Abstract
Workplace safety and health consists of legal requirements, registrations and certifications,
surveillance, work injury compensation and accident reporting. The obligations in relation to
WHS have to be properly understood for the purpose of enhancing workplace safety. It is
compulsory for organizations to have proper WHS framework to ensure legal compliance and
employee protection. The research will be carried out for the purpose of ensuring the compliance
of WHS standards taking into consideration perception of health and safety measures in the
Company and to find out ways how cost can be reduced while no compromise is done with
respect to the health and safety measures. This will help the company to known how to ensure
and evaluate effectiveness of a WHS framework

Chapter 1: Introduction
1.1 Background
Workplace safety and health consists of legal requirements, registrations and
certifications, surveillance, work injury compensation and accident reporting. The obligations in
relation to WHS have to be properly understood for the purpose of enhancing workplace safety.
It is compulsory for organizations to have proper WHS framework to ensure legal compliance
and employee protection.
1.2 Current problem
For much construction employer safety is a concern and lack of qualified and
experienced workers. This situation is making it difficult to enhance the standards. The economy
is being slowed down by greater completion for projects and this is causing the constriction
companies to cut short WHS amities form the employees.
1.3 Research objectives
 To ensure the compliance of WHS standards taking into consideration perception of
health and safety measures in the Company
 To find out ways how cost can be reduced while no compromise is done with respect to
the health and safety measures
 To find out how the effectiveness of a WHS framework can be ensured and evaluated

The research will be carried out for the purpose of ensuring the compliance of WHS
standards taking into consideration perception of health and safety measures in the Company and
to find out ways how cost can be reduced while no compromise is done with respect to the health
and safety measures. This will help the company to known how to ensure and evaluate
effectiveness of a WHS framework. The research will be conducted by taking into consideration
the privacy and data protection laws. All data will be collected by the consent of the participants
(Silverman 2016.)
1.6: Definition of terms
WHS- It is a discipline that helps in promoting the mental, social and physical well-being of the
employees within the work place. It also results in preventing negative effects on their health
with respect to the work that they are performing in the organization. The workers are also
protected from the risks that may arise within the work place, which may affect their health
conditions as well.
CHAPTER 2: LITERATURE REVIEW
2.1 Legal Framework of WHS in Singapore
There are various legislations in Singapore which deals with WHS. The primary
legislation is that of the Workplace Safety and Health Act. There are various other WHS
subsidiary legislations. The WSH exemption order is applicable on any premise which is owned
by the armed forces and domestic premises (Lim and Chia 2015). The primary legislation on
which deals with WSH in Singapore construction industry is that of WSH (construction)
regulation 2007. The legislation is applicable on all worksites. The fines and penalies for the

breach of the WHS laws are dealt by the WSH offences and penalties Regulations which is
formed under the provisions of section 66(14) of the WSH Act (Teo et al. 2017).
2.2 Education and WHS
It has been stated by Dutta (2017) that it is mandatory for organizations to have in place
proper training and education for the purpose of ensuing that the safety of the employees is
ensured and the organizations are able to meet their legal requirements. It has been argued by
Jafari et al (2015) that training cannot comprehensively ensure the safety of the employees
working in an organization. However, it can be stated that employees will be aware of the way in
which they should react to a situation to ensure safety if they are provided with adequate training
and education (Frumkin 2016).
2.3 Cost of WHS
The implementation of WSH can be a costly affair for the organizations as it involves
deploying various sophisticated technology and tools (Mital 2017). The process also requires
cost with respect to providing adequate education and training to the employees. The cost is a
factor why effective WSH polices are sometimes not implemented by organizations (Goh, Y.M.,
Tan, S. and Lai 2015).
CHAPTER 3: PROPOSED METHODOLOGY
The researcher will be carrying out this research by the collection of primary data. Data
will be collected through use of questionnaires which would be close ended. The researcher will
also collect data from existing research articles for the purpose process of random sampling from
50 respondent employees of the organization via the process of questionnaires of the literature
review. The researcher will carry out quantitative data analysis through the use of excel, graphs

and charts. The researcher will also use positivism philosophy combined with a deductive
approach and a descriptive research design (Mackey and Gass 2015).

CHAPTER 5: CONCLUSION AND RECOMMENDATION
Thus, it can be recommended that the cost of the project is feasible for conducting the
study. It will help the researcher in gaining a deeper knowledge regarding the WHS factors so
that the research can be conducted in a proper manner. The methodology that has been chosen

will allow the researcher in analyzing the data so that proper findings can be done and presented
with the help of charts and graphs.
The research paper will be able to highlight the issues which are leading to the problems
related to WHS compliance and implementation in the company. The company has been facing
problems due to various issues such as lack of qualification and experience as well as economic
downfall. Thus these issues can be addressed through the implementation of proper training and
finding out low cost effective alternative. The knowledge of the legal provisions is also required
by the company. The research will provide that implementation of these measure will not only
ensure compliance but also will ensure the WHS of employees.
