Measurement of outcomes
The measurement outcomes and its effect on the continuous improvement plans are
stated below
Regulatory inspection
The majority of the countries have their own statutory inspectorates in order to
monitor compliance of hospitals along with published licensing regulations. Under the banner
of regulatory inspection, the measurement parameters will be based on the management of
fire control service, the functioning and effectiveness of the medical devices, the percentage
of availability of medicines, infection control model (Chung, 2012).
Consumer surveys
The optimized surveys of the patient's relatives and patients can effectively help to
measure the performance of the hospital in a reliable format. The performance of the
hospitals is becoming more focused on the level of patient empowerment, continuity of care,
comfort and complaint mechanisms. The consumer surveys here in this case, patient’s survey
will help to measure the outcomes of the mental health institute performance. It will also
make the patients more aware about the expected outcomes and this can be done via
publishing patients charters. Advantage of this method is that, it helps in the identification of
the factors that are being valued by the patients or the public. Moreover, patients with low
level of expectations are easily satisfied and thus, a systematic recording of their experience
during the hospital stay is regarded as a sensitive indicator of the process of empowerment
(Cleary et al., 2017).

ISO Standards
The International Organization for Standards certification tabulates the perfromance
of the hospital in the parameter of compliance with the other international standards that are
used for the quality systems rather than in the grounds of the hospital objectives and
functions (Yousefian et al., 2013).
Peer review
Peer review is defined as a closed system that is used for professional development
and self-assessment. This reciprocal visiting is guided by professional organizations and has
an old tradition in the form of peer review that is significant for the recognition of training
posts. Peer review schemes are helpful in providing a source of standards and assessments
that help to harmonize human resource management within different countries (Yousefian et
al., 2013).
Identification of the Service Problems
One main service problem prevalent in the organization is that is lack of proper
documentation of the organizational practices, lack of recording of the patients experience in
the hospitals and lack of organized hospital layout. Now this lack of organized structure hit
hard the entire service strategy of the organizations (Adeleke et al., 2015). Moreover, due to
poor ratio between the patient: mental health professionals, the mental health patients, fail to
receive effective care. The nurses either remain agitated or get less time to provide quality
care of the patients, leading to service problems (Stimpfel & Aiken, 2013).

Elimination of gaps in the performance
The gaps in the performance can be eliminated via framing a proper action plans and
proper implementation of the action plans into the service model.
Action Plans
The main action plan for Lifeline Healthcare Institute is to hire skilled employee
along with proper training and employee retention and maintain an updated information
system.
Vision Statement
The main vision of the organization is to promise and deliver the best in class health
care service to all the mentally ill patients residing in America, especially to the south eastern
part of USA. They also promise to provide compassionate care to the patients who are
suffering from mental complications, be it mild or severe via delivering patient oriented care
structure.
Mission statement
The main mission statement of Lifeline Healthcare Institute is to come up with new
innovations that is significant in the context of a healthcare system and that will able to serve
the society, which is suffering from the mental illness in full swing.
Linking Action Plan with Mission and Vision
The principal aim of this mental healthcare institute is to provide top-notch health
care service within the southeastern region of America. So in order to deliver quality
treatment, a group of skilled labor is must. The effective planning of the entire flow-chart of
the recruitment process and training programs will help in filtering out the prospective mental
healthcare professionals for the Lifeline Healthcare Institute. Recruitment of the agile mental

health professionals will ensure effective communication. Assertive communication is one of
the primary skills required to qualify, as a mental health workers as effective qualifications is
required to understand the need of the patient (Mestdagh & Hansen, 2014). Communication
power of a mental health professional is also beneficial in generating awareness among the
mental health patients. A majority of population in America are not aware of their mental
health status, effective communication with a mental health employee helps in identification
of the pitfalls in the balance in mental health (Aiken et al., 2017). Moreover, recruitment of
adequate work force will help to reduce the work pressure among the employee thereby
helping to reduce the compassion fatigue and thus promising quality care with standard
employee retention (Mason et al., 2014).
Service strategy and Relation with Action Plan
The installation of the highly developed website and the technological systems will
help in the improvement of the service strategy of the institution. It will also help in maintain
proper record of the patient experience during their stay in the hospital and thereby restricting
their service plan accordingly.
Summary of the Plan
Thus, the aim of the action plan is to improve the quality care of the patients and the
strategy of achieving the same is via recruiting adequate nursing personals who are adept and
are trained with effective communication skills. The other way of the action plan is to
reframe the entire technological set up of the organization at the internet level.
Limitation of the Plan
The traditional standardized surveys, which are used to record the customer's level of
satisfaction are methodologically weak and are mainly directed towards the motive of the
managers or the clinicians rather than the patients. Moreover, effective recruitment plan along

with designing a structured website for the institute demands a lot of financial expenditure
and is time constrain (Berwick et al., 2017).
Implication of Plan
This health care plan is indeed helpful for the all the mental health care organization
is a global level. The plan mainly emphasizes on the recruitment of the adept mental health
professionals and since nurses are the pillars of the any mental health care institute, this plan
is indeed effective for the entire mental health institute.
