Summary
There has been a constant clash going on between the Democrats and the Republicans
regarding the funding for small business program. Due to the pandemic situation, unemployment
has been rising drastically and it is effecting the lives of US people. The funding for coronavirus
was also failed due to this collision. However the Senate Majority wanted the amount to be $600
billion dollar and not $250 billion. However, at this point of time the major funding needs to be
provided to the healthcare sector more according to the Democratic leader. Before 2 weeks the
Congress agreed to provide $2 trillion for this program and a bill was also passed however, due
to the pandemic situation the budget for the small business program was shifted half to the
healthcare program. According to Pelosi this time is to help the country from coronavirus attack
first and then all other programs will be funded.

What is the issue?
Here the main issue is of Senate Majority Leader Mitch McConnell who is arguing over
the fact that unemployment in the country has raised and being equal to the situation of Great
Depression. Before 2 weeks a bill was passed by the Congress that for the small business
program $2 trillion would be provided but after 2 weeks due to the increasing pandemic situation
of coronavirus, the democrats only approved $250 billion for the program. McConnell at this
argued that the pandemic situation was massive from beginning so now this fact is being by the
democrats as an excuse. Finally the democrats decided to provide $150 billion more to the
program but form that extra fund $100 billion will be provided to the hospitals as similar amount
was initiated in the Cares Act. Both the parties are not satisfied any of the decisions.

Who might benefit from the change?
Form the initial decision according to the democrats, McConnell would benefit more if
proper funding was provided for the small business program. But the total funding was not
provided at the time looking into the current situation of pandemic. After a lot of disputes and
argument from the Sonnet’s side, democrats finally decided to provide extra $150 billion to the
program but $100 billion will be for the hospitals as Cares Act was initiated with that amount. As
per the democrats this fund or budget was cut from the funding of the program for the purpose of
helping the healthcare sector that people can take benefit on their healthcare service. Democrats
have developed a proposal for providing $250 billion more for the small business program form
where $125 billion is supposed to be for the PPE (Paycheck Protection Program) and other half
will be distributed as $65 billion to disaster loans and $60 billion to community-based lenders as
these areas are also in need of funding.

Who might be negatively affected by this change?
From the change in the fund, there is no group which will get negatively because the
change in the fund was ultimately going to help those people under small business program only.
However, there would be a small change in the perspective of the small business owners because
the amount which was sanctioned was now provided with less than half of it. All the programs
and decided plans will now have to change for the time being until next bill gets pass for the
funding. However, due to the current situation major lawmakers are not able to attend the House
so it is indefinite as when they will be attending the house of sessions and when the next bill will
pass.

Opinion
It is quite difficult to provide a rational opinion as who is being the good man and who is
being the bad man is really tough to understand in politics. However, focusing into the current
pandemic situation form which the whole world is suffering it can be concluded that democrats
have taken the correct decision of cutting down the fund for the program and utilizing that
amount for funding the healthcare sector so that they can use for advanced technologies for
treating the patients of COVID-19 positive and help other patients to rescue them form this
deadly disease. As per the current economic condition, there will not be any profit by growing
the small business because people are not in a condition to buy things apart from their essential
necessities. Fund for small business program can be sanctioned afterwards also so Sonnet’s
leader must understand this fact.
