1. Title of the project
The title of the proposal will be “Impact of e-governance services in Abu Dhabi
Municipality: An attempt towards achieving Abu Dhabi vision 2030”.
2. Overview and significance
E-governance refers to the implication of electronic communications devices such as
computers and internet that help in providing public services to citizens. According to Saxena
(2015), the term can be associated with understanding the interactions that take place between
the citizens and government. In this regard, it can be said that in the present world e-governance
is used by the Government of a country in order to make effective interactions and
communication with the citizens regarding any information of a policy. The focus of the
proposal is to identify the impact e-governance have on the citizens of Abu Dhabi.
The Department of Municipal Affairs in Abu Dhabi is the focal point of the municipal
councils and municipal administrations. The main responsibility of the municipality is to impart
law and regulations upon the citizens so that business can be carried out in a proper manner. As
stated by Rajalekshmi (2017) the application e-governance can help the Abu Dhabi people to
understand the prospects the Government of the country can impart to ensure that it aids in the
development of a better life style for the people. Hence, it can be said that the development of a
specific vision for the country can be considered in order to engage the community members
within the city.
Abu Dhabi Economic Vision 2030 seeks to ensure continuous success of the
development of the UAE. The definition of the priorities of the public policy is defined by the

Government as the primary goals that ensure a safe and secured society for the people to reside.
In this regard, it can be said that the application of e-governance can help in interacting with the
citizens so that awareness about various aspects such as economic development, social and
human resource development and the optimisation of Government operations can be taken into
consideration (Palvia and Sharma 2017).
3. Rationale of the research
The area of research applied in the modern world as communication between the
Government as well as the people of a country is important. The manner in which the e-
governance has developed in the modern world indicates the fact that the concept possesses the
potential to be effective in gaining the trust of the people over the Government. At the same
time, in a place like Abu Dhabi the contribution made by the municipality need to be high mainly
due to the Abu Dhabi vision 2030 that the country need to impose. Hence, the area of research is
of high significance in the modern world.
Previous research on the application and adoption of technology along with its impact
can be useful for the research. The adoption of technology for the development of
communication within the customers is necessary so that the customers can be kept up to date.
Therefore, the application of technology and the knowledge possessed about the experience of e-
governance can be taken into consideration for completing the research.
Other considerations that need to be taken into account are the modern impact of e-
governance, It is necessary that people understand the services that are provided by the
Government so that the mentality of the people can be set in a proper manner. Hence, it can be
said that the modern application of technology can be taken into account so that the speed of the

services can be understood and proper recommendations about maintaining the longevity of the
e-governance services can be assured.
4. Aim of the study
The aim of the proposal will be to understand the impact of e-governance services in Abu
Dhabi municipality. An attempt will be made to attain Abu Dhabi vision 2030. The focus will be
on the online services that are provided in the United Arab Emirates by Abu Dhabi.
5. Objective of the study
The objectives of the proposal will include:
 To understand the importance of e-governance in Abu Dhabi
 To identify the impact e-governance services can have in Abu Dhabi
 To highlight the impact and effectiveness of online services for faster responses and
results to enhance the business
 To recommend ways by which e-governance can be made a recurring occurrence in Abu
Dhabi municipality
The subsidiary research questions related to the proposal will include:
 Critically argue about the importance of e-governance in Abu Dhabi
 Validate the impact e-governance services can have in Abu Dhabi
 Understand the impact and effectiveness of online services for enhancing opportunities in
business
 Use survey questionnaire to determine the recommendations needed to make e-

6. Relevant literature
Concept of e-governance
E-governance or electronic governance is the modern application of information and
communication technology (ICT). As stated by Madon (2014) in the modern world, every citizen
of a country desires support from the Government that includes gaining information about
particular business policy or legal policies. The services between government and citizens are
taken into consideration for the development of e-governance within the Government
framework. According to Tripathi and Parihar (2013), the application of e-governance can help
in the development of services and its availability to the citizens in a more secure, convenient
and transparent manner.
Impact of e-governance
The application of e-governance can have numerous positive impacts on the development
of a country as well as provide people with a sense of trust on the Government. Some of the
impact that e-governance has on the development of communication with the citizens may be
considered as:
It improves the speed at which communication is maintained: It has been seen by Rose
(2015) that communication between the citizens and government can improve with the
development of e-governance. Information related to policies and procedures can be provided to
the citizens promptly with the help of e-governance. This used to be a problem in the earlier days
before the implementation of e-governance.
Transparency: According to Madon (2019), information related to the policies can be
directly provided to the citizens by strengthening the democracy and the transparency. This can

