INTRODUCTION Regional planning refers to as planning for efficient placement of the land use activities and infrastructure and organizing and settling large areas of land for an individual or city and town. The assignment starts with identifying key issues like regional and metropolitan planning framework of EU in week 5 and different issues emerging from regional housing in week 7. Furtheritwilldiscusscurrentexamplediscussedinthemedia(Jensen,Mandevilleand Karunaratne, 2017). At last a critical analysis of the problem and key ideas and discussions developed in the discussions. MAIN BODY Week 6 Key issues The main issues highlighted in this week creation of Turin Metro Area which focused on shift from a company town to a metropolitan area. This measure was taken in order to recover the old industrial zones and poor and neglect urban areas. For managing this the the government of European Union has created many organizations which are accountable for starting new economicdevelopmentprocessintheabsenceofgovernmentlikeTurinInternational Association, Torino Wireless and many others (Damborg, Danson and Halkier, 2017). For developing the area it has started strategic planning in three phases. In first it has to adapt an integrated strategic plan for year 2000- 2005. in the second stage from 2006- 2015 it has developedknowledgeforfuture.Andinthirdstagethatis2015-2025whichaimsat transforming Turin into a city of opportunity to handle issues like investment, global economic restructuring, reduced public spendings and many other related issues. Current example The current examples of EU intervention recovery of disused sites, renewal of distressed areas like Mirafiori Nord, some measures against long term employment and many others. This strategy also led to economic development and access to employment opportunities. It is because of the reason that this project created many job opportunities for the local people residing at the nearby place of the project (Lichfield, Kettle and Whitbread, 2016). Also this leads to economic development of the country because more job opportunities leads to addition in the economic output of the country which is beneficial for the country. This also led to recovery of disused sites which earlier were not in use. But this also worked on renewal of the distressed areas of the 1
European Union as it focused on reviving and developing the underdeveloped areas of the country. Critical analysis This project is a success because of the reason that it increased the power of the area and helped the economy in growing and developing. The EU body promoted different ideas like regional balanced development, territorial cohesion and many other related ideas. Territorial cohesion is the objective of EU wherein the main focus is on strengthening and improving the social and economic cohesion by way of reduction in the disparity between different regions in EU (An introduction to EU Cohesion Policy,2014). This difference can be reduced by way of balanced regional development. The regional balanced development refers to providing for equal development in all the regions within a country. The main focus is on developing all the regions forming part of the country in accordance with the capacity of each region that is how much development is required by a particular region so that it benefits the overall economy of the country. Week 7 Key issues The major issue identified in the lecture was regional housing. Development of any nation depends on the housing arrangement which are done within the country or the area. It is a major issue because of the reason that if there is no regional development then there may arise differences between the development of one country as compared to another country or region. If there are not suitable housing then it contribute to disadvantage for the country as people will not have place to live and continue their life. Therefore, for having a better and successful regional housing it is very necessary that the regional planning done for creating regional housing is appropriate and effective. Regional planning refers to as a concept which deals with analysing the area of development where houses can be made and which contributes in the development of the country as a whole. It leadsto development of country because if there will be more housing then more people will have place to live and for work which will contributed to the government of country. Another issue identified is that the emergence of regional planning is triggered by the impactofrapidurbanindustrialization.Industrializationreferstoastransformationof agricultural land in to the manufacturing units (Galler, Albert and von Haaren, 2016). The affordability can be measured with help of four different parameters that is relative, subjective, residual income based and budget standard based. Relative affordability means relation between cost of house and income of the person and forms the price/ wage ratio. Subjective affordability refers to as the market efficiency of the house and the decision taken by the person. The another measure residual income approach states that housing cost is one of the largest and not the flexible cost which affect the residual income of the person. It is less flexible because of the reason that this cost is fixed even if the income of the person is low then also it has to pay this cost (The Conversation,2019). Critical analysis Australia is having smaller states and is a less populous country which is dominated by a single capital city. But the country has a single tired structure of urban governance which is split between the state government and the mosaic of local authorities. And because of this it needs to pay attention to regional planning. Earlier the planning was limited to only small things like highway system, railroads, canals and similar things. But because of rapid urban industrialization there emerged a need of regional planning for regional housing. For this federal government initiated several programs which are aimed at development of special agencies and programs for housing and many other related things. 3
CONCLUSION With the above discussion it is concluded that regional planning is very necessary for better regional housing and development of the country. The present assignment identified some of the issues in regional planning such as regional housing and another issue is that emergence of regional planning is triggered by the impact of rapid urban industrialization. Further it discussed some current examples relating to the issue like regional housing affordability and many other types. At last it critically analysed the whole issues. 4
