy to measure the preservation of
the water quality (Ma et al., 2018). This island is also made in such a way so that the festivals
as well as any celebrations or another performances or sports like volleyball take place. Not
only are these things exist within this island, but also there happens a facility for eating as
well as drinking. Moreover, there also happens a public art or light installation which helps to
illuminate the inlet side. Also, a BHP Billiton water park exists in this island which was
inspired by the dry lakes of Western Australia. All of these things are executed depending on
the social climate of the Perth. But during the commencing of this project, a set of quality
issues detect (AlMaian et al., 2015). In this case, the project did not follow properly the
quality management approach and that’s why the project has confronted the quality issues
and in this scenario, it requires to mitigate the quality issues for obtaining the originality of
the projects.
Project quality management
The project quality management is acknowledged as the process by which the project
quality is managed or maintained throughout the entire project. This quality management
involves into the project for giving it perfection (Goetsch & Davis, 2014). Moreover, the
project management and quality management both of them are complementary with each

other because the target of both of them is to obtain the customers’ satisfaction as per their
needs. Depending on this approach, the project quality leads to satisfy the customers’
requirements. The actual objective of the project quality management is to meet the project
necessities as compared with the originality. On other hand, this quality management is
accountable for fulfulling the stakeholders’ requirements also (Acıkara et al., 2017). The
meeting or the exceeding the requirements, are not considered as the part of the project
quality management. Depending on the PMBOK guidance, the project quality is measured as
degree whose tendency is to fulfil the requirements. In this case, the project manager as well
as project team both are liable for maintaining the project quality.
To achieve the proper quality management within the project, it requires to follow the
major steps of the project quality management. The quality management conducts through
three steps including planning, quality assurance and also quality control.
Quality management based planning – This planning stage includes the identification of the
requirements as well as standards of the quality for entire project or project based product.
During this phase, it should be cleared for all the stakeholders to know about the project
quality as well as project activities (Gulghane & Khandve, 2015). However, the project
stakeholders should be responsible for the assigned project activities.
Quality assurance – This quality assurance includes the auditing of the quality requirements
as well as quality control for confirming the exact quality standards are utilized. During the
implementation timing, when the project standards or project goals are not achieved,
therefore in those timing, it requires to take the corrective actions for fixing the quality issues.
Quality control – Through this step, it monitors then project progress and keeps the recording
of the project results so that the project issues can be detected for assessing the smoothing

Fundamentally, the project quality management requires to check such factors
existing within this project management. The quality is key definition for clarifying the
project by such factors. Validation, verification as well as precision, accuracy and also
tolerance. According to validation, it requires to provide the proper assurance that the product
achieves the requirements. In case of verification, it involves to make an agreement for
achieving the project requirements (Serpella et al., 2014). The precision defines that the
project has to make exact as per the requirements. On other hand, by using the project
quality, it requires to accurate the project value by measurement. The quality management
also leads the acceptable project results by maintaining the project quality.
Project quality issues
During the running time of this construction project in island, the project has faced
lots of quality issues including little quality based materials, nonexistence of supervision, lack
of involving of quality system, absence of project auditing, poor quality actions, absence of
drawing and also design complexity.
Low quality based materials – During this construction project, it should concern about the
materials because the project materials should be high quality. However, the low quality of
materials may decrease the longevity of the project (Czajkowska & Kadłubek, 2015). Apart
from that, the low quality based materials may cause the quality issues for this project like
leakages or cracks on concrete or loss of other functioning structures. For that, it may
introduce the increment of cost because of repairing purpose of this project.
Lack of supervision – For supervising the entire project, the contractor or supervisor is
accountable to make the proper project quality plan. The project manager is an indispensable