help in opening up the conversation between the Government and the citizens. The impact of this
is that policies, procedures and rules cannot be hidden from the citizens. Every people can be
well versed with the policies related to the development of democracy in a country.
Factors affecting e-governance
The factors that affect the e-governance system can be taken into consideration for the
development of a country. Some of the factors that can be taken into consideration include:
Development of technology: In order to maintain effective communication, it is
necessary that a proper technological implication is made. According to More and Kanungo
(2016), without proper technology it can be difficult to maintain the transparency of the
communication system mainly because it can be difficult to understand the thoughts and
demands of the people.
Trust on the government: It is necessary to maintain the trust on the government so that
effective communication can be maintained and the policies related to the development of a
country can be acknowledged (Nica 2015). The people of a nation need to be given the proper
motivation so that they can trust the government in making convenient judgements without
maintaining any type of bias or corrupted activity.
Research gap
The research provides certain gaps that need to be fulfilled so that the impact of e-
governance can be understood. One such gap need to be fulfilled is that of the time between the
application of e-governance and communication between the customers. The application of e-
governance may not be available in remote areas and it is because of this that the trust on the
Government may not be complete for the development of a country. At the same time, the speed

of the delivery of the services may vary depending upon the quality of the network used for
providing the service.
7. Research design
In order to conduct the research in a successful manner, it is necessary to understand the
research techniques that need to be followed. The research philosophy that will be used in the
proposal is positivism philosophy. The reason for selecting the positivism philosophy is that it
can help in collecting quantitative data particularly during large sample size (Berger 2015). The
research approach that will be used is the deductive approach has it will be useful to identify
existing theories and ensure to make relation with the given topic. The research design that will
be used is the descriptive design. This is because the concept of e-governance as well as Abu
Dhabi vision 2030 will be analysed in detail by the use of the descriptive design.
8. Methodology
The research methodology that will be used will be analysed by identifying relevant
tools, sample and data collection methods. In order to gain the responses of the customers about
the impact of e-governance and about recommendations related to it, sampling will be done. The
sampling will be done by providing questionnaire to the people residing in Abu Dhabi about the
impact it expects from e-governance. The tools that will be used for conducting the survey will
be SPSS and other statistical tools such as regression.
The sampling of the customers will be done by identifying the people that rely on
assistance from the Government and are involved with working for the Government. The data
collection method that will be used for conducting the research will be the primary data. This is

mainly because the responses of the people need to be taken into account and based on it
quantitative data will be used for calculating the responses provided by the people (Bernard
2017).
However, there will be certain limitations that may be associated while conducting the
research. One such limitation that needs to be taken into account is that of the time. The time of
completing the research is about 3 years by which changes may be made that may hamper the
progress of the research. At the same time, the responses provided by the people may be biased
and thus filtering the information is required for better analysis. Along with this, collecting
relevant data for conducting the literature review may be problematic as information may be
restricted since Abu Dhabi 2030 is a plan that is in progress currently.
9. Ethical issues
While conducting the research, the researcher will have to understand certain ethical
issues that will be taken into consideration. One of the ethical issues that will be maintained is
that Data Protection Act of 1998 will be considered. As per the rules of the act every data that
will be collected will be used only for the purpose of conducting research. None of the data will
be disclosed to any people outside the group involved in conducting the research.
At the same time, while collecting the primary research, none of the sample participants
will be forced to be involved in the research. The thoughts of the participants will not be
influenced by the researcher. The authenticity of the data will be maintained by collecting
information from direct sources or from Government websites so that misleading of the report is
not made. For this, it will be necessary to maintain an ethical consent form before conducting the
research.

10. Risk considerations
The risk considerations that will be needed to take into consideration includes the
gathering of authentic data and relevant information. This can be considered as an anticipated
risk mainly because information about an ongoing project can be difficult to gain. Hence, it is
necessary to use relevant and authentic information while conducting research. At the same time,
another anticipated risk that will arise is the fact that since the research need to be done on a
three year timescale, various changes may occur in the manner in which technology can evolve
and the implication of e-governance for the development of the people.
Therefore, it can be said that anticipation of changes that may take place in the world
during the three years need to be made so that the research can be conducted properly. Along
with this, gaining the sample size within the time frame will be a risk as the availability of the
participants varies as per priority. Therefore, these risks need to be anticipated and proper
mitigation techniques such as remaining up to date about technological change, government
policies and availability of people need to be considered for the development of the research
proposal effectively.
11. Assumed outcome
The assumed outcome from the completion of the proposal will be the fact that new light
will be shed on the development of Abu Dhabi vision 2030. The concept of e-governance will be
taken into account so that a critical understanding of the benefits and challenges of e-governance
can be identified. The completion of the research on the literature review will provide an idea
about the manner in which e-governance can be used effectively for assuring the people about
the help provided by the Government.

The responses of the people will help to provide advice about the manner in which Abu
Dhabi can benefit from the e-governance and the manner in which it can be enhanced so that the
municipality of the country can maintain effective communication. Along with this, the
effectiveness of e-commerce in business can be understood and Government offices can
implement the concept in order to reassure the people of the country about the assistance it can
provide.
12. Implications
The implication of e-governance can have a positive impact on the Government of a
country as well as the business sectors. One of the implications that can be made is the fact that
business opportunities among the Government sectors can improve. This is mainly because with
the help of e-governance, the people residing in the country can gain knowledge about possible
job opportunities in the country.
At the same time, Abu Dhabi vision 2030 can be attained with the help of e-governance.
The economic development, sustainable growth and the financial implications of the business
can be made with effective e-governance policy. The speed of the service provided can
determine the success that the project may receive so that a better life style of the people can be
taken into consideration.
