The research study assesses the importance of human resources and strategies development in South Africa and Setas using a qualitative research approach. The researcher aims to generate new insights and actively engage participants throughout the process. The study adopts a constructivist worldview and proposes a grounded theory research methodology. The research contextualizes the topic through literature review and examines relevant theories and disciplines. Non-probability sampling technique, specifically purposive sampling, is used for data collection and analysis. The planning of qualitative research differs from quantitative research, with a focus on understanding rather than measurement.
