INTRODUCTION
In a project management, there are many key components which need to be consider
while delivering a project. This includes project delivery system and contract management that
might influence the success as well as failure of a project in any phases of a project. Therefore,
the present report also assists to develop a deep understanding regarding different project
management delivery systems in order to deliver a right project. The study based upon the
existing project which is not yet completed. i.e. Western Sydney Freight Line- Stages 1 and 2.
For that, the report will provide the key objectives and background of a project and
statement of work. Further, the report will also describe the statement of work for the case
project in which different delivery models will be used along with contract types. Moreover, the
study will also select the particular delivery method and discuss the implementation plan for a
project. Under this, report will provide request for proposal preparation and bidding process and
also describe the risk management plan by selecting the project delivery method.
Background and objectives of the case project
Background:
The chosen project is Western Sydney freight Line who is designed in order to protect the
land for future freight rail link between western Parkland City and Port Botany. It has been
analyzed that Freight is a backbone of NSW economy and that is why, proposed to make a
connection between cities. In this, NSW government is also committed in order to establish a
corridor for the future and the expected price for this project is $1 billion. Therefore, it has been
analyzed that with the help of this project, government increase the import by 80% containers
from Port Botany in Western Parkland City (Western Sydney Freight Lines- Stages 1 and 2,
2021). Overall, it can be stated that through this project, government enhanced the transportation
system especially in the context of import within one city to another. Also, with an aim to reduce
congestion on local roads, new freight line will also allow to transport of goods across by Greater
Sydney that further link to industrial areas as well as distribution centres that includes intermodal
terminal site in Mamre Road Precinct.

The main objectives of designing or proposing the plan are as mentioned below:
To support the movement of container as well as bulk freight by rail across Sydney.
Implementing an effective freight rail connection in order to serve the employment lands
as well as future industries across Western Parkland City.
To reduce the growth in road overcrowding on Sydney road Network with more than one
options.
Creating access to the future Western Sydney Intermodal Terminal in chosen destination.
To free-up the capacity on Main West Line to lodge more passengers rail services.
High level WBS and Statement of work regarding to chosen project
Work Break down structure of Western Sydney freight Line helps to analyze the actual
time required in order to complete the project. It is performed by project manager in order to
determine the how much work need to be done in a specific tenure. Along with this, through this,
project manager can break the work into smaller parts which in turn helps to lead a better team
productivity and easier project management. The WBS of chosen project is as mentioned below:
In accordance with the above chart, it has been examined that the work start from 2018
onward and the expected year of completion is 2026. This is a provision of indicative timetable
that might be changes as per the external factors affected. That is why, it is a tentative date in
which project manager and team members have to be obliged under the given months.