person for this project (Demirkesen & Ozorhon, 2017). However, he can ensure that the
project may finish within the deadline along with the project quality or not. Moreover, due to
the poor supervision, the project team members or stakeholders do not work properly within
this project. Thus, the poor supervision is another important factors for rising quality issues.
Lack of involving of quality system – During the constructing time, if there is no quality
system for maintaining the project quality, therefore it reflects on the project in a negative
way. However, the lack of the quality system can introduce the financial losses within this
project. Thus, to obtain the proper quality within the project, it requires to make the exact
quality plan.
Absence of project auditing – For checking the quality issues, it requires to initiate the
project auditing. However, the project auditing is a significant step in this construction
project. The auditing involves to provide the confirmation of the project success (Rosenfeld,
2014). Within the auditing, it includes the quality audits as well as pre selection based audits
and also project internal audits. This process helps for monitoring the project performance in
order to confirm that the execution of the project maintains a right way for reaching at the
success point of the project. This island project has confronted the issue regarding the poor
auditing as quality issue.
Poor quality procedures – To maintain the project quality, it requires to upgrade the quality
procedures within the project. For any kind of construction project, it requires to follow

needs to execute successfully. However, this drawing creates the structure for the
construction project. In this project, the project designers do not provide the proper
concentration on the making of drawing of this construction project. Also, during the
operation of construction project, if the specifications are not properly mentioned therefore it
creates the quality issues for this construction project.
Design complexity – Another quality issues that may be detected in this project is related
with the design complexity. The project architects as well as project designers are unable to
make proper designing for this construction project and that’s why the project may face lots
of quality issues (Heravi & Jafari, 2014). However, the complex designs may occur the
project quality issues.
Quality management tools and techniques
For maintaining the project quality, it requires to follow the quality management tools
and techniques. According to the quality management, there are a various number of quality
measurement based tools and techniques by which the project quality may be checked
(Erande & Pimplikar, 2016). The quality checking tools are given in below:
 Flow chart – It is considered as the graphical demonstration of the workflow of the
project. This diagram helps to define the project steps by using various graphical
symbols connecting with a number of paths and in this way, it presents the direction
of the project workflow (Al-Sabek, 2015). By using this diagram, it helps to
understand the steps of the project.
 Pareto diagram – It is a particular kind of vertical diagram which helps for dividing
the projects activities as per the probability. Depending on frequency, the

categorisation of the project activities occur. But this kind of diagram is most suitable
for software based projects.
 Histogram – This kind of diagram depicts the statistical condition of the project
members in accordance with a number of measurements (Kraft & Molenaar, 2014).
This diagram helps to define the quality is maintained by the project team within the
project. Generally, to measure the working quality of the human resource within the
project, this type of diagram is most suitable.
 Cause and effect diagram – The cause effect diagram is sometimes recognised as the
fishbone diagram. By using this diagram, the entire project activities are divided into
multiple categories including integrating of the problems as well as testing of
problems and also developments of problems. Through the duration of integrating the
problems, it may occur the requirements related problems that’s why the quality
issues may arrive (Kozlovska et al., 2016). After that, it requires to analyse the
problems for testing purpose. After completing the testing, it requires to design the
problems and provide the training as per needed.
 Scatter diagram – This diagram is also known as correlation diagram which is
presented by two axes including X axis and also Y axis. Within this diagram, the
correlation of this diagram generally depends on a particular rule which depicts that Y
axis is dependable on X axis but on the other side, the X axis is not dependable on Y
axis (Jung et al., 2016).
Resolving ideas for quality issues
But according to this case scenario, this project has faced lots of quality issues. If the
project faces quality issues, therefore it cannot achieve the project as successful project.
However, it is not only the responsibility for the project supervisor to finish the project inside
the allocated timing as well as cost but also there exists a responsibility of the project

manager to provide the project by maintaining proper quality standards (Keshk et al., 2018).
For executing the construction based projects, there are some of the quality related standards
available within the quality management. Not only the standards, but also the tools or
techniques are available for maintaining the project quality.
This case study describes a project of making island and also within the islands, there
need to construct a park for children as well as some of the entertaining crafts or water
treatment facility and also playing ground. Moreover, there also occurs a destination for
eating as well as drinking (Alias et al., 2014). But during the constructing time, the project
have confronted some of the quality issues which need to mitigate in an emergency way. In
that case, the quality management based tools and techniques are utilized for recovering the
project from the quality issues. The fishbone diagram is most effective for this purpose of
mitigating quality issues.
According to analysis, this fishbone diagram creates in the team meeting timing and
each of the project team members have to involve to draw this fishbone diagram. The making
of the fishbone diagram follows such steps including:
