Introduction
The sustainable tourism delivers the concepts at the time of visiting the location as the tourist and
helps to implement a positive impact on the economy, society as well as environment. The
tourism sectors is widely blooming industry and depends as the maximum source of income in
many countries. The given case study includes with sustainable tourism in the Philippine tourism
sectors which has been introduced by the President Gloria Macapagal-Arroyo. This could help to
economic conditions in the country of Philippine. The main purpose of this assignment includes
with the proper way of planning to develop the travel and tourism sectors.

1. Understanding the rationale of planning in the tourism and travel industry
P 1.1 Describe the benefits of stakeholders from planning of tourism developments on
reference to Philippines case study
The stakeholders provide the maximum benefits at the time of planning in the development of
tourism. The stakeholders provides the unique advantage in the development of better decision
process and helps to increase the economic conditions in the particular country. The tourism
sectors provides the unique ideas in the development of socio-cultural effects, environmtal and
economic areas at the time of effecting the destination. The entire planning process needs to
focused on the implementation of better decision at the time of development that provides the
better destination for the tourist. In the travel and tourism there includes with the decision taken
process by the stakeholders to increase the productivity. It helps in short as well as the long term
process and implements a better decision. This decision plays the major role in the development
of infrastructure and investments carried out by the tourism sectors. In this case, Philippine
tourism sector has focused to select certain location and provide the sustainability to develop the
entire place. The stakeholders deliver the benefits on the income opportunity and increased
employment. In the region of Filipinos, the rural as well as the coastal region could be improved
through the opportunity provided by the existing internal stakeholders in the country of
Philippine (Afifi, 2015).

The Philippine tourism sectors has plan properly in the private as well as in the public sectors
drawing the advantage and disadvantage. In the private sectors tourism planning, there includes
certain examples of the hotels, BNB, tour operators, take away and restaurants. The public
sectors includes with certain examples that includes with the railway, bus, airlines, museum,
parks and tourist information systems. The tourist information systems includes with the
partnership in the public as well as the private sectors. The public private tourism includes with
the process that helps to improve the tourism sectors by better planning and implements a
decision on the gathering of both areas idea. This ideas helps to formulate with the decision
taking capacity by both public as well as private sectors. The public sectors are more concerned
about the effective provision of services among the tourist at the time of visiting the country of
Philippines. It reduces the chances of land conflicts that might arise at the development of policy.
The private sectors are focused about earning the maximum amount of profit from the tourist.
The partnership existing between public and private sectors provides the unique benefits to
provide a better destination place for the tourist (Boluk et al. 2017).

P 2.1 Analysis on the features on tourism development planning at different level
The tourism development planning provides the various types of planning in the various level of
tourism sectors in the country of Philippines. The planning process includes with the short-term
planning which lies with the local form of planning, medium term that includes with the national
way of planning and long-term that lies with the regional as well as international planning
process. Philippines tourism sectors needs to focus on the main four level for the development of
tourism. These are followed as:
i. International level
The international level helps in the planning process that involves with more than one country. It
lies with the service, which is included in the international level of transportation used by the
tourist. The international level service provides the unique planning process in the marketing
department at the time of caring out of joint tourism. It provides the regional tourism with the
followed standards and policy to enhance a better service for the tourist. There lies with the
concerned about the cooperation held between sectors members in different country (Cotterell et
al. 2015).

ii. Regional level
The regional level provides the better form of planning to enhance a better services of tourism
for the tourist. It is generally carried out in the states, provinces and prefectures that are involved
with the better planning of the infrastructure having the policy in the regional level. All sorts of
facilities are provided in the regional level that enhances a better service through the
enhancement of network in transportation and develops a better functions in the regional level.
iii. National level
The national level helps to implements planning of tourism regarding the followed standards and
policy. The national level helps to provide the exact structure at the time of planning of

enhancement of services among the tourist. The proper network in transportation is followed to
provide the better service considering the national levels. The national level provides the major
attraction of tourism in the entire areas. The marketing as well the training and education tourism
are enhanced in the national level (Cucculelli and Goffi, 2016).
iv. Local level
The local level of planning of tourism provides the process that are used in the local areas to
implement the better services upon the tourist at the time of visiting. The Philippines provides
the unique way of service through the better decision making capacity by the local tourism sector
provider. From the help of President of the country, the entire planning is improving to enhance a
betters service among the visitors through sustainable tourism (Prideaux, 2013).
P 2.2 Evaluate the significance of interactive planning systems and process in development
of tourism
The main significance of interactive planning systems provides the better thinking systems that
are based on the proper beliefs. This belief helps the growth of the tourism company and depends
on the present and the future aspects. The interactive planning systems provides the unique ideas
in the effective methods at the time of planning the entire systems. The organization could easily
draw the current conditions through the closing the important gap that helps to draw the growth
of the tourism sectors. The main characteristics of the interactive planning lies with the working
in the backward areas which the company is willing to receive now. It provides the continuous
process in the planning, which is continuously running for a long period. The systems involved
in the interactive way of planning provides the exact process in the planning process required
among the existing internal as well as external stakeholders. Philippines tourism sectors focus on
the interactive planning system to implement a better services among the tourist. The interactive
planning system provides the better process in the growth of tourism sectors through analysing
the ideas and beliefs. This helps the firm to become focus on the main areas that helps the
Philippines tourism sectors to earn the maximum amount of profit (Fennell, 2015).
In addition to this, it can be said that interactive planning working is dependent upon the
conceptualization that the actions of planning is more essential than the plan it formulated. It
must have proper consideration of all stakeholder and their needs that can affect the development

