INTRODUCTION
In the health and social care organisation, safety and protection of employees, patients
and other staff members is very important by which they can stay there safe and secure manner.
In this aspect, safeguarding is one of the essential techniques that assists individuals by
protecting human health, well-being of individuals and young people so that they can live in the
society without any harm and abuse. Safeguarding is mostly used for protect the rights of
children, adults and teenagers who are suffering from abuse, negligence in the society. In order
to provide effective protection and rights, UK government has developed several sorts of
legislation, practices and policies that prevent individuals from mental and physical harm. The
current report is based on various legislation and policies which provide protection and security
to children, teenagers and adults in community so that they will not suffer from harm.
Furthermore, risk factors which may lead to incidence of abuse and harm has also been discussed
in this assignment.

1.1 Explanation about why particular individuals and groups may be vulnerable to abuse and
harm to self and others
As per the case study, the person who depend on other, specifically elder people and child are get
to be major targets by abusers in the community, because they are totally helpless in the society.
They can not stop abuser to hurting helpless persons in the communities and they take the
advantage of this situation effectively (Bernard, 2013). As per the case, the 17 months old baby
was founded in his cot 48 hour after a doctor failed to sop the child's severe injuries, involving a
broken spine. The baby was on Haringey Council's child protection register throughout eight
months of abuse I which he suffered more than 50 injuries. Many of which is missed by P's
doctor, social worker and the police as well. According to department of health, adults vulnerable
to abuse are described that as the people who has the age of 18 and above in the country, the
might require to community care facilities effectively in case of absence of their parents and
other mental disorder disease people as well (Brand, 2012). The child is unable to take care
themselves they needed to given care by social safeguards within the communities effectively in
order to live sustainable life in their lives. Moreover, vulnerable adult involves person as victims
of internal violence, homeless persons, drug addicted persons and some of other prostitutes
individual in the community. These peoples are under pressure in order to bear such kind of
abuses in the community efficiently. Individuals and groups are vulnerable to such kinds of
abuses to due to many elements in the community. These elements' inclusion of acquisition
disabilities, physical disabilities' and some major body part losses' person. Mental disable
persons and old age and children. Because of their disabilities, they get to targeted by abuser to
get badly treated in the society.
