Our Abu Dhabi National Oil Company team members had a tremendous opportunity to get
expertise in health and the environment, specifically with the oil industry's Department of
Health and Safety. We've set several learning objectives, including becoming more familiar
with HSE reporting, research methodologies, and the role of a safety specialist in a chemical
plant. This study aims to collect information about Abu Dhabi National Oil and Gas
Company's objectives and priorities for health, safety, and environmental protection through
the lens of human resource management (HSE).HSE function to see how the association
achieves success by adopting the framework of successful HSE executives and how health
and safety measures in the framework of the board of directors are implemented in oil and
gas firms. Abu Dhabi National Oil and Gas Company is a well-known oil and gas company
with "a variety of linkages to refineries and chemical plants as well as HSE duties." The
HSE's name must appear after the ADNOC group of companies during the review. Well-
being, safety, and the environment are immeasurable advantages and benefits in any sector,

Introduction
ADNOC is a major state-owned oil company headquartered in Abu Dhabi. Its main
business is natural gas distribution, headquartered in Abu Dhabi. It is one of the top 12

are 3.1 million barrels and 9.8 billion cubic feet, respectively. Oil, natural gas, and crude oil

Background
In the United Arab Emirates Murban Bab oil field, oil production first started in 1958.

world, was founded by the late Sheikh Zayed Bin Sultan Arnachan. The organization has

HR Function (Health, Safety and Environment)
Human resource management is responsible for various concerns influencing
employees in every firm. Safety and health are two areas that human resource specialists
manage in any given firm. Human resources professionals ensure all company employees are
safe and healthy. Although these professionals are not usually responsible for the technical
aspects of employee health and safety, they must know when and how to use the available
resources to protect workers' health and safety.
"HSE" refers to issues of environmental protection, worker health, and
ADNOC safety that occur in the context of commercial activities. Targeted and successful
HSE actions address these concerns, decreasing risks as much as possible while boosting the
organization's value. We must deal with them as a group and give them our full attention. The
HSE Management System(HSEMS) is a method for shaping a firm. The HSE Policy and

HSEMS were initially implemented by the Group in 1997 when ADNOC was still known as
the Abu Dhabi National Oil Company. The Group's guiding documents were modified in
2001 to reflect its present direction better. The corporation also implemented new HSEMS
regulations to guarantee that health, safety, and environmental concerns were effectively
integrated into daily operations.
ADNOC's fundamental value of "100% HSE" (which stands for "100% commitment
to ensuring the safety of its people, communities, environment, and assets") aligns with the
company's smart growth strategy for 2030.
The ADNOC leadership signed the 100% HSE Commitment in 2017, which regulates
how to think, do, and conduct business. ADNOC Group's HSE division guarantees that the
company practise the best HSE governance possible while encouraging all necessary process
and human safety measures. The company have also developed risk management methods
and emergency response protocols to guarantee that an HSE culture pervades all operations.

(HSE) performance model.
With the help of its employees and contractors, ADNOC plans to implement HSE risk

Methods
We visited HSE to collect data and information to evaluate how the organization

We visited numerous companies to see how an oil and gas plant works, its location, what a
safety inspector does, and what safety issues can arise in a chemical facility. Physical,
chemical, ergonomic, and other risks are the most critical and influential variables in the
chemical industry, providing a high risk of accidents and dangers. The CEO and Safety
Officer - of HSE also held different introductory courses in which he introduced and kept me
up to date on various technical knowledge related to HSE, such as the HSE management
system, the PTW system, multiple hazards, and the general ADNOC system, which piqued
my interest in the future.
Analysis Of The Processes Of Health And Safety
ADNOC has consistently balanced accomplishing fundamental business goals with
minimizing potentially detrimental effects on neighbouring populations and the environment.
ADNOC prioritizes controlling health, safety, and environmental concerns at each level of its
business activities. For every project, organizations must create a health, safety, and
environmental impact assessment (HSEIA) and conduct extra technical risk evaluations
depending on the project's nature. ADNOC and the firms manage HSE in its group on three
different levels (Almazrouei et al.,2020):
1. The ADNOC Group HSE Steering Committee (AGHSESC) (Corporate Committee)
comprises HSE managers from each company in the ADNOC Group. Its members

oversee coordinate, and control at the corporate level all facets of HSE, industrial safety,
and environmental protection in the ADNOC group of companies. The Environment
Subcommittee, the Subcommittee on Oil Spills and Crisis Management, the
Subcommittee on Safety, and the Subcommittee on Occupational Health are the four ad
hoc subcommittees that makeup AGHSESC.
2. The Division of Environment, Health, and Safety at SPC(Safety Professional Certificate)
is responsible for crisis management, environmental protection, health, and safety.
Corporate governance, professional services, and developing the company's
environmental, health, and safety policy and strategy are among the roles and duties
(Yaqoubi,2022).
3. Each Group Business has a specific HSE Division that is in charge of all managerial and
operational facets of HSE.
4. The ADNOC Group is concerned about the health and safety of its employees and the
environment. The ADNOC Group has created policies, protocols, and behavioural codes
to assist us in company endeavours. Everyone is responsible for understanding and
following the rules, standards, and laws that pertain to their position and tasks.
ADOC began HSE activities by creating our own HSEMS handbook following ADNOC
standards, thereby carrying on ADNOC's introduction of HSEMS. We have actively
promoted HSE actions in compliance with this document since then. We established the HSE
Committee to implement and promote all aspects of HSE. The committee's responsibilities
include the following:
Enforcing the HSE actions indicated in the proposed Codes of Practice (Cop)by ADNOC.
Researching the potential impacts of commercial initiatives, particularly those that use
existing facilities, on HSEIA (HSE Impact Assessment).
Taking part in HSEMS-related workshops, etc.

