Description of WSQ Framework
The Singapore Workforce Skills Qualifications or popularly known as WSQ is a
credentialing system. The system sought to train, assess, develop and recognize individuals for
the main competencies that organizations look for in a future employee (Bennett&
Lemoine,2014). WSQ was created in collaboration with other industries based on the national
standards of Singapore Workforce Development Agency or WDA (Harris&Ramos,2013). It aims
at pragmatic, cost-effective and attainable launching pad for people to grow and develop in their
respective careers.
Description of VUCA Environment
VUCA on the other hand is a term that was coined by the U.S. Army in the 1990s to
denote the post Cold War situation. VUCA originally stands for Volatile, Uncertain, Complex
and Ambiguous (Lawrence,2013). Since then entrepreneurs and leaders from all over the world
have accepted VUCA. The Singapore Armed Forces or SAF is accredited to the WSF so that the
national servicemen can develop in the careers. The Workforce Skills Qualification includes the
Basic Military Training also known as BMT. Training is an important part of military and the
armed forces of any country. More and more entrepreneurs are taking the positive aspect of
VUCA to encourage a better work culture in their organization. (Billet, Bound& Lin,2014). In a
frequently changing volatile market, any organization should have the outlook to analyze the
market and understand the various threats and weaknesses. An organization should be able to
implement and build such strategies that will help in overcoming unknown market situations. An
organization has to go through a lot of complex and problematic issues to before reaching a
stable position. Hence, the management and the employees should know how to navigate tough

and competitive market situations. The employers and the executives should be endowed with
good leadership skills that the employees can follow and adapt. Sometimes, while working in an
organization people often lose clarity and the ability to see things from different perspectives.
Thus, the employers should take decisions with a calm and cool mind. (Jessie&Agnes,2015).
Relation between WSQ Framework and the VUCA Environment
The WSQ accreditation allows the soldiers to be recognized as someone with able
leadership and technical skills. In volatile environment that is full of incertitude and risks, WSQ
teaches the soldiers to react in a quick and efficient manner. In a service man’s life, he has to
deal with a lot of unpredictable situations and on order to handle such situations he has to keep
his cool and remain unaffected no matter what. Thus, a military men is expected to take quick
actions without wasting his time in contemplating (Singh,Loke&Ramos,2013). A military leader
must understand that his circumstances are dynamic and ever changing. Therefore, he should
build his mentality in such a way so that he has the flexibility in mind to adapt to any changing
situations.
In an army officer’s life majority of the time, he will have to deal with an unfamiliar
environment. His situations will be out of his expertise. Therefore, his presence of mind will
help him in such unknown situations. The soldier must have the capability to deal with any kind
of situation and WSQ teaches just that. Lack of clarity, indecisiveness and indiscipline can be
detrimental for a soldier’s career. A soldier is also a man of his own words. They do not practice
what they do not preach. Their actions prove that they are a man of strict discipline and moral
values. A service man should possess a very strong sense of duty and an attitude to serve others.

A positive mindset is vital for any army man to operate. WSQ framework teaches how to
demonstrate leadership principles in a VUCA environment.
