Abstract
The study is based on the existing process and developmental considerations of Health and
Safety and Risk Management in Notting Hill Carnival event in London. The study is focussed
on the risk management while it develops the staff of the event companies. The carnival has
helped London achieve its world status and is celebrated with huge pomp and vigour till date.
The carnival is celebrated alongside some other global festivals. Some of the relevant
statistics haves been discussed over here from the Notting hill carnival reports 2016.
Through this study, the existing event planning purpose and security consideration has been
analysed considering their health and security measures. It allowed to study the event
management and development practices while formulating the appropriate suggestion to plan
future up gradation of health and security process. The study will be completed following the
process of research and by investigating different sources to collect information on the topic.
Different views of authors will be reviewed to discuss in the literature review and the data
collected will be analysed through various tools which will be discussed in the end and the
findings will be extracted. As per several survey and documented feedback, the participants
have often complained regarding adequate living conditions and basic facilities such as food
and clean water for drinking.
This data collected for this purpose is mainly secondary data. The chosen methods will be
effective in analyzing or addressing the research questions related to the health, safety and
risk management of the Notting hill Carnival, London. Food is believed to be one of the
important part of the all types of cultural events and carnivals. The diverse range of foods that
are sold in the all forms of events is one of the major sources of attraction of all types of
tourists. One of the major issues in the context of selling of foods is the hygiene that are often

been ignored. This is mainly caused due to the pressure of huge number of crowds, who
participate as audience.

Chapter 1: Introduction:
1.1 Introduction
A risk assessment is the process whereby the event organiser identifies hazards in the event
venue and analyses their potential risk in an effort to determine or control the hazard. The
event organiser must inspect the layout of the event venue and the work activities undertaken
by the staff in order to evaluate the potential risk of harm and accidents. In this section the
background of this study, the rationale and the research aim and objectives have been
discussed. The study is based on the existing process and developmental considerations of
Health and Safety and Risk Management in Notting Hill Carnival event in London. The study
is focussed on the risk management while the music events run in the arena and how it
develops the staff of the event companies. This introduction to health and safety intends to
discuss who are responsible for under the law and provide some tips on how to make sure
you run and safe and fun event a case study of NOTTING CARNIVAL, LONDON. This
event is held annually on the streets of London, Notting Hill Carnivals the biggest street
festival in Europe, attracting around over one million people. The event is for celebration of
the culture and heritage of British West Indian community, but surprisingly, it didn’t start out
this way.
1.2 Background of the study
It is a general belief that Risk is inherent in the planning of events. The event companies are
needed to identify and analyse risks to control them and eliminate them. Health and safety
can sometimes seem like a load of time-consuming red tape – when you’re busy planning an
event, it’s easy to lose sight of the importance of proper health and safety planning. From a

risk-management perspective, it’s important not to lose sight of health and safety – what’s the
point in carefully planning fun and engaging events if someone is going to become injured.
Financial ruin and potentially criminal responsibility is neither fun nor engaging. Event sector
has grown at a good speed and is contributing significantly towards the tourism revenue of
the country (Events Industry forum, 2011).
Earlier reports had suggested that the attendants of the carnival increase every year on an
annual basis by 5% (Croose 2017). However, as argued by Brownill et al. (2013), the roads
lack the sufficient flexibility for accommodating such a huge population. The review group
further analysed that the weakness that lay in the inability of the planning commission to plan
for growth. The question lies that who is to be blamed in the event of a stampede or other
forms of massacre. The responsibility to organise the event lies with the Royal Club of
Kensington and Chelsea. The responsibility also falls on the soldiers of the Met police and
London Mayors’ office. In the light of Grenfell and Hillsborough tragedy, the issue of public
safety has garnered sufficient attention (MacDonald and Hunter 2013).
Some of the relevant statistics could be discussed over here from the Notting hill carnival
reports 2016. The carnival owing to its huge size and importance is often guarded heavily by
the police and other resources for keeping it safe. In 2016, almost 7,000 met officers were
deployed at the carnival. The British transport police deployed over 1000 officers to provide
specialist assistance on the railway and underground metro. With every passing year the
chances of criminal activities are increasing at the Notting Hill carnival. This calls for
adequate crime detection methods such as putting raids in the homes of suspected drug
dealers, Automatic number plate recognition (ANPR) operations and targeting known gang
members (Taylor, E. and Kneafsey 2016).
Some of the most common criminal activities are drug dealing, theft, etc. Reports and
evidences have suggested that in the year 2016 alone there were 55 arrests, 200 warrant

issues along with the seizure of weapon and drugs. For the purpose of controlling the
criminal activities in the carnival steward programs were initiated. Under this, the stewards
were responsible for effectively manage the crowd in times of heavy traffic. The risks were
defined by the Met police as “catastrophic public safety incident or if we get violence that
escalates into people losing their lives”.
For the conduct of the study a number of research objectives and questions have been
designed which helps in reaching out to the required statistics and data. Additionally, the
arguments have been supported with the help of literature sources. The different views of the
authors have been compared for arriving at a widely accepted theory.
1.3 Rationale of the study
There are so many cases where the execution of the events have been suspended due to lack
of risk management plan and lack health and safety requirement based consideration both
from the organiser and the host. As a result, it increases the tendency of having reduced
visitor’s security as well as low satisfaction level. As per the report on global event
management and organising more than 35.6% lacks the adequate health and safety
requirement, which can impact the visitors satisfaction as well as security level (Conway
2014). The study on the case of Notting Hill Carnival event in London can help to examine
the event management practices, procedures and development consideration regarding the
health and security system of the target premises. On the other hand, the staff management
and the human resource allocation is another important part of the event management and
organising concept. Through this study, the existing event planning purpose and security
consideration has been analysed considering their health and security measures. It allowed to
study the event management and development practices while formulating the appropriate
suggestion to plan future up gradation of health and security process.

1.4 Research aim
The study is based on the process and development considerations of Health and
Safety and Risk Management in Notting Hill Carnival event in London. The study is focussed
on the risk management while the music events run in the arena and how it develops the staff
of the event companies. This study has been conducted to identify that what are the different
practices and consideration of event management in chosen case study based on health, safety
and risk management. The aim of the study is to observe and suggest the development of
staff, risk issues and consideration in the event industry with the perception of health, safety
and risk management. It also considers their beliefs, attitudes and what limitations they have
to face. It also considers the development of staff within the industry when the carnival
events take place and with health and safety and Risk Management (Serpella, et al., 2014).
1.5 Research objectives
The objectives of this study have been planned aligning with the purpose and the aim
of this report. The main objectives of the study are:
To identify possible health, safety and risks issue while suggesting the developmental
considerations at Notting Hill Carnival during the event activities
To observe the process of organising and development of staff in Notting Hill Carnival
study considering the health, safety and risk management
To review literature related to Health and Safety risk management in event
To examine the collected data to formulate findings and discussion
To recommend appropriate procedure for Notting Hill Carnival considering health and
safety management
