Introduction
Geographical Location.
The proposed residential apartment is located on the Hamilton Island, Queensland as
shown on the map by the red arrow. The apartment is on found on the bay between Hamilton
and Whitsunday Islands. A slope of 1:3 is the maximum around the building.
This report assesses the compliances and deficiencies of the residential apartment. For
this case, we will are going to look into the risk factors both internal and external the occupants
of this apartment may face.
Building Description
The building lies under a site area of 1609m2. The gross building area for the tower
covers an area of 3895m2 while the basement area is 2010m2. The building has 6 storeys with a
total of 39 apartments. The building also has two basement parking spaces taking up to 54 cars.

Structural Requirements.
For all new structural works, they must comply with AS/NZS 1170.1 requirements.
AS1288 and AS2047 are used for glazing. Before construction certificate is issued, a structural
certificate must be provided.
Fire resistance
For compliance on this clause, the building must be able to protect dwellers from illness
and injuries caused by building fire.
Public corridors
Smoke proof walls divide in intervals of not more than 40m for any public corridors that
is greater than 40m in length.
Measuring the public corridors was within the limits approximately 8m which is within
the maximum required length of 40m.

Number of exits
Two exits are required for a building whose effective height is greater than 25m of
storeys as in the case of this apartment as stated by (Australian Building Codes Board, 2016).
The code also provides that for basements exits more than two from any storey should be
provided.
For this building, there are more two exits, leading into level 1 of the building. For the
basement there are more than two exits that lead to the fire staircase, as recommended by the
code.
Fire Isolated Exits
According to BCA the egress that is provided by the fire-isolated stairway or fire-isolated
ramp must lead to an open area or road, a place that surrounds the building whose use is parking
or pedestrian path and must be within a distance of not more than 20m. For a covered area, it
must not be more than 6m from the point of choice or fire discharge.
The material used for building must be having a flammability index of zero and spread of
flame index of zero especially for ceilings
These requirements will be checked during construction.
Travel- Distance.
NCC 2015 states that the travel distance should not be more than 20m in case of one exit
only and 40m for more than 2 exits.
Clause D1.4 states that the entrance doorway must not exceed 6m from an exit from any
point of choice. In addition, alternative exits should not be more than 45m apart.
The travel distances noted below were exceeded in various aspects as noted.

The travel distance was measured to be approximately 6.5m exceeding the
recommended 6m.
Terrace region
The distance to alternative exit from the point of choice point of choice is greater
than 20m.
Carpark Levels:
Travel distance to point of choice is approximately 24 m when measured which
exceeds required 20m
In order to solve these non-compliant issues, a fire engineer will be required to come
up with the solution at construction certificate stage.
Design of Exits and path of travel
For all exits, a minimum dimension of 1000mm and 2000m height with a minimum
1000mm width for corridors of travel should be provided.(For all maintenance access and
catwalks, the clear width is 600mm as recommended in AS1657 ).
For this building, the number of exists provided are of sufficient to serve the number of
expected dwellers in its dimensions. However, the detailing need to be done to swing in the
direction of egress for all the exit doors.
Clear opening of 750mm by 1980mm for width and height are required for doorways as a

AS 2293.1 for all buildings.
A sound systems and intercom systems that complies with, AS 1670.4 is required for the
building since it has an effective height greater than 25m.
Smoke Detection
For all buildings class 2 and 3 buildings more than 25m, smoke detection should be
automatic and be connected to an alarm system in accordance with clause E2.2a must be
installed (Commonwealth, States and Territories of Australia., 2016).
Fire hydrants
The code requires that the fire hydrants be provided within 4m from the exit or within
fire-isolated stairs. (Modern Building Certifiers, 2016).
Clause EP1.3 recommends that the fire hydrant be in an area accessible by the fire
brigades.
A fire hydrant booster assembly should be put at the carpark entry.
Fire hose reels
According to the BCA Clause E1.4 a fire-hose reels do not apply for this building.
Access
Handrails
A height of 865 mm should be provide for all handrails alongside of all ramps and stairs.
AS1428.1 recommendation should be followed for all main public stairs and ramps for
persons with disabilities. This provision is to extend past the last step/ end of ramp up to about
550mm – 600mm for all handrails.

According to (Australian Building Codes Board, 2016) Clause D3.2, D3.3 and D3.4 of
the BCA 2016 are to be complied. The clear width to doorway must have a clear width of
850mm.
The building provides access for people with disabilities at the entrance door on the
terrace apartment, which comply with the BCA standards.
Healthy and amenity
Dump and waterproofing
All buildings must resist penetrating moisture into the house from any direction. The
cement used should be waterproof more so at the basement during the construction period.
Sanitary and other facilities
Each apartment has been provided with laundry facilities and means of wastewater
disposal as required by the building code.
Light
BCA Part F4.1 states that these classes of buildings be provided with natural lighting for
all habitable rooms. Also all bedrooms in class 3 are to be accessed to natural light. The building
has windows for the apartment that are facing to the outside.
Ventilation and room height
The building should have natural and mechanical ventilation throughout. For the room
heights, they satisfy the code requirement for which the heights must not be less than 2.1m for all
habitable rooms, which they have provided at least 3m.
