The agenda setting involves promoting safe communities, improving health, protecting children and youngsters, and creating effective capacity. The implementation and evaluation involve monitoring and reviewing the strategies, gathering data, and partnering with rehabilitation centers. The relevant theories are psychological theory and behavioral theory. The draft structure includes the description of the policy, social issues, government agenda, political and economic issues, main objectives, stakeholders, and reflection.
