that you have some knowledge about and, preferably, are interested in, that you will be able
to write an assignment of not more than ten pages on. You must cover the following in your
research plan:
Problem Statement
The topic of research is to assess the importance of Human resources and Strategies
Development in South Africa and Seta’s. The Human resources and Strategies Development
is very important to support the financial progress and development programmes (Collis and
Hussey, 2013). The human resource development strategies are significant to establish the
sound foundation for proper application of human resource development of the nation. The
functions of the statutory National Skills Authority is to apply the strategies related to skills
development, review the act, and report the development made by Sector Education and
Training Authorities. In the reference of South Africa, the training and development has
consideration in recent times as the mean stating the precarious people development
advantages (Saunders, Lewis and Thornhill, 2012).
The significance of the human resource development strategy is identified by the
governments and shared via the businesses, NGO, workers, and the educational sectors of the
societies of South Africa. The human resource development strategy is very significant in the
recent time. The human resource development strategies have been identified as vital
instrument in the strategies of the governments to hasten the growth or development. The
framework is that the National Ministries of Education and Labour established the new
administrative structure for the human resource development in South Africa, namely the

National Human Resource Development Strategy or NHRDS in year 2001. The major
objective of National Human Resource Development Strategy was to render the plans to
make sure that human beings in South Africa are prepared to take complete participation in
the societies of South Africa, to be capable to search or conduct the work, and to help justly
from this (Houston, 2004).
Research Motivation
I have chosen the topic’ Why Human Resource Development Strategies in South Africa and
Setas are so important. The reason is that it is very essential to know the nature, scope, idea,
concept, and the significance establishment of Human Resource Development (HRD),
Human Resource Management (HRM), education, learning and training. The main research
motivation behind this research study is to assess the impact of the significant outer variables
on the procedure of Human Resource Development in the structural setting in public sector.
This research study is also very important to know the requirement of the National Human
Resource Development Strategy in South Africa. This research study is beneficial to render
the proper investigation of a legislature and policy framework for Human Resource
Development in public sector of South Africa with the impact of transformation of South
Africa after year 1994 (Bell and Bryman, 2007).
Related Academic Literature
This topic of ‘significance of Human Resource Development Strategies in South Africa and
seta’s’ has been also discussed in other academic literature. The one of related academic
journal article is ‘New Challenges for South African Development and Training-Linkages to
Empirical Research (Jinabhai, 2005).’ The other related academic journal is ‘The Role of
Human Resources Management on Enhancing the Teaching Skills of Faculty Members
(Rafiei and Davari, 2015).

Research Paradigm
The present investigation has been done on the basis of interpretivism paradigm, the same
will be applied in order to describe the underlying meaning of (Importance of Human
resources and Strategies Development in South Africa and Seta’s). The rationale of using this
paradigm is to interpret the reality, through qualitative method, in form of interview with the
managers of Seta’s. The reason behind using this design is to facilitate better comprehension
of the existing situation.
The current investigation has considered the exploratory research design, because the
research problems are to be addressed in form of interview and with the help of secondary
data analysis obtained from the literature review. The exploratory research design is best
suitable with the qualitative and inductive reasoning (Alvesson and Sköldberg, 2017). The
interpretivism paradigm emphasizes on qualitative study over quantitative study. Further, it
assists in developing theories, as the existing theories are insufficient to analyze the intricacy
of the situation being examined.
The study will take inductive approach, to develop an ideal data base and behavior of
research participants will assessed to reach at a valid conclusion. For this task, range of
observation is approached from specific to general.
The research will be purely based on qualitative methods, qualitative interview will be
conducted to obtain relevant data, and the same will be observed with the identification of
themes. The research method will emphasize on specific information and data, as it is a pure
observational study conducted to assess the importance of HR and strategies development.
The qualitative data will be considered; sine the main purpose of the study is to describe the

phenomena on the basis of the perception of managers in a given situation (Taylor, Bogdan
and DeVault, 2015).
Following to this, purposive sampling will be given more significance; it is because the
investigation will be primarily conducted to fulfil the cited purpose. This sampling type is
employed as it is highly appropriate to answer the research questions (Walliman, 2017). The
data will be collected through primary as well as secondary data collection method. For the
secondary sources, books, journals, Seta’s annual reports will be considered. On the other
hand, the primary data will be collected through interview held from the managers of Seta.
Ethics will be significantly considered in the present investigation, only valid and reliable
sources will be takes plus honesty, integrity, confidentiality and security will be given
priority. The research participants will be fully made aware of the research purpose and
objectives (Kumar, 2019). They will not be forced to join or leave the research.
Scope of Research
The scope of the research lies in the aspects to assess the importance of Human resources and
Strategies Development in South Africa and Seta’s. With the continuous investigation on the
human resources and development of strategies in the South Africa, firms will be able to have
better understanding on overall HRM, HRD, training and development and other influences
of significant factors in an organizational setting. Adding to this, the scope of study enables
the Seta to consider strategies for human resource and development in future, so that they can
work out their best efforts and stage of HRM can be improved. It is evidenced that; human
resources have been playing a significant role in the operations and success of organization.
Thereby developing appropriate strategies for them is highly crucial and researching on the
same topic is proved to be very significant, lending better scope to the study.

The Sequence of Research Activities for Collecting Information/Data
Initially, I will identify the scope of the study through determining research questions and
objectives. Thereafter; I will explore previous studies and research topics and prepare the
draft of literature review for better understanding on the subject matter. Based on the
information attained, I will obtain primary data from interviewing the managers of Seta and
asking them relevant questions. Side by side, I will acquire valid and reliable secondary
information relevant published textbooks, articles and internet sources. Following to this,
data analysis and interpretation will be conducted, wherein I will rigorously interpret and
analyze the data to reach justified solutions. On the basis of data, final conclusion and
recommendations will be made to assist the firm in developing effective strategies for the
better management of human resources, and this will thereof help in realizing the underlying
importance and relation of Human resources and Strategies Development.