Along with those above, the HSE Committee is involved in a variety of other initiatives, such
as;
Developing HSE education and training programmes based on the employee's function or
work history.
Carrying out HSE patrols to improve on-site HSE management
Practising drills for emergencies.
Applying for the ADNOC Annual HSE Award recognizes outstanding performance in
HSE-related initiatives.
ADNOC will continue actively participating in HSE activities to improve environmental
preservation and our industrial safety and health policies and practices. This will be visible in
how we conduct business daily.
HR Function Compatibility with UAE HR Laws
ADNOC shall comply with all relevant authorities' regulations for safety procedures,
process safety, workplace safety, and employee health. Where present laws and regulations
are insufficient to provide adequate protection, ADNOC Guidelines will be developed. These
guidelines will be based on scientific understanding, acknowledged engineering practice, and
appropriate industry standards.
According to ADNOC, its directorates and group companies are expected to conduct
their operations with the utmost care for the health of their employees and the general public,
as well as the physical environment, and by applicable environmental laws and regulations.
ADNOC has a policy of establishing and implementing effective compliance processes, such
as strategies and procedures for informing employees about the policy, their ongoing
obligation to comply with it, and any relevant legal requirements. This conforms with
establishing and implementing effective compliance practices (Lim,2018).

When ADNOC becomes aware of a concern for human health, safety, or the
environment not addressed by current laws or regulations, it will develop its own rules. We
will take cost-effectiveness and technological feasibility into serious account when setting
deadlines, priorities, and levels of control. An emphasis will be on finding a happy medium
between environmental aims and those of the energy sector, labour market, and economy.
Environmental laws and regulations must be reevaluated whenever there is a shift in national
goals, improvements in scientific understanding, or changes in the availability of resources.
ADNOC will collaborate with businesses and the government to establish
environmental goals and develop control mechanisms that are efficient, reasonable, and fair.
Furthermore, this policy is intended to guide all employees as they develop plans, set goals,
and complete their everyday tasks (Sajjad et al.,2018). Contractors must be made aware of
ADNOC's environmental standards and laws and follow them.
Regarding product safety, ADNOC will adhere to all local, state, and federal
regulations and any international norms that may be in effect. In addition, ADNOC will
analyze its operations' compliance with product safety requirements and its goods to
determine any health and environmental risks that can be reasonably anticipated and
mitigated.
ADNOC must also give product safety information to its employees, clients, users,
government organizations, and the general public as needed. ADNOC will collaborate with
government and industry organizations to design and execute product safety legislation that
protects workers, drivers, passengers, and the general public while considering social,
economic, and scientific aspects. Existing rules and ADNOC's high environmental, health,
and safety standards must be followed during product development, manufacture, and
marketing. If local government rules are insufficient, ADNOC must respect safety and health

protection criteria considering scientific knowledge, international standards, and established
practices in more developed countries (Badithela,2019).
A material safety data sheet (MSDS) or its equivalent must accompany any hazardous
bought materials moved, stored, or utilized in ADNOC facilities. The product and the
necessary safety precautions for transit, storage, usage, and disposal must be explained to the
appropriate management, personnel, and contractors.
While the Expectations are responsible for determining the level of health, safety, and
environmental performance to be achieved, it is ultimately up to the Directorate, Group
Business, and facility-level staff to choose the approach that will allow them to achieve or
exceed the target level. After considering the operational conditions and requirements, best
practises, the experience of other Group Companies, significant international petroleum
corporations, and international standards, they will be expected to develop the Systems,
Plans, and Processes that are the most suited to their specific requirements.ADNOC's E&S
Department will archive several HSE-related systems, programmes, and protocols. As a
result, sharing successful methods will be more straightforward than ever. Yet, each
organization will have the option of determining how to satisfy the HSEMS Expectations.
SWOT Analysis
The primary components of an ADNOC's HSE System are "managing" issues related
to occupational health, safety, and the environment. Reduce the underlying risks and better

The ADNOC Group members should know their obligations to themselves and others and
take the required steps to avoid accidents, diseases, environmental damage, and harm to
the surrounding community. Tobacco-free policies are promoted across the ADNOC
Group. Employees who arrive at work under the influence of alcohol, narcotics, or any
other substance are not tolerated by the ADNOC Group. When visiting ADNOC Group

properties, do not consume alcohol or use illegal substances. Everyone is responsible for
understanding and adhering to the laws, regulations, and standards related to their work
line.
Assuring that technical competence, financial resources, and people are available and
consultable. At the same time, they are investing in their staff to give resources capable of

Communicating HSES policy, HSE strategic objectives, needs, expectations, and the most
significant hazards to all internal and external stakeholders.
Personally monitor and review performance and disseminate progress throughout the
organization.

programmes, industry/contractor workshops, conferences, and inspection/audits, indicates