diversified changes can be taken into account. Along with this, primary actions can be taken into
account by sharing information with stakeholders. It allows to have better involvement of
members in the promotion of tourism activities. Local authorities of Philippines also need to
have understanding about needs and wants so that city development and tourism development
can be promoted more effectively. Improvement in relation with diverse authorities will render
an understanding the tourism industry and Philippines current state, abilities and modifications
that are essential for betterment or development. Decisions must be taken in a collective manner
so that goals and objectives can be accomplished.
P 2.3 Discuss different methods available to measure impact of tourism
A different method provides the unique ideas in the development of tourism sectors and
measures it properly. These three models are followed as:
i. STEAM
The STEAM process provides the unique ideas to measure the entire tourism sectors. It is
involved with the proper steps in the planning process which are involved with satarborough,
tourism, economic, activity and monitoring. These steps provides the unique planning in the
growth of tourism sectors through STEAM models. The main examples of STEAM model of
tourism includes with the entire monitoring process that involves the growth of tourism sectors in
the country of Philippines and helps to attract maximum number of tourist. The economic growth
also takes place from the STEAM models by enhancement of better planning process that helps
the country of Philippines in the development of tourism sectors. It provides the description on
the qualitative as well as in the quantitative areas (Roe et al. 2014).
ii. PPP
The PPP stands for Pro Poor Project, which includes with the qualitative process. The qualitative
research provides the development of tourism through the implementation of various ideas in the
planning process. The PPP models provides the unique areas in the entire monitoring process
through the enhancement of services for the visitors (Font, 2017).

The responsible tourism delivers all the required features among the tourist at the visiting the
important locations. The tourism sectors are focused on the adding the extra advantage through
the better hotels facility and fulfilling the other requirements of the tourist (Goodall and
Ashworth, 2013).

There might be various conflict that arise in the interest to ensure the future wellbeing for
developing the destination of tourism. These are followed as:
i. Negotiation
The negotiation provides the unique ideas to resolve all the conflicts and helps to develop the
entire business. The government of Philippines tries to conduct meeting to reduce the
problem through negotiation (James and Karinattu, 2013).
ii. Mediation
The mediation provides the process that has been carried out by the participation of parties at
the time of resolving the conflicts that are faced by the tourism sectors. The local authority
could able to provide the opportunity in the job, which helps in resolving of problems, and
provides the better support in the growth of environments (Mowforth and Munt, 2015).
P 4.2 Analysis the implications on the demand and supply balance
The given scenario provides the Philippines tourism sectors which has been reduced due to
the lack of sustainable tourism sectors. There are various visitors in the country which has
provided the maximum amount of contribution in the development of tourism sectors. The
expenditure has increased around 101 million from the contribution of other countries. This
contribution has made the growth in the GDP with an average of 9% to provide the
development of economic condition. The maximum amount of people has easily found the
job in Filipinos. Then there arise with a high potential of tourist having covered with the
natural beauty, island and rich biodiversity. The tourism sectors has arranged the better
services to meet the demand of the visitors and provides the boosting in the growth of
economic areas (Jenkins and Schröder, 2013).
`In order to have effective development of balanced working the Philippines
authorities need to have proper identification of needs and demands. By having a support of

have better quality of services at the right time so that supply and demand can be balanced in
desired manner. Along with this, by having an investment on activities and ensuring about
capital and economic structure the issue can be resolved. Consideration of social cultural
characteristics of Philippines is also essential in order to have promotion of services. It means
morale of visitors in Philippines can be boosted with an balanced supply and demand.
P 4.3 Evaluate moral and ethical issues of enclave tourism
The enclave tourism provides the program which helps to undertake the geographic areas at
the same time satisfying the entire beauty location. The local community in the country of
Philippines has focused on the certain restrictions at the time of developing the business. It
lies with certain domination to yield the maximum amount of profit. The license could be
sanctioned that might develop on the unethical areas through the better working of local
authorities at the time of developing the entire business. The Philippines country are rich in
the cultural aspects with the problem that has been imported in the foreign countries. There
involves with unethical as well as illegal program that the tourism sectors needs to focus for
the enclave tourism. There are certain changes in the environmental factors which might
cause the serious amount of problem in the environmental stage of the Philippines country

The ethical and illegal activities like child labour and prostitution has been rapidly increased
because to match the excess demand in the tourism sectors. There lies with the local
community in the country of Philippines with the benefits in the restriction in the accessibility
and the business firm with the dominate areas to increase the profit. This provides the major
examples in the country of Philippines that happens as the ethical issues.
